Israeli settlers assault a Palestinian woman during a raid in Susiya in the Masafer Yatta area. Israeli settlers also throw stones at Palestinian vehicles traveling near Nablus, causing damage. Israeli forces shoot and injure a Palestinian man during a raid in Nablus. Israeli forces also assault Palestinian farmers in the Masafer Yatta area. Elsewhere, Israeli forces demolish 2 homes in as-Samu and 2 homes under construction in al-Simiya. Israeli forces also seize a rickshaw in Deir Balut. Meanwhile, Israeli forces raze land near Ya’bad and Arrabah. More than 32,916 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,495 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Anera, the second largest humanitarian organization in Gaza, suspends operations following the Israeli attack on World Central Kitchen aid workers on 4/1 that killed 7 people. 140 countries sign letters to the presidents of the UN Security Council and the General Assembly, and UN secretary-general Antonio Guterres supporting Palestine gaining full UN membership. The Security Council would have to approve full membership for Palestine before the General Assembly can vote on approval. U.S. deputy ambassador to the UN Robert Wood says the U.S. position remains that the issue of Palestinian statehood is a final status issue to be decided in talks between Israel and Palestine. PA prime minister Mohammad Mustafa addresses the first cabinet meeting of the new government, outlining 3 major priorities: easing the hardship of Palestinians in Gaza, achieving financial stability, and reform of public institutions to make them more productive, accountable, and transparent. Mustafa also speaks with UK foreign secretary David Cameron, Egyptian prime minister Mustafa Madbouly, and Japanese foreign minister Yoko Kamikawa in separate phone calls. PA president Mahmoud Abbas speaks with Jordanian king Abdullah II in a phone call, saying he supports Jordan as external forces are trying to interfere in internal Jordanian affairs, exploiting the situation in Gaza. It is not immediately clear what Abbas is referring to, but it could relate to the more than week-long protests outside of the Israeli embassy in Amman. The UN Security Council discusses Israel’s attack on the Iranian consulate in Damascus on 4/1. The Russian and Iranian ambassadors condemn the attack, as does Secretary-General Guterres who says the “inviolability of diplomatic and consular premises and personnel must be respected in all cases in accordance with international law.” The U.S., France, and the UK do not condemn the Israeli attack but say that diplomatic structures should be protected. U.S. secretary of state Antony Blinken meets with French president Emmanuel Macron in Paris. Blinken says the U.S. is in contact with Israel on how to distribute aid in Gaza, adding not enough aid is getting in. (HA 4/2)

47,800 Americans in Wisconsin vote “uninstructed” in the Democratic primary election, more than the 20,682 votes President Joe Biden defeated Donald Trump by in the state in 2020. In the West Bank, Israeli settlers attack a Palestinian vehicle traveling near Nahalin, causing damage. Israeli settlers also set fire to an agricultural structure in Ya’bad. Israeli forces shoot and kill a Palestinian child, claiming he tried to stab soldiers at a checkpoint near al-Eizariya. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. Israeli forces also arrest 28 Palestinians during late-night raids in and around Silwad, Ramallah, Tulkarm, Hebron, Jenin, Tubas, and Nablus. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Gaza City, and Nuseirat refugee camp, killing at least 113 people. Israeli naval forces bomb an UNRWA aid truck. Israeli forces abduct al-Amal Hospital general manager Haider al-Qaddura and administrative director Maher Atallah as 8,000 people are evacuated from the hospital in Khan Yunis, which has been under an Israeli siege for 2 weeks. In Beershaba, Israeli police shoot and kill a Palestinian citizen of Israel after he allegedly tries to grab an Israeli police officer’s weapon. In Lebanon, Hezbollah attacks 2 Israeli military positions in Shebaa Farms and 1 in Yiftah. Israeli forces kill 3 members of the Amal Movement in an airstrike. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Sejourne meets Israeli foreign minister Israel Katz earlier in the day, with Katz thanking Sejourne for suspending UNRWA funding. (AJ, WAFA, WAFA 2/5)

Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 183 people. Israeli forces also open fire at Palestinians fleeing from Khan Yunis to Rafah and fire tank shells at al-Amal Hospital. The Nasser Hospital in Khan Yunis suffers a complete electricity blackout as it is besieged by Israeli forces for the fifth day in a row. In Lebanon, Israeli forces strike Bayt Lif and Deir Aames, killing 2 people and injuring 4 in Bayt Lif. Hezbollah says it attacked 2 Israeli bases near the Blue Line. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. PA ambassador to the UN Riyad Mansour calls the measures against Israel “historic.” South Africa calls the ruling a “decisive victory.” Israeli prime minister Benjamin Netanyahu instructs his ministers not to comment on the ICJ decision and calls the ruling “outrageous.” The U.S. State Department says the ICJ did not “make a finding about genocide” despite the court specifically saying that it is continuing its trial of Israel on charges of genocide. UNRWA announces an investigation and says it has terminated the contracts of the 9 of the staffers, with further investigations into 2 other staffers. 1 staff has been killed. The U.S., Germany, the Netherlands, Canada, Finland, Australia, Italy, and the UK say they have paused additional funding to UNRWA while they are reviewing the allegations and UN’s steps to address them. The PA calls on the countries that suspended funding to reverse their decisions. Scottish first minister Humza Yousaf calls the suspension of funding for UNRWA collective punishment. National Security Council spokesperson John Kirby says the White House is doing “everything we can to facilitate another hostage deal,” and that National Security Council Coordinator for the Middle East and North Africa Brett McGurk returns to the U.S. after discussions with Qatar and Egypt. Axios reports that on 1/19 Biden said in a call with Prime Minister Netanyahu that he wants Israel to end its war on Gaza soon. In the West Bank, Israeli settlers assault a Palestinian man at his home in Kisan. Israeli forces shoot and kill a Palestinian man in Tammun during a raid. Israeli forces also continue the raid in Nur Shams refugee camp for the second day in a row. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Elsewhere, Israeli forces begin constructing settler roads in the Masafer Yatta area near Umm al-Khair. Israeli forces also arrest a child and confiscate 60 sheep he is herding. Israeli forces arrest 27 Palestinians during late-night raids in and around Tulkarm, Salfit, Qalqilya, Hebron, Bethlehem, Jenin, Nablus, Tubas, and Ramallah. Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Israeli defense minister Yoav Gallant signed an order to place an Israeli settler in administrative detention for attacks on Palestinians. Gallant also spoke with U.S. secretary of defense Lloyd Austin, who urged him to “increase efforts to protect civilians in Gaza, increase delivery of humanitarian assistance, and curb extremist settler violence in the West Bank.” Israel said an Israeli military helicopter killed an Israeli soldier during an attack on a building in Gaza last week. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Hamas called the veto “unethical and inhumane.” Israeli UN ambassador Gilad Erdan thanked the U.S. for “standing firmly by our side.” Human Rights Watch UN director Louis Charbonneau said that the U.S. risks being complicit in Israeli war crimes by continuing to provide weapons and diplomatic cover. During an interview with Reuters, PA president Mahmoud Abbas called for an international conference to end the war in Gaza and to create the foundations for a lasting end to the Israeli occupation. Abbas said he was for “peaceful resistance” that led to a 2-state solution with a sovereign Palestinian state in Gaza, the West Bank, and East Jerusalem. Abbas also said he would accept a future election result if Hamas won. The Arab-Islamic Summit Ministerial Committee met with U.S. secretary of state Antony Blinken, discussing the need for an immediate ceasefire in Gaza. The committee expressed their disappointment with the U.S. veto at the UN Security Council. The committee was represented by foreign ministers from the PA, Turkey, Qatar, Saudi Arabia, Jordan, and Egypt. Qatari prime minister Sheikh Mohammed bin Abdulrahman Al Thani and Saudi foreign minister Faisal bin Farhan Al Saud also met with Blinken separately, calling for a ceasefire. The Biden administration bypassed congressional review of the sale of 14,000 tank shells to Israel worth $106.5m. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. Israel said Palestinians will not be allowed to return to the north of Gaza during the ceasefire. Prime Minister Benjamin Netanyahu said the deal was likely to happen, despite opposition from National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, and that Israel would continue its war on Gaza after the temporary ceasefire. The meeting of the government cabinet was still ongoing at the end of the day. It was reported by Haaretz that the Israeli public would have 24 hours to appeal to the Israeli High Court of Justice if the government decides to approve the deal. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. The request was made during the weekend, when top Palestinian officials met with U.S. secretary of state for Near East affairs Barbara Leaf and her deputy Hady Amr in Ramallah ahead of president Joe Biden’s visit to Palestine, Israel, and Saudi Arabia on 7/13-7/16. Israeli sources told Haaretz that Secretary Leaf had asked Israeli politicians to refrain from sending Israeli soldiers into Area A and not to carry out punitive demolitions ahead of President Biden’s visit. A possible drone attack in the UAE killed 3 Indian and Pakistani nationals and wounded 6 others at an oil facility and started a fire at the airport in Abu Dhabi. The Yemeni Houthi group said it was behind the attack. In a letter by Israeli prime minister Naftali Bennett, Israel offered the UAE “security and intelligence support” after the attack, saying “Israel stands with the UAE.” The UAE has been conducting air strikes with its coalition partner Saudi Arabia for years in Houthi-held areas of Yemen, causing many civilian deaths. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative.
