In East Jerusalem, Israeli police shot and killed 1 Palestinian citizen of Israel near the Haram al-Sharif compound. Contrary to eyewitness accounts, the police said the man tried to steal a gun from an officer when he was shot but was unable to produce any video evidence despite the area being heavily surveilled. In Tel Aviv, hundreds of thousands of Israelis demonstrated against the government for the thirteenth Saturday in a row despite Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation. Israeli police officers kicked and punched 1 Palestinian man after he fell while running from them near a flying checkpoint; the incident was filmed. Israeli Channel 12 reported that the UAE had frozen purchases of Israeli military equipment due to the Israeli government’s behavior against Palestinians, including National Security Minister Itamar Ben-Gvir’s tour of the Haram al-Sharif compound in January and Finance Minister Bezalel Smotrich’s comment that Huwwara “should be wiped out.” Prime Minister Benjamin Netanyahu, the Israeli ambassador to the UAE, and the Israeli foreign ministry denied the reporting. The Israeli public broadcaster KAN reported that Saudi Arabia had refused to grant visas to an Israeli delegation for an upcoming UN conference on tourism. Axios reported that Saudi Arabia had initially approved Israeli foreign minister Eli Cohen’s attendance at the conference with 2 staffers, but effectively blocked Cohen’s trip by not engaging in making arrangements for his security. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. It had been reported that the State Department had been discussing if the U.S. should deny Smotrich entry to the country over his remarks in support of the settler attacks in Huwwara on 2/26, which the U.S. called “irresponsible, disgusting, and repugnant.” (ALM, AX, HA, MEE 3/9; MDW 3/10; MDW 3/11)

U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. The Wall Street Journal reported that Saudi Arabia wants U.S. security guarantees and assistance in building a civilian nuclear program in exchange for normalizing ties with Israel. (HA, NYT 3/9)

More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. 2 Palestinians were arrested during late-night raids in Bayt Rima and Jenin. In East Jerusalem, 1 Palestinian man rammed a car into a group of people at a bus stop near the Ramot settlement, killing 3, including 2 minors, and wounding 4 others before being killed by a settler. The man had been released from a psychiatric ward on 2/9 after suffering a psychotic episode. 10 of the man’s relatives were arrested in Isawiya in the hours after the incident and Israeli prime minister Benjamin Netanyahu ordered the man’s apartment sealed. Israel’s defense minister Yoav Gallant issued an order to financially penalize 87 Palestinian prisoners for having received funds from the PA. Starting on 2/16 Israeli forces raided the homes of the current and former Palestinian prisoners in East Jerusalem, seizing cash, jewelry, and other belongings while freezing their bank accounts. In the West Bank, thousands of Palestinians protested Israel’s deadly raid in Jenin on 1/26 with demonstrations in cities and towns throughout the West Bank and in East Jerusalem. Israeli settlers shot and injured 3 Palestinians near Beita. Israeli forces violently dispersed Palestinian protesters in Beita and Beit Dajan, causing 3 tear-gas related injuries in Beita and 10 in Beit Dajan. Israeli forces also violently dispersed a funeral procession in al-Ram, causing tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 2 homes in Birin. East Jerusalem, 1 Palestinian man shot and killed 7 Israeli settlers and wounded 3 others in the Neve Yaakov settlement before being killed by Israeli police. The Palestinian man was named after his grandfather who was killed by an Israeli settler in 1999. Israeli forces subsequently seized the family home of the Palestinian man and arrested 42 Palestinians in relation to the shooting, including many of the man’s relatives. In the West Bank, Israeli forces shot and killed 2 Palestinians during a late-night raid in Jenin refugee camp. 1 of the Palestinians was killed by an Israeli sniper while providing first aid to the other person who was shot. 3 Palestinians were injured by live ammunition and 1 Israeli soldier was reportedly injured by an explosive device. 15 Palestinians were arrested during late-night raids in Yatta, Beit Umar, Tuqu’, Jenin refugee camp, and Tubas. Israel released Maher Younis, the second-longest serving Palestinian prisoner, from the Eshel prison. Younis was convicted in 1983 for killing an Israeli soldier in the Golan Heights in 1980 and is a cousin of Karim Younis who was released two weeks ago. Israel’s national security minister Itamar Ben-Gvir had ordered Israeli police to disperse the celebration of his release if Palestinian flags were waived. U.S. national security advisor Jake Sullivan met PA president Mahmoud Abbas in Ramallah. President Abbas urged National Security Advisor Sullivan to intervene against Israeli unilateral actions that hinder the prospects for peace and stability. Earlier in the day, Sullivan met with Israeli prime minister Benjamin Netanyahu, Foreign Minister Eli Cohen, and Defense Minister Yoav Gallant during the second day of his 2-day trip to Israel. Prime Minister Netanyahu said he and Sullivan discussed efforts to make a normalization deal with Saudi Arabia. In an interview with Bloomberg TV, Saudi foreign minister Prince Faisal bin Farhan Al Saud said that Saudi Arabia will not normalize relations with Israel without an agreement to create a Palestinian state. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. Benjamin Netanyahu’s Likud Party and the Religious Zionism Party agreed to change the procedure for how the coordinator of the activities in the territories and the head of the Civil Administration are appointed. The 2 positions will in the next government be filled by Israeli politicians rather than by the military chief of staff and defense ministry. Speaking at the J Street conference in Washington D.C., U.S. secretary of state Antony Blinken said that the U.S. expects to work with the next Israeli government in the same manner it has with previous governments, but warned about potential threats to the 2-state solution, including settlement expansion, annexation, and changes to the status quo of the holy sites in Jerusalem. In the West Bank, Israeli settlers vandalized more than 100 olive trees near Turmus ‘Ayya. Israeli settlers also vandalized 60 olive trees in Jalud, spraying them with chemicals. Israeli forces demolished 1 Palestinian home in Qibya and 1 Palestinian home east of Jericho. 21 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Balata refugee camp, Jenin, Qalqilya, and Tubas. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. Berlin police arrested more than 170 pro-Palestine protesters marking Nakba Day. Berlin police had banned all Palestinian events and protests in the days surrounding Nakba Day, citing the potential for anti-Semitic sentiments. 1 of the banned pro-Palestine protests was organized by the Jewish organization Jüdische Stimme. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. The march had been postponed by the Israeli security cabinet on 6/8, but the lawmakers said they would march despite the postponement and encouraged others to join them. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 28th Saturday in a row in Jerusalem and Tel Aviv.
