Hebron, and 1 village each nr. Bethlehem and Ramallah at night. Jewish settlers uproot 51 olive tree saplings nr. Ramallah. In East Jerusalem, IDF troops clash with residents in Issawiya after erecting a temporary checkpoint, injuring 6 with rubber-coated metal bullets. Israeli newspaper Haaretz reports that Martin Indyk will resign from his position as U.S. special envoy for Israeli-Palestinian negotiations in light of the breakdown in negotiations, citing unnamed Israeli officials. Indyk reportedly blames Israel primarily for the failure, specifically highlighting the consequences of settlement construction. (HA, JTA, ToI 5/5)

PA Pres. Abbas holds talks with Hamas leader Khalid Mish‘al in Doha, and later meets with Qatari emir Shaykh Tamim Bin-Hamad al-Thani. Hamas releases a statement describing the meeting as “positive.” The Palestinian leaders’ discussions focus on the formation of a Palestinian unity govt., which is expected to be formed within 2 weeks. Meanwhile, the Gaza-based Interior Ministry announces that it has freed 6 prisoners from Fatah. (Fatah says that 40 of its mbrs. are still in prison. Hamas puts the number at under 20). Hamas authorities also announce that al-Quds newspaper will be distributed once again in the West Bank starting 5/7. Hamas PM Ismail Haniyeh’s adviser Issa Nashar urges Pres. Jewish settlers from Yitzhar chop down an estimated 60 olive trees nr. Nablus. In East Jerusalem, Israeli forces violently disperse Palestinian demonstrators in al-‘Izzariya, a protest in support of defending al-Aqsa mosque from Jewish extremists. There are no serious injuries. The PLO Central Council in Ramallah adopts a plan to pursue efforts to join 63 UN bodies and international treaties, according to a public statement issued on the final day of a 2-day meeting. Separately, PA Pres. Abbas issues a statement to mark Holocaust Day, denouncing the Nazi genocide. Israeli PM Netanyahu dismisses the comments during an interview with U.S. television network CBS, and says that Israel will not negotiate with a Palestinian govt. backed by Hamas. Meanwhile, IDF Maj.-Gen. Yoav Mordechai tells a meeting of the Knesset’s Foreign Affairs and Defense Subcmte. on Judea and Samaria that construction plans for 19 Palestinian villages in Area C of the West Bank have been frozen in response to the reconciliation deal. In addition, U.S. Dep. National Security Adviser Tony Blinken tells CNN that the U.S. is ready to suspend aid to the PA if a unity govt. backed by Hamas fails to recognize Israel. U.S. Special Envoy Indyk leaves Israel for consultations in Washington. EU foreign affairs chief Ashton releases a statement expressing concern over the latest developments in the peace process, and reiterates EU support for the U.S.-led peace talks. She also welcomes the Palestinian unity govt., affirming that it must abide by the principles of nonviolence, recognition of Israel, and commitment to previous agreements. Remarks made by U.S. Secy. of State Kerry on 4/25 at a private meeting in Washington are published by the Daily Beast, in which he says that without a 2-state solution soon, Israel risks becoming an “apartheid state.” In response, pro-Israel lobby group AIPAC says it is “deeply troubled” by the comments. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. In the West Bank, IDF troops uproot more than 1,200 olive tree saplings, raze 40 dunams (4 dunams = 1 acre) of land, and demolish a water tank nr. Nablus. Mohamed Morsi about the peace process, and efforts to advance national reconciliation talks between Fatah and Hamas. Armed men kidnap 7 Egyptian security officers in the Sinai, in between Arish and Rafah. There is no indication of the identity or motives of the kidnappers. (AP, REU 5/16)

Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Following a meeting in Cairo, Fatah official Azzam al-Ahmad announces that his party and Hamas have agreed on a set of principles to implement a reconciliation agreement. The deal includes the resumption of work by 1/30/13 of the Central Elections Commission, Public Freedoms Comm., and Social Reconciliation Comm. (MNA 1/17)

Palestinian pres. Mahmud Abbas holds a meeting with officials from the PA security forces following recent protests by Fatah-affiliated gunmen in Balata r.c. and Jenin r.c. (see 1/10). Abbas emphasizes that the government has a monopoly on the use of force. In the evening, 10 gunmen from Balata r.c. hand themselves in to PA security forces in Nablus in what Nablus governor Jibrin al-Bakri described as a ‘‘deal,’’ but without giving details. Israel’s dep. FM Danny Ayalon tells a Turkish newspaper that Israel is ready to send a letter of apology to Ankara for the killing of 9 Turkish activists on the Mavi Marmara on 5/31/10, similar to the one the U.S. government sent to Islamabad over the killing of Pakistani soldiers. (JP 1/17)

A spokesperson for PA pres. Abbas says that the UN bid will go ahead and that direct talks with the Israelis must wait until after the UNGA vote. The head of the Arab League, Nabil Elaraby, expresses his support for the initiative. Meanwhile, Israeli FM Lieberman is reported by Israeli media to be telling international diplomats of his intention to severely punish the PA if Abbas goes ahead with the UN bid. Kefar Etzion settlement s. of Bethlehem, injuring the 6 passengers. Israeli PM Benjamin Netanyahu subsequently writes to Palestinian Authority (PA) pres. Saying the Fatah-Hamas split has “gone on too long and should not continue,” PA PM Salam Fayyad offers to form an interim national unity govt. with Hamas and not to interfere with Hamas’s rule in Gaza in the run-up to elections, if it agrees to take part in presidential and legislative elections in 9/2011. Qalqilya for lack of permits. Jewish settlers fr. Ramat Yishai burn Palestinian olive trees, almond trees, grape vines in Hebron, also damaging storage buildings. Jewish settlers fr. Tene Oranim in the s. West Bank report that 80% of residents have signed a letter to Sharon offering to leave their settlement in exchange for the same compensation received by settlers evacuated under the disengagement plan. In the sharpest escalation of violence since the 2/8 truce, the IDF fatally shoots a Hamas mbr. nr. the Rafah border after he fires on an IDF position. In response, Hamas fires some 20 mortars at Jewish settlements in s. Gaza, causing light damage. Palestinian Authority (PA) police dispatched to halt the fire are shot at by Palestinian gunmen (Hamas says it is not involved), stoned by bystanders. The IDF, blaming the PA for failing to take adequate steps, then launches an air strike against the Hamas mbrs. targeting the settlement, killing 1 Hamas mbr., wounding 1.
