In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. In East Jerusalem, 2 Waqf guards were arrested at the Haram al-Sharif compound; 1 of them was later barred from entering the compound for 1 week. 2 others were arrested at the Bab al-Rahma area of the Haram al-Sharif compound and in Silwan. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. Secretary Blinken also spoke to the soon-to-be Israeli prime minister Yair Lapid, congratulating him on his appointment (see below). (HA, REU, WAFA 6/30; REU 7/1)

The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

An Israeli drone bombs a group of Palestinians near Jabaliya refugee camp in Gaza, killing 2 and causing moderate damage. The Popular Front for the Liberation of Palestine later claims the 2 men were members of its armed wing. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp In the West Bank, IDF troops arrest 21 Palestinians during late-night raids in and around Hebron, Bethlehem, Ramallah, and Tubas; and patrol near Tulkarm, Qalqilya, and Hebron. Reuters reports that Saudi king Salman bin Abdulaziz recently informed U.S. officials that he won’t be able to support the Trump administration’s long-awaited peace plan unless it provides for a Palestinian capital in East Jerusalem. Jordanian and Egyptian officials have also reportedly encouraged the U.S. team to only circulate a finished plan that is fair to both sides. (HA, TOI, YA 7/29)

Israeli naval forces confront the first ship of a planned flotilla sailing toward Gaza in a symbolic effort to break the Israeli blockade. They commandeer the ship, escort it to the port at Ashdod, and detain all 22 activists on board. Some activists are reportedly assaulted during the confrontation. The Israeli authorities release 17-year-old Palestinian activist Ahed Tamimi from prison, marking the end of her eight-month sentence for kicking, slapping, and otherwise resisting an Israeli soldier during a raid in her hometown Nabi Salih. She was arrested on 12/19/17. (BBC, MNA, WAFA 7/29)

IDF troops shoot and kill 2 Palestinians and injure at least 2 more in clashes sparked by an early morning raid in Jenin r.c. An IDF spokesperson alleges that the clashes began when armed Palestinians opened fire on Israeli soldiers conducting an unspecified operation in the camp. Afterward, IDF troops arrest 3 Palestinians during raids in and around Jenin. Later in the day, hundreds of Palestinian mourners march through Jenin at a funeral for the 2 men. Separately, the IDF arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Jenin and Hebron; and patrols in and around Qalqilya, Tulkarm, and Hebron. In East Jerusalem, Israeli forces demolish 1 home each in Jabal Mukabir and Silwan. They assault a Palestinian youth in Silwan during the operation and arrest 3 Palestinians during late-night raids in Qalandia r.c. Israeli forces, including 1 soldier wearing an Israeli flag draped over his shoulder, raid Haram al-Sharif, increasing tensions at the sanctuary. Gaza’s power plant shuts down because of a fuel shortage, instantly worsening Gaza’s electricity crisis. The 4 m. L of fuel that Egypt has shipped to Gaza in recent weeks is gone and the power lines feeding Gaza’s electricity grid are not supplying electricity, according to Gazan officials. Israel’s security cabinet decides to temporarily suspend Qalqilya’s expansion into Area C of the West Bank, which was set to include 5,000 new Palestinian homes by 2035. After the plan was 1st reported on 6/14, ultranationalist mbrs. of Israel’s ruling coalition complained that the move would undermine the settlement enterprise. (HA, JP, MNA, TOI, YA 7/13)

In the West Bank, DFLP activists erect a new memorial in Jenin to Khaled Nazzal, the party leader assassinated by Mossad agents in 1986, hours after IDF troops came under fire while removing the original on 6/30. Late at night, IDF troops rearrest Khalida Jarrar, a leader of the Popular Front for the Liberation of Palestine (PFLP) and Palestinian Legislative Council (PLC) mbr., during a raid of her home in Ramallah. She was released from Israeli prison on 6/3/2016, having served 12 mos. on charges related to her PFLP membership. IDF troops arrest 6 more Palestinians during late-night raids in and around Hebron and Ramallah. In East Jerusalem, a Palestinian family demolishes its own home in Issawiyya to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya for the 2d day in a row, causing no damage or injuries. Along Gaza’s border, Israeli forces arrest a Palestinian reportedly attempting to cross into Israel in search of a job. Meanwhile, Hamas forces bar a Fatah Central Comm. mbr., Ahmad Halas, from leaving Gaza. For the 6th time this week, errant mortar fire from Syria lands in an open area in the Israeli-occupied Golan Heights, causing no damage. The IDF returns fire at the source of the mortar. (MNA, TOI 7/1)

Israeli forces shoot and kill a Jordanian citizen outside the Old City of Jerusalem after he allegedly stabs and injures an Israeli police officer. A Jordanian govt. spokesperson later demands that Israel provide all details surrounding the incident, calling the killing a “heinous crime.” In the West Bank, IDF troops arrest a Palestinian in c. Hebron when she is found to be carrying a knife. The IDF conducts a late-night raid in Jenin r.c., arresting 2 Palestinians and sparking clashes with stone-throwing residents; 1 Palestinian is injured. Palestinians across the West Bank head to the polls to elect new local representatives. Independent candidates win 65% of the contested seats, Fatah-affiliated lists win 27.6%, and DFLP lists win 2.77%. Hamas, the PIJ, and the PFLP all boycott the elections. Approximately 100 Israeli settlers smash windows and attempt to break into a home in ‘Urif village nr. Nablus before Palestinian residents of the village force them away. IDF troops then violently disperse the residents of ‘Urif; 4 Palestinians and 1 IDF soldier are injured. Israeli settlers also throw stones at Palestinian homes and vehicles in nearby Huwwara, lightly injuring 1 Palestinian and causing no serious damage. Meanwhile, the IDF arrests 11 Palestinians and issues 4 arrest summons during raids in and around Bethlehem and Tulkarm; and patrols nr. Hebron, Qalqilya, and Nablus during the day. A group of Fatah-affiliated prisoners in Israel’s Ramon Prison join the Dignity Strike that approx. 1,500 prisoners declared on 4/17. The IPS moves several PFLP leaders to solitary confinement. Meanwhile, hundreds of Palestinians gather across Gaza, Israel, and the West Bank to demonstrate in solidarity with the prisoners. Israeli police shoot and kill a Palestinian youth outside the Old City of Jerusalem after he allegedly stabs and injures 2 of them. Israeli forces then raid the alleged attacker’s home in Jabal Mukabir, sparking minor clashes with residents of the area; 5 Palestinians are arrested. Elsewhere in East Jerusalem, Israeli forces arrest 8 Palestinians during raids in Silwan. In the West Bank, hundreds of Palestinians gather in Ramallah to protest the PASF’s violent assault on protesters on 3/12, and to call for PA pres. Abbas to end security coordination with Israel and resign. Meanwhile, IDF troops arrest 13 Palestinians during raids nr. Jenin, Hebron, Nablus, and Bethlehem; and patrol nr. Hebron and Ramallah. The Popular Front for the Liberation of Palestine (PFLP) announces that it will not be participating in the municipal elections set for 5/13 in protest of the PA’s repression of demonstrations against security coordination on 3/12. Meanwhile, a PA spokesperson announces that Ramallah’s chief of police Abd al-Latif al-Qaddumi has resigned, but denies that his resignation is coming as a result of the 3/12 protests against PA security coordination with Israel, which were held outside a court in Ramallah and violently dispersed by PA security forces. PM Hamdallah announces that he has appointed a fact-finding comm. to look into the events at the 3/12 protests. (MNA 3/13; JP 3/14)

Jason Greenblatt, U.S. pres. Trump’s special representative for international negotiations, meets with Israeli PM Netanyahu in Jerusalem for 5 hours. According to a joint statement, they discussed settlements “in the hope of working out an approach that is consistent with the goal of advancing peace and security.” Later, Greenblatt meets with senior Palestinian officials in Ramallah, who tell him they are interested in the Trump admin. presenting its own plan for a peace deal. Greenblatt is set to remain in Israel and the oPt all week for more meetings, including with PA pres. Abbas on 3/14. (ALM, HA, JP 3/13; HA, NYT, TOI, WAFA 3/14)

IDF troops shoot and kill a Palestinian youth at a checkpoint nr. Nablus after he allegedly attempts to stab 1 of them. No Israelis are injured. Elsewhere in the West Bank, IDF troops arrest a Palestinian while he is leaving Birzeit village nr. Ramallah, arrest 2 Palestinians during late-night raids nr. Ramallah and Bethlehem, and patrol nr. Nablus and Hebron during the day. Israeli forces raze Palestinian land in Umm al-Khayr to make room for a new sewage line serving a nearby settlement. In East Jerusalem, Israeli forces block the Popular Front for the Liberation of Palestine (PFLP) from hosting a cultural event. In response to pressure from the High Court of Justice, Israel’s security cabinet decides to stop returning the corpses of Hamas-affiliated Palestinians who carry out serious attacks against Israelis to their families. They condone the return of other Palestinian assailants’ corpses, however. The IDF still supports returning the corpses in general, while DM Lieberman supports withholding them as a deterrent. Palestinian fighters in Gaza launch a rocket into Israel, which lands in Sderot, causing no damage or injuries. The IDF then launches dozens of air strikes on “key Hamas strategic assets,” according to IDF sources on 8/23. The IDF also targets Palestinian Islamic Jihad (PIJ) and other factions’ sites in and around Bayt Hanun, injuring at least 7 Palestinians (3 of whom are Hamas mbrs.). Also, an Israeli tank fires 6 shells at a Gazan water storage facility along the border nearby, causing damage. Initial reports say that the PFLP’s armed wing is responsible for the rocket launch; later, a Salafi group affiliated with the Islamic State in Iraq and Syria (ISIS) claims responsibility. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries; 2 fishermen are arrested. In the West Bank, IDF troops conduct raids and house searches in and around Hebron, as well as in Bethlehem and nr. Salfit, arresting 8 Palestinians; and patrol nr. Nablus, Salfit, Ramallah, and Hebron. In East Jerusalem, Israeli forces issue arrest summons for 6 Palestinians during raids in Jabal Mukabir. An Israeli delegation meets with their Egyptian diplomatic counterparts in Cairo to discuss Pres. Abdel Fattah al-Sisi’s efforts to revive the stalled Israeli-Palestinian peace talks. After the meetings, al-Sisi says he recently spoke with Russian pres. Vladimir Putin about hosting a round of Israeli-Palestinian peace talks in Moscow, and indicated that Putin would be willing to do so. (TOI 8/21; JP, TOI 8/22)

In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

Tensions begin to escalate in East Jerusalem over access to Haram al-Sharif when Israeli forces bar all Palestinians from entering the sanctuary between 7:00 and 11:00 A.M., including children who attend school inside. They also close all but 3 entrances and arrest 3 Palestinians in the area. Later, Israeli forces arrest 2 Palestinians and issue arrest summons to 2 others on raids in Silwan and Sur al-Bahir; violently disperse Palestinian youths accused of throwing stones at Israeli settlers’ vehicles (1 Palestinian is arrested). In Gaza, UNRWA employees go on strike in protest of overcrowded schools and unpaid vacations (they will end their strike on 8/31). In the West Bank, IDF troops conduct house searches and raids in al-Fara‘a r.c. nr. Tulkarm, al-‘Arub r.c. nr. Hebron, Qalqilya, Nablus, and Salfit, arresting 9 Palestinians. An Israeli court holds the 1st witness hearing for Palestinian MP and political prisoner Khalida Jarrar (Popular Front for the Liberation of Palestine, PFLP) after postponing it 3 times. Only 2 witnesses were allowed to testify due to “time constraints,” and both claimed that their confessions were obtained through “torture and ill treatment” by Israeli forces, according to Addameer Prisoner Support and Human Rights Association. In Gaza, 4 Palestinians are killed and over 30 are injured when a piece of unexploded Israeli ordnance is accidentally detonated in Rafah (a 5th Palestinian will succumb to her injuries on 8/16). In the West Bank, a Palestinian driver rams 3 Israeli settlers hitchhiking between Nablus and Ramallah, injuring 2 seriously. IDF troops open fire on the driver, critically injuring him. IDF troops then raid the driver’s home in a village n. of Jerusalem, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. IDF troops also conduct late-night raids and house searches in 1 village each nr. Bethlehem and Hebron, issuing arrest summons to 4 Palestinians; patrol during the day in 2 villages and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Ramallah. Israeli forces demolish a Palestinian tire repair store and another structure nr. Bethlehem. In East Jerusalem, Israeli forces arrest a Palestinian youth accused of stonethrowing and confiscate a Palestinian’s donkey in al-Tur, after Israeli settlers in the area reportedly complain that the donkey is a nuisance. Hamas and PFLP officials meet in Gaza and condemn the PA’s 7/31 appointment of 5 new ministers. (MNA 8/7) The Israeli govt. approves its budget for 2015–16, including a NIS 340 m. ($90 m.) special grant to develop infrastructure in Israel’s West Bank settlements. The grant was included in the budget in obligation of Likud’s coalition agreement with the Jewish Home Party. In the West Bank, IDF troops patrol in 1 village nr. Hebron during the day, and later escort dozens of Israeli settlers into Nablus, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. The IDF also conducts late-night raids in 1 village each nr. Nablus and Tulkarm, arresting 2 Palestinians. In East Jerusalem, Israeli forces seize a stockpile of explosives and fireworks during a raid on a Palestinian-owned home in Jabal Mukabir; demolish a home in Bayt Hanina; assault a Palestinian in Silwan. In response to PA pres. Abbas’s 6/16 announcement that he would dissolve the PA consensus govt., Hamas spokesperson Sami Abu Zuhri says that “no one consulted with us about any change in the consensus govt. Fatah acted on its own in all regards.” Hamas official Ziad al-Zaza calls on Abbas to form a new govt. “with all national and Islamic factions.” Later, Hamas, Islamic Jihad, the PFLP, the Democratic Front for the Liberation of Palestine, and the Palestinian People’s Party meet in Gaza to discuss the consensus govt.’s dissolution. Iranian lawmakers introduce a bill that would establish parliament’s formal advisory role and set out 3 criteria for any final agreement between Iran and the P5+1, including “complete and unified lifting” of sanctions on the day of the agreement. The bill has 225 signatories out of the 290-mbr. parliament. It is set for a vote on 6/21, and needs Supreme Leader Ayatollah Ali Khamenei’s approval before it becomes law. (AFP 6/17)

Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. Hours later, IAF jets launch air strikes on 3 or 4 vacant Hamas military sites nr. Gaza City and Khan Yunis. Earlier, IDF troops stationed on the border e. of Khan Yunis fire warning shots at a group of Palestinian farmers, moderately injuring 1. Off the coast nr. Gaza City, Israeli naval forces open fire on 2 Palestinian fishing boats, arrest 5 fishermen, and confiscate 1 boat. In the West Bank, IDF troops arrest 2 leaders of the PFLP and confiscate several computers from a govt. office during raids in Tulkarm and a nearby village. Late at night, the IDF conducts house searches and raids in Hebron and 1 nearby village, Tulkarm, 2 villages nr. Nablus, and 1 nr. Ramallah, arresting 10 Palestinians; patrols during the day in Tulkarm, 1 village and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Qalqilya. Israeli forces bulldoze 30 dunams (around 7.5 acres) of land nr. Hebron and uproot 400 almond and olive trees. An Israeli settler rams a Palestinian with a car nr. Salfit, causing minor bruising. Bethlehem. IDF troops on a late-night raid nr. Ramallah issue 1 Palestinian an arrest summons, sparking minor clashes with stone-throwing Palestinian youths. The IDF also conducts late-night raids in and around Qalqilya and Hebron, 3 villages nr. Nablus, and 2 nr. Tulkarm, arresting 2 Popular Front for the Liberation of Palestine (PFLP) leaders and 7 other Palestinians, issuing an arrest summons to another, and confiscating various personal effects; patrols in 1 village each nr. Ramallah and Jenin, and 2 nr. Jericho. An Israeli settler throws stones at a Palestinian-owned vehicle nr. Nablus, causing damage. In an interview with Israel’s Channel 2, U.S. pres. Obama says that Israeli PM Netanyahu’s position on the 2-state solution puts Israel’s international credibility in jeopardy because it “has so many caveats, so many conditions that it is not realistic to think that those conditions would be met at any time in the near future.” (HA, REU 6/2; WAFA 6/3)

In the West Bank, an Israeli man from Beersheba goes missing nr. Hebron. IDF troops conduct a number of searches in surrounding villages and set up numerous mobile checkpoints in an effort to find the man and his alleged kidnappers. The man is found alive 10 hours later nr. Hebron, having staged the kidnapping for “romantic purposes.” Nr. Salfit, Israeli forces demolish 120 olive trees. Speaking after a visit to Damascus, Filippo Grandi, head of the UN Relief and Works Agency (UNRWA), says that parties in Syria’s civil war must respect the neutrality of Palestinian refugees. He expresses particular concern over the role of the Popular Front for the Liberation of Palestine–General Command (PFLP–GC), a pro-Asad faction that is strong in the Yarmuk r.c. nr. Damascus.
