The Palestine Chronology

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Jewish settlers raze land nr. 2 separate settlements in the Jordan Valley and nr. Nablus in preparation for expansion. (MNA, WAFA 1/16; PCHR, PNN 1/17)

Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Hebron Hills in an area the IDF has designated a firing zone for training. (REU 1/16; AFP, HA 1/17)

Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

PA FM Riyad al-Malki says that 11/15 or 11/29 are possible dates for a UN vote on the Palestinian bid to be recognized as a non-member state, adding that consultations are ongoing for the formation of the draft resolution. (AFP 10/31)

Unidentified armed Palestinians fire 2 rockets from the Gaza Strip into Israel, causing no injuries. IDF troops on the n. Gaza border open fire nr. Bayt Hanun, causing no injuries. Israeli naval vessels open fire at fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Jericho at night; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, 2 villages nr. Hebron, and Tulkarm at night. (ToI 10/31; PCHR 11/8)

The Israeli NGO Peace Now reports that Jewish settlers have set up 2 new settlement outposts with utilities infrastructure in the West Bank for the 1st time since 2005, located nr. Ramallah and Qalqilya. (AFP, JP 10/31)

Occupied Palestine/Israel: In Jerusalem, thousands join in Peace Now demonstrations. Protest in Haifa draws close to 5,000 Israeli Arabs and Jews [WP 2/14]. Merchants strike throughout occupied territories [FJ 2/14]. Israel orders all government schools in E. Jerusalem closed [FJ 2/21].

Military Action: In Rome 50,000 marchers protest Israel's policy in the occupied territories [NYT 2/16]. 

Occupied Palestine/Israel: Curfews continue in Qalqiliyyah, 'Anabta, Bayt 'Ur alTahta, Bayt Ummar, as well as in Am'ari, Jalazun, Tulkarm, and Dayr al-Balah camps. Military lifts 9-day-old curfew in Tulkarm [FJ 2/21]. In Nablus area, Israeli troops use tear gas and rubber bullets in clash with demonstrators, wounding Balatah camp youth. Clashes are also reported in al-Birah, Ramallah, Abu Dis village, Jerusalem-area village of Jabal al-Mukabir, Shu'fat camp, and Gaza [FJ 2/21].

Occupied Palestine/Israel: Th deficit in the balance of goods and services between the occupied territories and Israel increased by 49% in 1985 to total $219 million; the West Bank's trade deficit declined to $425 million in 1985, compared to $428 million the previous year, while the West Bank's surplus in services fell to $206 million in 1985, compared to $281 million in 1984, due to the erosion of Israeli salaries and the cutback in construction work [JP 4/29]. Israeli police announce arrest of members of a "terrorist ring" suspected of 2 killings and 2 attempted killings in Jerusalem in last 6 weeks; Jerusalem court declares news blackout on the case [NYT, PI, MG 4/30]. Later reports indicate 20 Palestinians are arrested [JP 5/6]. Defense Minister Yitzhak Rabin has instructed the security authorities to bring to trial the West Bank settlers who blocked a road north of Halhul a fortnight ago to prevent people from reaching a Peace Now symposium in nearby Hebron [JP 4/29].

Arab World: The Jordanian minister for the occupied territories, Tahir Kan'an, was dismissed over the weekend [LT 4/29]. New departments are dedicated for hospital in S. Lebanese Christian town of Marja'uyun; SLA commander Gen. Antoine Lahd thanks Israel for its help in training workers and doctors for the hospital; some $2 million was donated for the hospital, coming from Israel, Middle East Television, and the SLA command [JP 4/29].

Arab World: Guerrillas clash on slopes of Mt. Hermon with Israeli army troops; 2 guerrillas are killed, 3 Israeli soldiers wounded [JP, JTA 5/2].

Occupied Palestine/Israel: Labor candidate Peres tells World Jewish Congress that Camp David not only basis for negotiations between Israel and Jordan. Peace Now members end conference with decision to follow Labor Party platform in July elections. Israel Discount Bank announces 1983 loss of $17.2 million.

Arab World: Lebanese cabinet holds inauguration mtg. in absence of National Salvation Front leaders Berri, Jumblatt and Abdullah Rassi.

Other Countries: Israel asks US help in securing return of 3 Israelis seized yesterday in Syrian-held territory in Lebanon; claims they are diplomats. Before US Senate Appropriations Com., US amb. to UN Kirkpatrick slams criticism of Israel in Security Council. Addressing B'nai B'rith Caribbean District convention in Panama City, Costa Rican Pres. Occupied Palestine/Israel: 2 IDF-trained Kiryat Arba settlers arrested in connection with 4/27/84 bombing plot confess to attack on Hebron Islamic College where 4 Arab students were killed and 33 wounded; 3rd man reportedly sought. Arab World: Syria reports 3 Israelis arrested (5/1/84) held in Syria. Israeli soldiers kill 1 and wound another suspected of planting roadside bomb south of Tyre.

Occupied Palestine/Israel: 40,000 join Peace Now demonstration in Tel Aviv against Israel's occupation of Lebanon.

Raphael Eitan and Chaim Herzog lead public castigation of 6 Israeli POWs returned by PLO in November prisoner exchange and 2 others still captive for cowardly surrender. Arab World: Arafat accepts outline of Saudi-organized ceasefire in Tripoli. After letter from Pres. Reagan reiterating US position, King Hussein says he is prepared to resume talks with Arafat on joint Palestinian-Jordanian approach to negotiations with Israel; in light of current struggle in Tripoli, Hussein promises to put "no conditions on him. " Rebel spokesman asserts Tripoli fighting results from Arafat's refusal to heed Coordination Committee proposals. Tyre municipality opens special employment office for men released from Ansar prison; appeals to UNRWA to provide jobs.

Arab World: Palestinian casualties in Lebanon mountain artillery exchanges: 2 PFLP fighters, 1from Struggle Front, 2 from Liberation Army and 1 from al-Saiqa killed; 2 from Struggle Front wounded. Israel-backed militia chief in S. Lebanon, Abu Saleh, quits to renew loyalty to Amal militia. 1983 to date, 71 Druze quit Israeli military for religious reasons (compares with 19 in 1982).

Military Action:

IDF chief Eitan and northern commander Drori meet with Phalange commanders in Beirut at 3:30 AM; IDF invades major parts of West Beirut in 6-pronged thrust starting at 5:30 AM, hours after Gemayel death officially announced; IDF request that Lebanese Army enter Palestinian refugee camps to "purge" them of PLO guerrillas refused twice as Lebanese Army deployments disintegrate; LNM militias knock out 2 IDF tanks; 14 Israeli gunboats take up positions and shell Ramlet el-Baida; by evening, IDF force of tanks, APCs and infantry has penetrated 2.5 miles into West Beirut, surrounded camps and set up control points; Phalange symbols found painted on signs and buildings near camps.

Casualties:

West Beirut residents panic amidst shellings; Phalange estimates 26 dead, 60 wounded in bomb blast that killed Gemayel; 2 IDF killed, 42 wounded by LNM attack in West Beirut.
