The documentary No Other Land by Palestinians Basel Adra and Hamdan Ballal and Israelis Yuval Abraham and Rachel Szor wins Best Documentary Film at the Berlin Film Festival. The movie focuses on the plight of Palestinians living in the Masafer Yatta area. During the acceptance speech, Basel Adra calls for a ceasefire and for Germany to stop sending arms to Israel while Yuval Abraham describes the Israeli system of apartheid. The German ministry of culture and media issues a statement saying that culture and media minister Claudia Roth only applauded “the Jewish-Israel journalist and filmmaker Yuval Abraham.” Berlin mayor Kai Wegner calls the speeches anti-Semitic. The body of 6-year-old Palestinian Hind Rajab is found dead in Gaza City after she is killed by Israeli forces along with several members of her family on 1/30. Rajab’s call for help was widely circulated on social media. 2 medics trying to rescue Rajab were also killed after Israeli forces blew up their ambulance. Israel’s military claims that Hamas had a tunnel network and a communications center underneath the UNRWA headquarters in Gaza City. UNRWA commissioner-general Philippe Lazzarini says UNRWA staff fled the headquarters on 10/12/2023 and have not been back since but says the agency conducted an inspection of the premises in September 2023 and did not find anything suspicious. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. Thousands of Jordanians protested in Amman against the Israeli attacks on Gaza, demanding the Israeli embassy be closed and that Jordan end its peace treaty with Israel. (REU 10/11)

PA president Mahmoud Abbas spoke with Norwegian prime minister Jonas Gahr Støre about the Israeli attack on Gaza. PA envoy to the UN Riyad Mansour wrote a letter to the UN Security Council calling Israeli actions, including intentional starvation of Gaza, “genocidal.” (REU, WAFA 10/10)

The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. national security advisor Jake Sullivan said the U.S. was in talks with Egypt and Israel to create a humanitarian corridor for residents of Gaza. (HA, REU 10/10)

U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. There are currently no direct flights from Israel to the U.S. Many other countries, including France, Germany, and Canada, said they are planning on offering their citizens flights out of Israel. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. Erdoğan also said he is having talks with regional leaders to negotiate a halt to the war. The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. A 97-page Israeli document called “Procedure for Entry and Residence for Foreigners in Judea and Samaria Area,” originally published in February, surfaced in the media. The document, which will replace a 4-page ordinance on entry to the West Bank on 5/22, further complicates travel to the West Bank, especially for Palestinians. Palestinians holding foreign citizenship must, according to the new ordinance, include names and ID numbers of all relatives and people they might stay with while traveling to the West Bank. Palestinians must also declare if they own property in the West Bank or stand to inherit. Foreigners visiting Palestinians in the West Bank must also be given prior permission while those visiting settlers do not have to. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Jewish Currents and the Guardian published a memo from top-level Anti-Defamation League (ADL) staff to the organization’s CEO Jonathan Greenblatt from June 2020, which recommended that the ADL ends its police exchange program between the U.S. and Israel. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli prime minister Naftali Bennett and foreign minister Yair Lapid both reiterated their opposition to the reopening of the U.S. consulate to Palestinians in Jerusalem during a joint press conference. Prime Minister Bennett said, “[there] is no place for an American consulate that serves the Palestinians in Jerusalem, Jerusalem is the capital of the State of Israel only.” Foreign Minister Lapid said, “if the Americans want to open a consulate in Ramallah, we have no problem with that . . . Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. Hamas and Fatah officials told Haaretz that the U.S. and Egypt are encouraging the 2 Palestinian parties to form a unity government. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. German chancellor Angela Merkel met with Israeli prime minister Naftali Bennett in Jerusalem. During a joint press conference, Prime Minister Bennett said that Israel was not ignoring its conflict with Palestinians but said that “we’ve learned from experience that a Palestinian state would highly likely mean a terror state a seven-minute [drive] from my own home, and from just about any place in Israel.” Chancellor Merkel told Bennett that she supports Israel despite the Israeli government’s opposition to a 2-state solution. The Israeli Jerusalem district court overturned a ruling by the Jerusalem magistrate’s court from 10/6, which had ruled to allow Jewish worshippers to pray in silence at the Haram al-Sharif compound. Israeli public security minister Omer Bar-Lev supported the district court’s decision, saying that a change to the status quo could ignite a new wave of confrontations. Human Rights Watch (HRW) called for an independent investigation into Facebook’s censorship of Palestinians and their supporters on its platforms, including Instagram. HRW said that Facebook’s acknowledgement of the censorship was insufficient, and that Facebook needs to be more transparent about its decisions to censor people and groups on its platforms. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. Hamas’s official in charge of prisoner affairs Zaher Jabarin said that Hamas had made a new proposal for a prisoner swap with Israel. According to the Lebanese newspaper Al Akhbar, 1 proposal included swapping 2 Israeli prisoners and the remains of 2 Israeli soldiers held by Hamas in exchange for the 6 Palestinians who escaped Gilboa prison on 9/6 and were later rearrested, along with all women and children held by Israel. A 2d proposal included providing information about the 2 Israelis held by Hamas in exchange for the release of women, children, and some of the Palestinians rearrested after a prisoner swap in 2011, followed by the release of thousands of Palestinians and the release of the Israelis held in Gaza. A new poll by the Palestinian Center for Policy and Survey Research found that 78% of the 1,270 Palestinians surveyed in the West Bank and Gaza wanted PA president Mahmoud Abbas to resign. The poll also found that 63% of the people polled believe that the PA or PA security leaders ordered the murder of Nizar Banat in order to silence his criticism of the PA. Progressive members of the Democratic Party in the house of representatives opposed adding $1 billion to funding of the Israeli Iron Dome to a stopgap government funding bill. Half the members of the progressive caucus said they would vote no on the bill if the Iron Dome funding was not removed, citing a need for transparency in military aid. The $1 billion, an addition to the $3.8 billion that Israel receives in military aid each year, will likely pass later either as a stand-alone bill or as an addition to the 2020 Defense Appropriations bill. House majority leader Steny Hoyer spoke to Israel’s foreign minister Yair Lapid, assuring him that Israel would receive the extra billion from the U.S, calling the issue a technicality. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression.
