In the West Bank, Israeli settlers vandalized several water tanks and a vehicle during a raid in Shaab al-Butum and Wadi Abu Jahish in the Masafer Yatta area. The Israeli raid in Jenin continued from 12/12, 3 Palestinian were killed, 2 in a drone strike including a child, raising the number of Palestinians killed during the raid to 9. Israeli forces also injured 3 others, destroyed 4 homes and a barber shop with anti-tank missiles, and arrested several, including the Jenin Freedom Theatre director Ahmed Tobasi during the raid. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Israeli forces also bombed 2 UNRWA shelters in Jabalia refugee camp and raided the Kamal Adwan Hospital for the second day in a row, arresting several people. Rockets fired from Gaza at Israel damaged a supermarket in Ashdod. In the Red Sea, 2 missiles were fired from Yemen at a commercial tanker, landing in the sea. More than 18,682 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 50,594 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 277 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 71 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 115 Israeli soldiers have been killed and 600 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. Heavy rain worsened the situation for displaced Palestinians as several parts of Gaza flooded. 152 trucks carrying aid entered Gaza via the Rafah crossing. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Footage from the building showed dead people lying on the floor of a classroom and hundreds of bullet casings. (AJ 12/13)

Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. Separately, Hamas political leader Ismail Haniyeh said in a speech that “[w]e are open to discuss any ideas or initiatives that could end the [Israeli] aggression and open the door for putting the Palestinian house in order in both the West Bank and the Gaza Strip,” calling any political arrangement in Gaza without the inclusion of Hamas a “delusion.” (ALM, HA 12/13; HA, HA 12/14)

CNN reported that a U.S. intelligence assessment said that about 40-45% of the 29,000 air-to-ground munitions Israel had used on Gaza have been unguided “dumb bombs.” (CNN 12/13)

A poll conducted by the Palestinian Center for Policy and Survey Research showed that 42% of Palestinians in Gaza and 44% of Palestinians in the West Bank said they support Hamas, up from 12% in September, while 88% said they wanted PA president Mahmoud Abbas to resign. U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Saudi Arabia, discussing the situation in Gaza and in the Red Sea. National Security Council spokesperson John Kirby said he believes that the U.S. still can foster a normalization deal between Saudi Arabia and Israel. State Department spokesperson Matthew Miller said ending Israel’s war on Gaza does not “serve the long-term security interest of everyone in the region.” President Joe Biden met with families of Americans held captive by Hamas, saying he will continue to do everything possible to secure their release. In the West Bank, Israeli forces violently dispersed a protest in al-Mughayyir, injuring 1 Palestinian with rubber-coated bullets and 1 Palestinian with tear gas canister shrapnel; others suffered tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian man using live ammunition at a checkpoint near Qusra. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Twana and Kafr Qaddum; 5 were injured by rubber-coated bullets in Kafr Qaddum and tear-gas related injuries were reported during both protests. Israeli forces also sealed off al-Twana. 2 Palestinians were arrested during late-night raids in Tulkarm. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. Elections for the PLO National Council are scheduled for 8/31. Hamas welcomed the presidential decree. An Israeli court froze the bidding process for an Israeli settlement in East Jerusalem after a petition by Palestinian residents and Ir Amim. The residents and human rights organization complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

IDF troops arrest 7 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, and Hebron. In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Issawiyya and another in Shu‘fat, and arrest 2 Palestinians during a late-night raid in Silwan. Along Gaza’s border, IDF troops open fire on and then arrest 2 Palestinians as they are attempting to cross into Israel near Bayt Lahiya (1 Palestinian is injured). The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

An Islamic Jihad fighter in Gaza succumbs to injuries sustained while fighting the IDF in 2006. Meanwhile, dozens of Gazans gather in front of UNRWA’s offices in Rafah to protest a perceived lack of support. In s. Israel, Israeli police raid a slaughterhouse in a village nr. Beersheba, arresting more than 100 Palestinians from the West Bank working without proper permits. In the West Bank, Israeli forces deliver a stop-work order to a workshop under construction nr. Hebron. IDF troops conduct late-night house searches and raids in and around Ramallah, Qalqilya, Hebron, Nablus, and Jenin, arresting 19 Palestinians and issuing arrest summons to 2; patrol nr. Israeli PM Netanyahu instructs Defense Minister (DM) Moshe Ya’alon to stop returning to the PA or their families bodies of Palestinians killed after committing serious crimes against Israelis. Sources in Netanyahu’s office refuse to comment on his motivation. (ALM, JP 3/28; HA, TOI 3/29)

A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). Other reports say that the talks produced only 1 agreement: to not discuss the talks with the media. (TOI 3/28; JP 3/29)

The Egyptian government announces that Fatah and Hamas have agreed to start implementing previous reconciliation agreements, following talks between PA pres. Abbas and Hamas leader Mishal in Cairo. Abbas spokesperson Nabil Abu Rudaineh says the 2 sides agreed on the formation of several joint committees, including ones dealing with presidential and parliamentary elections in the West Bank and Gaza Strip, the formation of a Palestinian unity government, and the reconstruction of the PLO. Gaza’s Minister of Public Works and Housing Yousef Subhi al-Ghariz says that the United Arab Emirates has donated $50 m. to build a housing project for Palestinians released from Israeli jails. (MNA 1/10)

In a meeting chaired by Pres. Abbas, the PLO Executive Comm. affirms the need for a UNSC resolution against Israeli settlement construction. The Israeli organization Ir Amin reports that in 2012, publication of tenders for settlement apartments in East Jerusalem showed a three-fold increase compared to 2011 (rising to 2,386 units), and units approved for future construction a four-fold increase (to 6,932 units). (HA 1/3)

Head of Operations, Logistics, and Property at Israel’s Defense Ministry, Bezalel Treiber, says that in light of the war in Syria, the government is looking to improve the border fence with Syria and may do the same with Jordan, funds permitting. (NYT, ToI 1/3)

Speaking at an annual conference for Israel’s ambassadors abroad, PM Netanyahu says that Iran has not yet crossed the ‘‘red line’’ set by Israel on its nuclear program. The same gathering receives a Foreign Ministry paper predicting that the Syrian civil war has weakened the ability of Asad and Hizballah to respond in the event of an Israeli attack on Iranian nuclear facilities. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements.
