The day before U.S. Pres. Obama arrives in Israel, the IDF and Israeli police raze 6 structures in 2 unauthorized Jewish settler outposts in the West Bank (Oz Zion and Ramat Migron). In retaliation, Jewish settlers vandalize 18 Palestinian cars and a bus in Nablus. In the West Bank, the IDF patrols in al-Fawar r.c. nr. Hebron in the afternoon, and conducts house searches and arrest raids in 1 village nr. Jenin at night. (MNA, YA 3/19; PCHR 3/21)

Palestinian PM Salam Fayyad and EU foreign policy chief Catherine Ashton sign a deal in Brussels for the EU to provide $9 million of new funding for Palestinian development, aimed at supporting the Palestinian presence in West Bank Area C (under full Israeli civilian and security control). Fayyad and his delegation then attend the annual meeting of the Ad Hoc Liaison Committee (AHLC)—the main donor body responsible for formulating broad policy for development assistance to the Palestinians. There he presents a paper on how the Israeli occupation affects the Palestinian economy. Donors are asked by the Palestinian delegation to protect projects in Area C and are told how irregularities in aid transfers to the PA and Israel’s withholding of tax revenue have worsened a financial crisis. After talks, Norwegian FM and AHLC head Epsen Barth Eide says that progress was made towards securing the $1.2 billion needed to fund the PA this year (see QU 168). (AFP, MNA 3/18; HA 3/19)

A World Bank report warns of the continued deterioration of the Palestinian economy, citing Israeli-imposed restrictions and the impact of closures (See Docs in JPS 168). The report also notes a drop in donor funding, and the PA’s large debts to banks and suppliers. Palestinian gross domestic product grew 6.1% in the first three quarters of 2012, down from an 11% average in 2010 and 2011. (HA 3/12)

In the West Bank, the IDF opens fire on Palestinians protesting the killing of a man in al-Fawar r.c. on 3/12, injuring 4 with rubber-coated steel bullets. The IDF conducts house searches and arrest raids in 1 village each nr. Bethlehem and nr. Ramallah at night. In the Gaza Strip, IDF forces conduct an incursion nr. Jerusalem’s municipal Planning and Building Committee removes from its agenda two construction plans for the expansion of Har Homa settlement and a waste infrastructure project for Ma’ale Adumim settlement. The decision comes a week before the arrival of U.S. Pres. Barack Obama and is understood to have been taken to avoid diplomatic friction. (JP 3/14)

The World Bank transfers $60.5 million to the PA from the Palestinian Reform and Development Plan MultiDonor Trust Fund (PRDP-MDTF), a budget support mechanism that, in this instance, is channelling money from the UK and Norway to support urgent PA budget needs. (WAFA 3/13)

Hamas authorities in the Gaza Strip launch an amnesty campaign for collaborators with Israel, saying that anyone who turns themselves in by 4/11 will not be interrogated or imprisoned. Meanwhile, Hamas also denies claims by Israeli security service Shin Bet that it is trying to set up cells in the West Bank. (Guardian, MNA 3/13)

The Arab League says it will support the 12/12 Palestinian decision to suspend direct and indirect negotiations with Israel until the U.S. offers a serious proposal to advance peace. (WP 12/16)

Norway upgrades the status of the PLO representation in Oslo from a “general delegation” to a “diplomatic mission.” The head of the office will have ambassador status but will go by the title “chief of mission” and will have no added diplomatic privileges. (YA 12/17)

IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. In the West Bank, the IDF conducts arrest raids, house searches in Dura nr. Hebron and in Tulkarm. The Jewish holy site of Joseph’s Tomb in Kifl Haris nr. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, and Dayr Nizam/al-Nabi Salih, as well as in Nuba village nr. Ramallah. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring at least 3 Palestinian protesters and 3 Palestinian and 1 Norwegian journalist, arresting 3 demonstrators (including at least 1 American). In the West Bank, the IDF begins work on a new electricity network on Palestinian land to supply Jewish settlements n. and s. of Hebron; enters Thinnaba and Izbat al-Jarad villages nr. Tulkarm in the evening, patrolling the streets and firing percussion grenades; conducts late-night arrest raids, house searches in and around Ramallah, in Nablus, nr. Jenin. The IDF issues a military order restricting Palestinians entering Israel to using 11 West Bank border crossings, citing the need for “increased security”; the order also bars Israelis fr. escorting Palestinians through other checkpoints into Israel. The IDF conducts arrest raids, house searches nr. Bethlehem (firing on residential areas) and in Nablus, Qabatya. Nr. Hebron, 2 armed Jewish settlers in a car intercept and board a Palestinian school bus, threaten the driver, beat several students, injuring 5; IDF soldiers fr. a post 100 m. away observe but only intervene after 40 mins. when the settlers call them to come arrest 1 Palestinian boy for throwing a stone at their car; the soldiers comply. In Gaza City, 20 Palestinian gunmen seal an EU office, demanding an apology for derogatory cartoons of the Prophet Muhammad run in the Danish press, then republished in Norwegian, French, and other European newspapers. Also in Gaza, the AMB releases a video statement warning that it plans to kidnap more foreigners in reaction to the cartoons, prompting European diplomats, aid workers to begin leaving the West Bank, Gaza. In Nablus, Palestinian gunmen kidnap a German teacher, thinking he is Danish or French; quickly turn him over to PA police once they realize their mistake. Israel allows Islamic Movement northern branch head Shaykh Ra’ed Salah, 1 of the 15 arrested on 5/13, out of custody for several hrs. to attend the funeral of his father in Umm al-Fahm, which turns into a massive Israeli Arab rally against Israeli government discrimination. (HA 5/15)

Presidential elections are held in the U.S., but the race btwn. VP Al Gore (D) and Texas Gov. George W. Bush (R) is too close to call. The election rests on some 1,500 votes in Florida, where ballot errors could swing results. At the least, Florida absentee ballots must be tabulated and regular votes recounted, meaning it could be weeks before the new president is declared. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead, 150 injured. A 2d Palestinian dies of wounds received earlier. Jewish settlers block roads, attack Palestinians, damage property in Hebron and nr. Nablus, Rafah, Tulkarm. Off Gaza, a fishing boat laden with explosives detonates nr. an Israeli patrol ship, killing the suicide bomber. The IDF shells areas of Bayt Jala in response to Palestinian sniping at Gilo settlement. IDF chief of staff Mofaz says the IDF is preparing contingencies for the evacuation of all 7,000 Jewish settlers in Gaza. Barak allows the Gaza airport, closed since 10/22, to reopen. Israeli-Palestinian clashes continue for the 13th straight day, leaving 3 Palestinians dead, 185 injured. The most severe exchanges are outside Nablus, where a mosque is torched, allegedly by Jewish settlers, and Palestinians throw stones a funeral procession for a Jewish settler. IDF troops and helicopters escorting the funeral procession respond with gunfire, call in extra attack helicopters, tanks. The riot degenerates into a gunfight btwn. the PA police and IDF and armed Jewish settlers. The IDF also deploys attack helicopters against Palestinian gunmen nr. Bethlehem. In Hebron, 1 IDF soldier is shot, seriously wounded. Israeli border police prevent an ambulance fr. taking 4 seriously wounded Palestinians into Jordan for treatment. This morning, the IDF begins pulling back reinforcements fr. the West Bank, Gaza after reaching a new agmt. with the PA. Initially, clashes abate, but fighting continues at old hot spots (e.g., Hebron, Nablus, Netzarim Junction, Ramallah, Tulkarm). Within hrs., the IDF sends reinforcements back in, firing antitank missiles and deploying helicopter gunships, tanks against Palestinians, killing 3, injuring 40. In Nablus, 27 Palestinians are injured when and IDF helicopter fires rockets at an apartment building. 1 Palestinian injured last wk. dies. Inside Israel, massive demonstrations continue across the Galilee following 2 funerals for Israeli Arabs killed by the Israeli police earlier in the wk. Barak meets with Israeli Arab leaders to "ease concerns about the neglect of their community," agrees to set up a special cabinet comm. to address Arab concerns. Under pressure fr. Israeli Arab MKs, he bans police fr. using live ammunition against Israeli protesters unless there is "clear and immediate danger to life." In Beirut, 20,000 Palestinians, Lebanese march to UN House to protest Israeli actions. Some 10,000 Palestinian refugees demonstrate in camps in Rashidiyya, Sidon, and Tyre. In Amman, Jordanians observe a strike in solidarity with the Palestinians, and Jordanian riot police wield clubs against 100s of stone-throwing demonstrators marching on the Israeli emb.
