Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

After a 2d day of P5+1 talks with Iran, EU foreign policy chief Ashton announces that ‘‘significant differences’’ remain, but enough ‘‘common ground’’ existed to schedule a 3d round of meetings in Moscow on 6/18–19. (NYT, WP, WT 5/25)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. At least 25 Senate Democrats (of 53 total) meet with reps. of 17 American Jewish groups in Washington for talks on Iran and other domestic issues. The senators challenge the Jewish leaders’ portrayal of Obama as weak on Iran, stating that more time is needed for strong sanctions to have deep impact. The off-the-record function is organized by the Democratic Steering and Outreach Comm. roughly every yr. to 18 mos. Sen. The White House convenes a meeting with American Jewish leaders to reassure them that the Obama admin. is committed to keeping Iran free of nuclear weapons. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Nr. al-Maghazi r.c., 2 Palestinians are injured when they accidentally trigger unexploded IDF ordnance while scavenging for scrap metal. In the West Bank, the IDF patrols in 4 villages nr. Tulkarm (2 simultaneously) and 2 in Ramallah in the morning; conducts late-night arrest raids, house searches in Nabi Salih and nr. Jenin. Hunger-striking administrative detainee Hana Shalabi is “in grave danger of dying” according to Physicians for Human Rights–Israel, which provides her with a doctor. JSC head Gen. Dempsey receives IDF chief of staff Lt.-Gen. Benny Gantz in Washington for talks on Iran and Syria as part of the regular U.S.-Israel strategic dialogue. Gantz also meets with White House and Defense Dept. officials, but no details are released. (JPI 3/30)

Speaking at a conference on Palestinian refugees in Brussels, EU foreign policy adviser Catherine Ashton expresses condolences for the 3/19/12 Jewish deaths in Toulouse and regrets over recent tragedies worldwide that have resulted in child casualties, citing among them Israel’s recent air strikes on Gaza (3/9–12) that injured 14 Palestinian children. Israeli PM Netanyahu denounces her for making “the comparison between a deliberate massacre of children and defensive, surgical actions.” Ashton’s spokesman issues a statement saying that her words were “grossly distorted.” (NYT 3/21)

In Toulouse, France, a gunman on a motor scooter opens fire on a Jewish school, killing a rabbi and 4 students (all dual French-Israeli citizens), wounding another 6 students (1 seriously). Authorities say the shooting appears linked to 2 recent shootings of 3 French soldiers in and nr. Toulouse. In those attacks, an assailant believed to be targeting French soldiers of Arab extraction to punish them as traitors for participating in the French military given its involvement in Afghanistan allegedly lured and shot 3 soldiers; 2 of North African origin were killed, whereas a black soldier was wounded. In East Jerusalem, the IDF demolishes a Palestinian home in Bayt Hanina and an addition to a Palestinian home in Shu’fat. In the West Bank, the IDF rearrests Hamas mbr. Ayman Salama, 1 of the Palestinians released in the 1st stage of 10/2011 prisoner swap that freed IDF Cpl. Gilad Shalit; patrols in Qalqilya (briefly detaining a 13-yr.- old Palestinian who allegedly had a knife; Palestinian officials at the District Liaison Office intervene, securing his release), 1 nearby village, and 3 villages nr. A day before Likud party primaries, Israeli PM Netanyahu approves new financial incentives for Jews to move to 70 West Bank settlements deemed “national priority areas” and appoints a committee to “study the status” of unauthorized settlement outposts, which some see as a move to legalize those (the vast majority) that are not built on private Palestinian land. Hamas’s Haniyeh begins a 2d regional tour that will include Qatar, Bahrain, Kuwait, and Iran. The trip is aimed primarily at raising funds to rebuild Gaza. (MNR 1/30; DS 1/31)

An Israeli drone crashes during a test flight. Some suspect that the modified long-range Heron TP (Eitan) was being refitted for a possible military strike on Iran. The Heron TP is typically fitted with jamming and intelligence equipment; has a 1-ton payload capacity (enough to carry a bunker busting bomb); and can stay aloft for 40 hrs., travel 4,600 mi., and perform in-flight refueling missions. In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

A Lebanese court sentences fmr. brig. gen. Fayiz Karam to 2 yrs. in jail (including time served) for giving classified information to Israel. Karam, jailed in mid-2009, will be released in 6 mos. (NYT 1/25)

Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

The IDF conducts morning patrols in Qalqilya, 2 villages nr. Jenin, and 1 nr. Tulkarm; afternoon patrols in 2 villages nr Jenin (firing tear gas at stonethrowing youths in 1 incident), and 1 nr. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. Obama Middle East adviser Ross announces at a lunch with Jewish leaders that he will resign effective 12/2011 to return to work at the pro-Israel Washington Institute for Near East Policy. Sources say his decision reflects “the diminishing chances for a breakthrough in either Iran or the Arab-Israeli peace process” before the 2012 presidential elections. (NYT, WP 11/10)

In retaliation for Israeli air strikes on 11/8, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels detain a Palestinian fishing boat off the c. Gaza coast, confiscating the boat, detaining 1 man who is a mbr. of the Palestinian naval police, questioning and releasing 2 others. In the West Bank, the IDF conducts afternoon patrols in 1 village nr. Jericho and 2 nr. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers evicted fr. Inbalim on 7/27 set up 3 new mobile homes in Givat Egoz outpost nr. Talmon settlement, also nr. Ramallah. An Israeli court reverses its 7/27 temporary injunction on construction at the Farhan-Hijazi properties in Shaykh Jarrah, ruling that Jewish settlers may keep building and living on the site until the next court session to discuss the case on 9/23/09. Meanwhile, Israeli police raid 2 other Palestinian homes in Shaykh Jarrah (the Ghawi and Hanun properties) where ownership is contested by Jewish groups, ordering residents to vacate the homes by 8/10/09 or face expulsion; settlers attempt to occupy the Hanun home but are fended off by the family; both families immediately file an appeal to the Israeli High Court. Timed with Mitchell’s visit (see 7/26), Jewish settlers, as a protest message to Obama, set up 11 new unauthorized settlement outposts, symbolizing the 11 settlements established by Zionists in the Negev in 1946 in defiance of British prohibition. The settlers hold a press conference inaugurating the new outposts in Neria settlement, established in 1991 to protest a visit by Secy. of State James Baker who was then pressuring Israel to halt settlement construction. PM Barak's 1st domestic initiative, a bill to increase the number of cabinet ministers fr. 18 to 24, meets strong opposition fr. his own One Israel party (including new Knesset speaker Avraham Burg), the Likud party, and his newly appointed ministers Beilin and Peres. Barak claims that because his coalition includes 7 parties he needs the extra seats in the cabinet, while his opponents say the increase would bloat the government, only serve as a political pay-off to coalition mbrs. Under pressure fr. Jewish groups, Rep. Dick Gephardt (D-MO) withdraws his nomination of an Arab American Muslim, Salam al-Marayati, for a position on the National Commission on Terrorism, a congressional advisory body. Iran's parliament passes stronger curbs on press freedoms, immediately closes leading reformist newspaper, Salam. U.S. intelligence officials say that in 2/99, when the U.S. 1st threatened airstrikes against Serbian forces, a Yugoslavian military delegation went to Iraq to discuss sharing information, equipment to target U.S. warplanes. Currently, NATO attacks on Milosevic's forces continue as 10,000s of Kosovar ethnic Albanians flee to Albania, Macedonia, Montenegro to escape Serbian attacks, which have intensified since strikes began 3/24. NATO has moved into the 2d stage of its attack, targeting Serb troops in Kosovo, but member states are debating whether ground troops will be needed to control the situation. To date, Middle Eastern states are divided on whether or not to support NATO actions in Yugoslavia. Some, like Jordan and Saudi Arabia, support the NATO intervention as an effort to protect Kosovo's Muslims. Others, like Iran and Iraq, denounce it as a dangerous exercise in Western hegemony. Egypt, UAE are providing aid refugees but saying little. Jordan has recalled its amb. to Belgrade. (WP 4/2)

Criticized for his government's muted response to the expulsion and killings of ethnic Albanians in Kosovo, PM Netanyahu condemns mass murder by anyone in the Yugoslavian conflict; says Israel will send $100,000 worth of tents, medicine, clothing to the refugees, but rejects any comparison btwn. Kosovo, Israel. Netanyahu aides say that Israel--motivated by a historic debt to Yugoslavia, whose partisans helped Jews escape the Nazis during World War II, and by an interest in smoothing relations with Russia--does not want to take sides in the conflict.
