In the West Bank, Israeli settlers set up a caravan in Masafer Yatta and erected a wooden structure resembling the Star of David near al-Twana. Israeli settlers accompanied by Israeli forces also raised the Israeli flag above al-Ibrahimi Mosque in Hebron. Elsewhere, Israeli settlers razed a tract of Palestinian-owned land near Khirbet al-Farisiyya. Israeli forces seized farm equipment in al-Juwaya. Israel closed all crossings between Gaza, the West Bank, and Israel for the Israeli celebrations of Memorial Day and Independence Day. The crossings are scheduled to reopen at midnight on 5/5. (HA 5/1)

The Israeli high court of justice approved the eviction of more than 1,000 Palestinians living in 8 villages in the Masafer Yatta area. The court held that the Palestinians living there had moved to the area after 1981, when Israel declared the area a firing zone. The Palestinian petitioners said that they have been living in the area since before the establishment of Israel in homes built in natural caves, and argued that the expansion of their residential area was a result of a natural increase in population size. In a 2000 court ruling, the residents at the firing zone were granted permission to stay temporarily, but were prohibited from building on the land. The petitioners were ordered to pay $5,900 each in court fees. The U.S. Senate passed a non-binding resolution 62-33, prohibiting the Biden administration from removing the Iranian Revolutionary Guard Corp from the list of foreign terrorist organizations. (HA, MEE, POL, TOI 5/5)

In the West Bank, 9 Palestinians were arrested during late-night raids in Bayt Awa, Beit Umar, al-Twana, Nablus, and Birin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, detaining and assaulting 2 and arresting 3 others. An Israeli court ordered a punitive demolition against the family home of 1 Palestinian in Silat ad-Dhahr accused of killing 1 Israeli settler on 20 December 2021. (WAFA 4/7)

3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. In the West Bank, Israeli settlers set up caravans near Qusra. Israeli settlers also threw stones at commercial structures and vehicles in Burqa, causing damage. Israeli forces delivered stop-work orders for 1 house and electricity cables in al-Twana. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. In Israel, 2 Palestinian citizens of Israel opened fire on Israelis in Hadera, killing 2 Israeli soldiers and wounding 5 others, including 1 soldier, before being shot and killed by Israeli undercover police. Israel said that the 2 attackers were affiliated of ISIS. 5 Palestinian citizens of Israel were arrested during subsequent raids in Umm al-Fahm under suspicion of having prior knowledge of the attack. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. The Israeli Coordinator of Government Activities in the Territories announced that Israel will approve up to 20,000 work permits for Palestinians in Gaza for workers in construction and agriculture. The International Committee of the Red Cross in Israel also announced that Israel will allow family visits by Palestinians in Gaza to Palestinian prisoners in Israeli prisoners, for the 1st time since March 2020. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Abbas warned Blinken that the PA may rescind its recognition of Israel and end security cooperation if Israeli unilateral actions are not curbed. Abbas also criticized the U.S. and its allies for its double standards in not applying sanctions against Israel for its violations of international law as they have done against Russia. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 1st day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. Among the subjects discussed at the summit were the perceived threat from Iran and the U.S.’s efforts to reenter the Iran Nuclear deal. The 1st day of the summit coincided with the 20th anniversary of the Arab Peace Initiative. Secretary Blinken also met with Israel’s prime minister Naftali Bennett, who shortly after, tested positive for the COVID-19 virus. In the West Bank, Israeli settlers uprooted 50 olive trees in Kafr ad-Dik. Israeli settlers also attacked Palestinian herders in Kisan and let their dogs attack Palestinian-owned sheep. Israeli forces delivered a demolition order against 1 EU-funded school in Ras al-Tin, affecting some 50 students from 1st to 6th grade, 2 water tanks, an agricultural structure, and a residential caravan in Atuf, and a stop-work order for a cemetery in Idhna. 15 Palestinians were arrested during late-night raids in al-Twana, Beit Umar, Bethlehem, Beit Fajjar, al-Lubban al-Sharqiya, Beita, Jaba‘, and Qabatiya. In East Jerusalem, Israeli forces violently removed a local activist in Sheikh Jarrah who had set up an outdoor “office” in protest over MK Itamar Ben-Gvir’s provocative field office in the neighborhood. 1 Palestinian family received a notice to demolish their own home in Jabel Mukaber. 1 Palestinian was arrested during a raid in Isawiya. 17 Israeli settlers were arrested for suspicion of assault and racially motivated vandalism for a raid against Palestinians and property in Huwwara on 1/24. 3 Palestinians were injured and several shops were damaged. (HA 2/16)

PA president Mahmoud Abbas met with İbrahim Kalın, senior advisor to Turkish president Recep Tayyip Erdoğan, and Turkish deputy foreign minister Sedat Önal in Ramallah before the 2 Turkish representatives were scheduled to meet Israeli president Isaac Herzog. (ALM, HA 2/17)

Axios reported that the U.S. Biden administration, through ambassador Tom Nides, has urged Israel to deescalate the situation in Sheikh Jarrah to avoid a larger scale conflict. (AX 2/16)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-CA) spoke at the Knesset, calling the establishment of Israel “the greatest political achievement of the 20th century.” Accompanying Speaker Pelosi to Israel were house representatives Adam Schiff (D-CA), Ted Deutch (D-FL), Barbara Lee (D-CA), Bill Keating (D-MA), Eric Swalwell (D-CA), Ro Khanna (D-CA), and Andy Kim (D-NJ). Pelosi also met with President Herzog, addressing the Iran Nuclear Deal. The American representatives also met with members of Palestinian civil society and were given a tour of East Jerusalem by settlement expert Daniel Seidemann. In the West Bank, Israeli settlers vandalized some 100 olive trees east of Bethlehem. Israeli forces delivered demolition orders against 2 Palestinian-owned homes in al-Twana. 26 Palestinians were arrested during late-night raids in Jericho, Aqabat Jaber refugee camp, Ein as-Sultan, Jiftlik, Jalazun refugee camp, Qatanna, Beit ‘Anan, Deir Sammit, Qarawat Bani Hassan, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. An Israeli court ordered the Salem family in Sheikh Jarrah to leave their home between 1 March and 1 April. The eviction will displace 10 Palestinians, including 4 children. (WAFA 1/31; MEMO 2/1)

The Israeli military said it had sent its findings relating to the death of an 80-year-old Palestinian American man who died while being detained by Israeli forces on 1/12 to the U.S. A statement said that the military’s investigation had found wrongdoing, moral failure, and failure of judgement in relation to the death. The commander of the Netzeh Israel unit was rebuked, and 2 company and platoon commanders were dismissed, but no one was held directly responsible for the killing of the Palestinian man. U.S. state department spokesperson Ned Price said on 2/1 that the U.S. “expects a thorough criminal investigation and full accountability in this case.” PA prime minister Mohammed Shtayyeh called the military investigation a “sham” and pointed out that Israel only conducted the investigation due to the man’s American citizenship. An Israeli military court convicted 1 member of Hamas for attempted manslaughter in relation to the killing of 1 Israeli soldier in on 8/7/2019. The Palestinian man was not at the scene of the murder. (HA 2/1)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to a state department readout of the conversation, the 2 spoke about “the importance of strengthening the U.S. relationship with the Palestinian Authority and the Palestinian people, as well as the need to improve quality of life for Palestinians in tangible ways . . . [and] challenges facing the Palestinian Authority and the need for reform.” Secretary Blinken also spoke with Israeli foreign minister Yair Lapid. (REU, WAFA 1/31; HA, JP, MEMO, WAFA 2/1)

Israel’s defense minister Benny Gantz defended his meeting with PA president Mahmoud Abbas during a session at the Knesset, saying that it is in Israel’s interest to strengthen the PA. Gantz further stated, “[w]hether we like it or not, the Palestinian Authority is the legitimate and recognized leadership of our neighbors and has been for years.” (HA 1/31; MEMO 2/1)

Lebanon said it had arrested 35 people claiming to be Israeli spies working to infiltrate Palestinian organizations in Lebanon, Hezbollah, and the Lebanese intelligence agency. 15 had since been released, as Lebanon found that they were not spies working for Israel, and Lebanese intelligence confirmed that at least 12 were connected to Israel. Israeli forces fired several missiles at Damascus. Syrian air defense intercepted the missiles; however, material damage occurred during the interceptions. (AJ, AP, HA, JP, MEMO, TOI 1/31)

In the West Bank, 2 Israeli settlers were escorted out of central Ramallah by Palestinian security forces after Palestinians attacked their car and subsequently set it on fire. Israeli officials claimed the 2 had entered central Ramallah by mistake, while others reported that the 2 were playing loud religious music to try to provoke a reaction from Ramallah residents. The 2 settlers were unharmed. Israeli forces demolished 2 agricultural structures in Nahalin. Israeli forces also raided the home of 1 Palestinian journalist coving the displacement of Palestinians in al-Twana in the Masafer Yatta area, seizing his cameras. Elsewhere, Israeli forces seized 6 tractors, 5 cars, 4 water tanks, and 3 trucks in Khirbet ar-Ras al-Ahmar. 4 Palestinians were arrested during house raids in Yatta, Idhna, Rafat, and Beit Sira. In East Jerusalem, around 150 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested during raids in Isawiya and Silwan. 1 Israeli settler was sentenced to 20 months in prison for throwing stun grenades at Palestinian homes in Sarta in January, injuring 1. The settler was part of a group of several settlers who also threw rocks and vandalized 4 homes and 2 cars. (HA 12/1; MEMO 12/2)

The company Meta Inc., formerly known as Facebook, said it had removed 150 accounts, 79 pages, and 13 groups from Facebook and Instagram that it says are linked to Hamas. (HA 12/2)

At the UNGA, 3 resolutions pertaining to Palestine and Israel passed. 1 resolution condemning Israel’s annexation of the Syrian Golan Heights passed 94-8-69. 1 resolution calling for intensified efforts to end the Palestinian-Israeli conflict with a 2-state solution passed 148-9-14. The countries that vote against were Australia, Canada, Hungary, Israel, Marshall Islands, Micronesia, Nauru, Palau, and the U.S. A final resolution calling for preserving the Status Quo at the Holy sites in Jerusalem, usually passing with a higher margin, passed 129-11-31. Several countries, including the UK, explained their opposition to the resolution, saying that it usually refers to the Haram al-Sharif compound by also including the Jewish terminology the “Temple Mount.” The UK clarified that its vote does not signify a policy change, only an objection to the change in language. In the West Bank, Israeli settlers tried to steal sheep in Qarawat Bani Hassan before being chased away by Palestinians. Israeli forces delivered stop-work notices for 1 house, 1 water well, and 1 outhouse in al-Twana. 6 Palestinians, including 2 11-year-old boys, were arrested during late-night raids in Hebron, Husan, and al-Zawiya. In East Jerusalem, 1 Palestinian minor was arrested during a late-night raid in Silwan. Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. The UN envoy to the Middle East Tor Wennesland said that the UN is “deeply concerned” about the settlement expansion. The U.S. state department spokesperson Ned Price said, after being asked, that the U.S. is “concerned” and asked both Israel and the PA not to take steps to undermine a 2-state solution. Israel’s Knesset passed a bill to connect homes built without a permit before 2018 to the electricity grid inside of Israel. The bill, pushed by the United Arab List, will provide electricity to many Palestinian Israelis living in the Negev desert. (HA 10/24)

Israeli Labor leader Merav Michaeli and Meretz leader Nitzan Horowitz, both part of the Israeli government coalition, demanded in a cabinet meeting that prime minister Naftali Bennett put a hold on the 10/22 labeling of 6 Palestinian rights organizations as terrorist organizations and further settlement expansion. The leaders of all government coalition parties are scheduled to meet on 10/29 to discuss their disagreements on several issues. (TOI 10/24; HA 10/25; ALM 10/26)

In the West Bank, some 40 Israeli settlers attacked Palestinians harvesting olives near Yasuf with stones and pepper spray, causing injuries to 4; the settlers also vandalized vehicles and stole olives and other property. Israeli authorities later said it had arrested 4 settlers near the Rachelim settlement. 1 Israeli settler herding sheep was attacked by 8 Palestinians near al-Twana before being taken to a hospital. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition. 1 was arrested during a late-night raid in al-Twana. In East Jerusalem, 4 Palestinians were arrested after leaving the Haram al-Sharif compound. In Gaza, 2 Palestinians were arrested while trying to enter Israel through the Gaza fence. Senior member of Hamas’s political bureau Khalil al-Hayya presented a vision for national unity in which the PLO would be reformed as a representative of the Palestinian people through elections in the 1st stage. The 2d stage would formulate a national strategy to resist the Israeli occupation, and last, a 3d stage would implement the strategy on the ground. The vision was presented after meetings between Egyptian mediators working on Palestinian reconciliation and Hamas leaders. (MEMO 10/16)

The chief executive of the German media company Axel Springer, which recently acquired the U.S. media outlet Politico, told the Wall Street Journal that he will enforce the company’s pro-Israel stance in its new acquisition. (HA 10/17)

Facebook announced that it would have a non-profit organization conduct an independent investigation of Facebook censorship of Palestinian content on its platforms, after pressure from the Human Rights Watch and Palestinian rights groups. (MEE, WAFA 10/15; AA, WAFA 10/16)

In the West Bank, Israeli settlers assaulted Palestinians outside of al-Ibrahimi Mosque. Israeli forces violently dispersed Palestinians protesting the closure of the eastern entrance to al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. In West Jerusalem, 1 Palestinian bus driver was stabbed and injured by 3 Jewish Israelis in the Givat Shaul neighborhood. It was reported that the Israeli prison service had agreed to move all Islamic Jihad prisoners back to their original cells after dispersing them to various prisons in the immediate aftermath of the Gilboa prison break on 9/6. (HA 9/17)

The U.S. marked the 1-year anniversary of the normalization deals between Israel and the UAE, Bahrain, and Morocco in a video event. U.S. secretary of state Antony Blinken said that the Biden administration will continue to build on the normalization deals. Israel’s foreign minister Yair Lapid called on the Arab countries to help promote his plan for stabilizing Gaza through investment, while Israel continues its blockade of Gaza. In the West Bank, Israeli forces violently dispersed Palestinian protesters in al-Twana, leading to tear-gas related injuries. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; 1 Palestinian citizen of Israel was arrested after he yelled “God Is Great” at the settlers. 1 Palestinian family demolished their own home in Silwan, displacing 9. In Gaza, Israeli forces conducted air strikes in Khan Yunis, causing damage. Israel said the air strikes were a response to incendiary balloons sent from Gaza to Israel. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. Arizona said it had completely divested from the parent company of Ben & Jerry’s, Unilever. Arizona treasurer Kimberly Yee said that Ben & Jerry’s decision to stop selling ice cream in West Bank settlements and moving its franchise regional office from Israel violated Arizona anti-BDS legislation. In the West Bank, Israeli settlers with military escort obstructed a Palestinian protest march near Tubas against the establishment of a settlement outpost; no injuries were reported. Israeli settlers with military escort also threw stones at Palestinian houses in al-Twana. Elsewhere, Israeli settlers attacked journalists in the Tel Rumeida neighborhood of Hebron. Israeli settlers also attacked employees of the Palestinian Land Settlement Authority in Umm al-Shaqhan and stole 1 GPS device. Meanwhile, Israeli settlers attacked 1 Palestinian man working on his house near Qaryut. In East Jerusalem, 1 Palestinian demolished a structure added to his house in 2011 in Beit Safafa. 2 Palestinians were arrested in the Old City. In the West Bank, Israeli settlers stormed Halhul, leading to a confrontation with Palestinians; 6 Palestinians were shot and injured by Israeli forces using rubber-coated bullets as they were violently dispersing the crowd; others suffered tear-gas related injuries. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem. In the West Bank, Israeli forces handed a demolition order for a Palestinian-owned house in al-Twana sheltering 10 people; 1 other resident in al-Twana received a stop-work order. In East Jerusalem, the Israeli supreme court ruled that 1 78-year-old man in Silwan could be evicted from his home after his landlord sold the house he was living in to the settler organization Elad. Israeli forces also delivered demolition notices for 1 mosque and the house of a Fatah official in Silwan. 2 Palestinian families started demolishing their own homes in Jabal Mukabir.
