The IDF sends tanks, troops back into n. Gaza before dawn, firing missiles at and exchanging gunfire with Palestinian militants, killing at least 3 Hamas mbrs., 2 PRC mbrs., wounding at least 30 persons (including 1 Japanese and 1 Palestinian journalist, 2 paramedics) nr. Bayt Hanun and conducting arrest raids, house searches in Bayt Hanun; continues to shell n. Gaza, areas nr. Rafah (killing a 59-yr.-old Palestinian woman); makes a predawn air strike on PA FMin. offices in Gaza City, wounding 3 Palestinians; makes a 2d air strike on the FMin. complex late in the evening, destroying it, wounding 12 bystanders, damaging several nearby homes; fires missiles fr. helicopters at the ESF compound in Jabaliya, damaging it. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bethlehem and in and around Hebron (also searching and confiscating documents fr. the Islamic Society for Orphans), Nablus; begins work on a new segment of the separation wall southwest of Hebron. The IDF also detains for several hrs. al-Jazeera satellite TV’s Jerusalem bureau chief for questioning regarding violating Israeli military censorship rules. Jewish settlers fr. Tal Rumayda attack Palestinians, international peace activists in Hebron. Unidentified gunmen fatally shoot a PA security officer in Gaza. Overnight, the IDF launches heavy missile barrages and air strikes on s. Beirut suburbs (leveling wide swaths around the Hizballah headquarters) and s. Lebanon, hitting a major power station. In response, Hizballah fires some 20 rockets on Haifa, killing 8 Israelis and wounding 7 at a rail yard, hitting the city’s main oil refinery and gas depot, and a busy downtown street at rush hour; the IDF says that 4 of the rockets fired were Iranian made Fajr missiles (which, if confirmed, would mark Hizballah’s 1st use of the weapons), but Hizballah says it fired only Raad-2 and Raad-3 missiles. The IDF strikes back during the day, ordering Lebanese to evacuate 7 villages in s. Lebanon; hitting at least 80 targets across Lebanon, killing at least 45 Lebanese and wounding more than 100, including killing 20 in an air strike on a government civil defense building in Tyre (also wounding 50) and 8 dual Canadian citizens in a strike on a minibus in s. Lebanon; also killing a Ghanaian UNIFIL soldier and his family in an air strike on his house; leveling an apartment building in s. Beirut, knocking out electricity in many areas of the capital. In Damascus, an Iraqi trade delegation holds series of mtgs. with Syrian Ms of economy, health, transportation to discuss export of Syrian medicines to Iraq under the UN oil-for-food deal. Head of Syria's chamber of commerce says that work is underway to repair the telephone network btwn. the 2 countries, which has been unused for 17 yrs. Turkey acknowledges that it has begun withdrawing troops fr. n. Iraq but denies that a total pullout is underway. (NYT 6/15) (see 6/10)

Hizballah releases 3 UNIFIL soldiers it detained 6/13 for filming nr. the homes of several Hizballah cmdrs. in the Burj al-Barahna district of Beirut. (RL 6/14 in WNC 6/17; WT 6/16) (see 5/30)

Military Action:

Italian MNF attacked 4 times in Beirut, returns fire; IDF completes massive military exercise in South Lebanon and Golan Heights, Arens tells IDF in eastern Lebanon to be patient; 500 Iranian Revolutionary Guards reportedly arrive in Baalbeck.

Casualties:

1 Italian soldier wounded in Beirut; in South Lebanon, Dutch UNIFIL soldier stabbed.

Israel/ Occupied Territories: After talks in Cairo, Trade Ministry Director General says Egyptians promised to resume issuing licenses for import of Israeli goods; indictments for conspiring to incite hostility between Muslims and Jews, other acts, filed against 29 Jews in connection with Temple Mount incident; head of Islamic Committee in Jerusalem asks UN Secretary General to protect al-Aqsa from further attacks; fourth school in 10 days closed in Beit Sahour after students demonstrate, raise Palestinian flag.

Military Action:

US Marine captain with loaded pistol orders IDF tanks away from checkpoint in Beirut, the sixth incident between the two forces in past month; mortar explodes near US Marine position at airport; UNIFIL headquarters complains of IDF restrictions on their movements south of Beirut.

Casualties:

2 French soldiers wounded by gunfire from passing car; official IDF casualty figures to date for Lebanon war are 466 killed, 2567 wounded, from all causes; report on Ansar detention camp shows it has received 9200 detainees since out-break of war, with 5412 Palestinians and Lebanese still held, at a cost of IS lm. a day; 293 Syrian prisoners of war, of whom 24 are officers, also held at Ansar.

Israel/ Occupied Territories: Socialist International mission meets Begin and Shamir and visits West Bank; Israel's foreign debt totals $20.1 billion, an increase of $2.2 billion in last year, while interest payments are expected to total $5.3 billion in the 1982-83 period; delegation of Lebanese Christian officials meets Sharon and other Israeli ministers in Tel Aviv; Village League head Mustafa Dudeen announces that the Palestinian Democratic Peace Movement will be formed at Hebron convention on February 12.

Four killed, 39 injured by car bomb blast which destroys nearby cars, scattering glass and steel shards; Lebanese police report 1,200 bodies found since early September, some in mass graves, raising Beirut death toll during Israeli siege to 6,775 (toll does not include September massacre, estimate 84 percent of Beirut casualties were civilian, one-third under 15 years old and one-fourth over 50, 46 percent Palestinian, 37 percent Lebanese, 10 percent Syrian, 19,085 died, 30,302 wounded in Lebanon from June 4 to PLO evacuation); Tel Aviv newspaper quotes Lebanese prosecutor Germanos' report that 470 people killed in massacre but "it was not a massacre, by Lebanese standards."

US and Other Countries: Deputy Secretary of State Kenneth Dam says US will only meet Lebanese request to double troops if there is movement toward withdrawal of foreign forces from Lebanon, says Administration considering asking for more reconstruction aid for Lebanon, urges Israel to drop demand for Jerusalem venue for peace talks; State Department sharply criticizes Senate committee for allocating more money than Administration sought for Israel.

Military Action:

IDF starts destroying PLO tunnels used to cache arms in South Lebanon; 3 Irish UNIFIL soldiers killed in South Lebanon.

Casualties:

UNRWA again fails to erect tents at Ain el-Hilweh as refugees resist; UNRWA asks IDF to protect its staff; Lebanese Ministry of Education again postpones opening of schools as many Palestinian and Lebanese refugees still housed in school buildings with nowhere else to go; Israeli officials say Palestinians in South Lebanon can be treated in Israel, but Lebanese will have to go to Beirut except for dialysis treatment.
