In Gaza, the IDF sends troops back into s. Gaza to search for a reported tunnel on the Gaza-Egypt border, cuts power to Rafah, makes an air strike on a building in Gaza City that allegedly holds a weapons cache; makes air strikes destroying 2 Palestinian homes in n. Gaza after phoning residents (at least 1 of them an AMB mbr.) to warn them to evacuate, also destroying 1 home nearby; shells residential areas of n. Gaza without warning (hitting 4 Palestinian homes, injuring 3 Palestinians), al-Shuka (wounding 2 Palestinians); temporarily occupies the Erez industrial zone, withdrawing after nightfall; sends bulldozers into southeastern Khan Yunis to raze 100 d. of agricultural land. UNRWA reports that it is housing in its schools some 1,200 Palestinians who have fled n. Gaza to escape IDF shelling. In the West Bank, the IDF sends undercover units into Nablus to assassinate local Islamic Jihad military cmdr. Hani Uwayjan, a Palestinian civilian with him; conducts arrest raids, house searches in Hebron, Qalqilya; patrols in, fires on residential areas of Jenin, wounding 1 Palestinian. The IDF keeps up intensive air and artillery strikes across Lebanon, targeting the Beirut–Damascus highway (closing the Syrian border crossing for the 1st time since 7/12; though the road is used primarily by civilians trying to flee the country and aid workers bringing in humanitarian assistance, Israel claims it targeted the road to prevent arms smuggling), killing at least 6 Lebanese civilians, wounding 2 UNIFIL monitors. During the day, the IDF withdraws troops fr. Bint Jubayl, claiming to have destroyed Hizballah’s elaborate network of tunnels and storage areas, but continues air and artillery strikes and keeps troops in the area, saying they could be sent back in at any time. Hizballah fires at least 90 rockets into Israel. Israel allows military planes delivering aid fr. Egypt, Jordan, the UAE to land at Beirut airport; a warship fr. Turkey brings medical supplies into Beirut port; a U.S. naval catamaran brings blankets, tarps, medical kits; aid workers in Lebanon complain that it is still too dangerous to transport aid supplies, that the IDF still requires convoy-by-convoy approval to move the aid to hard-hit areas. In Damascus, an Iraqi trade delegation holds series of mtgs. with Syrian Ms of economy, health, transportation to discuss export of Syrian medicines to Iraq under the UN oil-for-food deal. Head of Syria's chamber of commerce says that work is underway to repair the telephone network btwn. the 2 countries, which has been unused for 17 yrs. Turkey acknowledges that it has begun withdrawing troops fr. n. Iraq but denies that a total pullout is underway. (NYT 6/15) (see 6/10)

Sixth day of Israeli attack on Lebanon. Lebanese police report 17 killed, 47 wounded in day's fighting. UN sources report IDF fired 1,300 shells in 9 hours. Hizballah responds with katyusha barrages, attacks on IDF/SLA positions in "security zone." Kuwait, France, and Egypt send relief supplies to Beirut, as Arab FMs discuss situation in Damascus. Occupied Palestine/Israel: Israeli authorities close Nablus offices of Construction and Public Institutions Unions and Union of Public Service Workers for one year for "security reasons," alleging groups are linked to PFLP (Fl 9/26).

Other Countries: UN Security Council adopts resolution calling on Israel to withdraw troops from S. Lebanon and to permit UNIFIL to move up to border. U.S. abstains; 14 members of council vote in favor of resolution (WP 9/24).

Arab World: IDF warplanes bomb Palestinian targets in Druze-controlled Shuf mountains southeast of Beirut, the tenth airstrike in Lebanon this year; two women are wounded. New York Times reports five wounded, four Druze villages bombed (NYT 9/24). Defense Minister Rabin tours SLA outposts before raid, vows to crush attempts to attack SLA which has lost 16 men in recent weeks. French continue to evacuate positions for safer ground (NYT, WP 9/23). Shamir says Israel is not planning an invasion (NYT 9/24).

Arab World: Egyptian Pres. Mubarak and Israeli P.M. Peres meet in Alexandria (first time in five years Egyptian and Israeli leaders have met); Egypt returns ambassador to Israel, withdrawn after 1982 Israeli invasion of Lebanon; two states agree on arbitration over Taba; discuss Palestinian issue (NYT, WP 9/12). In Tunis, PLO Chairman Arafat meets EC representative Claude Cheysson (FBIS 9/14). Islamic Jihad denies it kidnapped American Frank Reed in West Beirut (CSM 9/12).

Other Countries: French government rejects demands for release of convicted terrorists in exchange for ending bomb campaign (WP 9/12). Washington Post reports Israeli Trade Minister Ariel Sharon visited Istanbul secretly for three days in July (WP 9/11).

Arab World: IDF and SLA fight Shi'i guerrillas in south Lebanon; five UNIFIL soldiers wounded in crossfire; IDF use helicopter gunships and artillery against Shi'a who attacked SLA outpost.

Fighting in Chouf region intensifies after Druze militia attacks Christian funeral, and Phalange pounds Druze village of Batlua with artillery, rockets, and fighting spreads to Brih, Fawwar; Haddad forces attack Norwegian UNIFIL troops, cutting off food supplies (Norwegian troops replaced Nepalese troops that had given Haddad militia free passage in area).

Casualties:

13 Lebanese killed, 25 wounded in Chouf fighting; winter rains begin, creating health hazards of rivers of mud and sewage in refugee camps.

I already see in their eyes what they are waiting for"), denies Mossad warned him of possible massacre, claims he only learned of it late Saturday; delegation of Gaza Strip leaders visit Egypt and Tunisia seeking economic support for Gazan exports and high school graduates; in confrontation between Histadrut and government, Israeli university professors go on strike and 60,000 member Civil Servants Union declares work stoppage.
