Israeli forces arrest 25 Palestinians during late-night raids in and around Hebron, Ramallah, Tulkarm, Jenin, and Salfit. In Gaza, Israeli forces bomb Rafah, Beit Lahiya, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 62 people. More than 32,552 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,980 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 252 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. Reuters reports that Israel is delaying visa requests for aid workers, hindering aid efforts. UNICEF says Israel has directly hit 212 schools in airstrikes since 10/7/2023, including 53 that have been completely destroyed. 7 members of Palestinian Red Crescent are released by Israel after being arrested at al-Amal Hospital on 2/9. PA president Mahmoud Abbas approves the new government presented to him by prime minister Mohammed Mustafa. The government will be sworn in on 3/31. The PA says Israel is showing “total contempt” for the UN Security Council ceasefire resolution with its continued attacks on Gaza. Abbas meets with Belgian foreign minister Hadja Lahbib. Lahbib says during a tour of West Bank villages “[c]olonization and increasing violence perpetrated by settlers in the West Bank are illegal. Hamas deputy political leader Khalil al-Hayya says he is not optimistic about a ceasefire deal in the near future but that Hamas is ready to resume negotiations and ready to show “the greatest level of flexibility for the sake of our people.” Izz ad-Din al-Qassam Brigades leader Mohammed Deif calls on Muslims to “[s]tart marching today, now, not tomorrow, towards Palestine” in a recorded speech. Israel claims to have killed Hamas commander Raad Thabet at al-Shifa Hospital, calling him a top 10 commander. The Gaza Media Office says Israeli forces have killed around 200 people on the hospital grounds since 3/18, including 65 members of the civil defense. The Euro-Mediterranean Human Rights Monitor says Israel has executed 13 children in and around al-Shifa since 3/18. (AJ, HA 3/28)

The ICJ issues new provisional orders against Israel, including ordering Israel to ensure the unhindered provision of humanitarian assistance to Gaza, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, and medical supplies. The ICJ also orders Israel to open up more crossings and keep them open for “as long as necessary.” The ICJ says that since the provisional measures were first ordered on 1/26 the situation in Gaza has changed from a risk of famine to the beginning of a famine. Khaled Shawish becomes the ninth Palestinian prisoner to die in an Israeli prison since 10/7/2023. 53-year-old Shawish had been imprisoned by Israeli since 2007. 20 lawyers representing Palestinians at the Ofer military court announce a strike, citing poor treatment of Palestinian prisoners and defense lawyers, including beatings of prisoners on their way to court and searches of lawyers entering Israeli facilities. UNOCHA reports that around 4,000 Palestinians were displaced in the West Bank and East Jerusalem in 2023, including 1,326 from demolition of which 173 were from punitive demolitions, 911 during Israeli military operations which destroyed 220 structures, 1,539 from settler violence, and 200 due to movement restrictions in the Masafer Yatta area. The Israeli-run Jerusalem District Attorney’s Office announces that it will prosecute the head of the Supreme Islamic Council in Jerusalem Ekrima Sa’id Sabri for incitement to terrorism, saying he visited families of Palestinians who carried out attacks on Israelis in October 2022. (HA 2/21)

Israeli military advocate general Yifat Tomer-Yerushalmi issues a warning to Israeli soldiers that “improper conduct” including unjustified use of force, destruction of property, and looting are criminal actions. At the third day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the U.S. argues that the ICJ should not order the unconditional withdrawal of Israeli forces from occupied territories without security guarantees. Hungary similarly says the ICJ should not exercise its jurisdiction. Colombia, the Comoros, Cuba, Egypt, the UAE, Russia, France, the Gambia, and Guyana also present arguments. UK House of Commons speaker Lindsay Hoyle breaks with precedent by allowing the Labour Party to introduce its own amendment to a motion introduced by the Scottish National Party (SNP) calling for a ceasefire. The Labour Party amendment waters down the language of the SNP motion, removes language criticizing Israel, and adds language defending its conduct. The UK High Court of Justice rejects a petition to suspend UK arms exports to Israel. The Guardian reports that the UK is considering suspending arms export licenses to Israel if Israel invades Rafah. (AJ, GDN 2/21)

A video from 2/15 shows U.S. congressman Andy Ogles (R-TN) telling a pro-Palestinian activist that “I think we should kill them all if that makes you feel better. Hamas and the Palestinians have been attacking Israel for 20 years. It is time to pay the piper.” (AJ, HA 2/21)

The European Broadcasting Union says it is reviewing the lyrics of the Israeli song submitted to the Eurovision contest to examine if it is too political. In the West Bank, Israeli settlers set fire to 2 cars in Huwwara. Israeli settlers also vandalized 70 olive trees in Yasuf. Elsewhere, Israeli settlers uprooted 30 olive and grape trees and damaged water tanks and solar panels in Shaab al-Butum in the Masafer Yatta area. Israeli settlers also assaulted Palestinians in Kisan. Israeli forces carried out an airstrike from a fighter jet on al-Anasari Mosque in Jenin, killing 2 Palestinians. It was the first time since the Second Intifada that Israel has used fighter jets in the West Bank. Israeli forces shot and killed 5 others, including a minor, during raids in Qabatiya, Tammun, Zawata, and Askar refugee camp. Elsewhere, Israeli forces shot and killed a Palestinian they claimed had tried to ram Israeli soldiers at a checkpoint near al-Arroub refugee camp. Israeli forces also seized a bulldozer and arrested the driver in Qablan. 52 Palestinians were arrested during raids in and around Ramallah, al-Bireh, Hebron, Nablus, Qabatiya, Kafr Ra’i, Tubas, and Salfit, including al-Bireh mayor Islam al-Tawil. In East Jerusalem, Israeli forces violently dispersed a protest in support of Gaza, arresting 6 people. In Gaza, Israeli forces killed nearly 400 Palestinians in airstrikes. Israeli forces also targeted the vicinity of al-Shifa and al-Quds hospitals. An Israeli soldier was killed and 3 wounded in anti-tank fire during a raid in near Khan Yunis. Rockets were fired at Israel causing no new fatalities. In Lebanon, Israeli forces attacked and killed militants in a missile strike that were allegedly firing anti-tank missiles at Israel. In Syria, Israeli forces fired missiles at Damascus and Aleppo international airports, killing 2 airport workers in Damascus and causing enough damage to close both airports. The Gaza Ministry of Health said as of 5 p.m. at least 4,651 Palestinians had been killed, including at least 1,524 children, and 14,245 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 92 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,734 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,932 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 29 of its staff members have been killed in Gaza since 10/7. The New York Times reported that the U.S. has asked Israel to suspend its ground invasion of Gaza to allow negotiations over releasing more captives held by Hamas. President Joe Biden reiterated his belief that Israel has a “right to defend itself,” but said it must operate within the laws of war. Biden also discussed the situation in Gaza with Pope Francis. Secretary of State Antony Blinken said the U.S. “expects a likelihood” of regional escalation and claimed that Hamas is preventing U.S. citizens from leaving Gaza. President Biden, Canadian prime minister Justin Trudeau, French president Emmanuel Macron, UK prime minister Rishi Sunak, German chancellor Olaf Scholz, and Italian prime minister Giorgia Meloni issued a joint statement reaffirming their support for Israel’s war against Hamas, calling for the release of all captives, and calling for Israel to adhere to international law and protect Palestinian civilians. In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

In the West Bank, 1 Palestinian man, described as a bystander, was killed during an exchange of fire between Palestinian militants and PA forces in Tulkarm. Palestinian militants threw an explosive device at Israeli soldiers who were escorting Israeli settlers to Joseph’s Tomb in Nablus, injuring 4. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces demolished an agricultural structure in Khirbet Tiba. 14 Palestinians were arrested during late-night raids in Jericho, Tulkarm, and Ramallah. In East Jerusalem, an Israeli settler shot and killed 1 Palestinian minor in Bab a-Zahara, claiming he had stabbed 1 Israeli soldier. Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. Israel said it had accepted a U.S. demand to allow Americans living in Gaza to use Ben Gurion Airport and to grant them tourist visas to Israel for 3-month periods. After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. In an interview with Bloomberg, Prime Minister Netanyahu called reported Saudi demands for Israeli concessions on Palestine as a condition for normalization a “checkbox” he has to tick off but not a hinderance for Israel. In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. In East Jerusalem, Israeli forces raided Silwan, firing tear gas at Palestinians and causing injuries. In Jerusalem, Israeli right-wing activists raided the Greek Garden and the Church of Holy Trinity on Mount Zion, damaging property of the Greek Orthodox church. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Israeli forces also demolished 2 residential structures and 1 agricultural structure near Idhna. 17 Palestinians were arrested during raids in Beit Fajjar, al-Khader, Jalazun refugee camp, al-Am’ari refugee camp, Beita, and Anzah. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King and MK from the Religious Zionist party Itamar Ben-Gvir made a provocative tour in Sheikh Jarrah. Israeli forces assaulted 1 Palestinian and confiscated his flag during the settler tour in Sheikh Jarrah. Israeli forces also demolished a car wash in Isawiya and a cemetery under construction in Umm Tuba. 3 Palestinians were arrested during late-night raids. In the Naqab desert, as the Jewish National Fund began a forestation project near Sawa in defiance of protest from local Palestinian Bedouins of the al-Atrash tribe who use the land for agriculture, Israeli police violently dispersed Palestinian protesters near Hura; leader of the United Arab List Mansour Abbas threatened to boycott Knesset sessions if the work continued. Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. As civil war escalates in Syria, Palestine Liberation Army (PLA) col. Ahmad Salih Hassan is shot dead near Damascus. The PLA is technically a wing of the PLO but is incorporated into the Syrian army. Government sources blame the Free Syrian Army (FSA) for Hassan’s killing, whereas opposition groups claim he was killed by government forces for refusing orders to target the FSA. Hassan is the 6th PLA officer to be killed since 1/2012. A new charity funded by 3 Russian Jewish billionaires and comanaged with the Israeli government plans to offer a $1-m. ‘‘Genesis Prize’’ for excellence in any field.
