PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

Approximately 20 Grad and Fajr-5 rockets are fired from Syria toward northern Israel. Four of them are intercepted by Israel’s Iron Dome missile defense system, and the rest explode over Syrian territory, causing no major damage or injury. The IDF accuses Iran of being behind the attack and retaliates, bombing dozens of alleged Iranian weapons storage, logistics, and intelligence sites in Syria; 27 people are killed, including 19 Iranians, according to the Syrian Observatory for Human Rights. Meanwhile, Israeli border police shoot and injure 2 Palestinians at the Za’atra checkpoint near Nablus, allegedly after they attempt to stab soldiers stationed in the area. On his 2d and final day in Israel, U.S. VP Pence visits Yad Vashem, the Western Wall, and meets with Israeli pres. Reuven Rivlin. PA FM al-Maliki says that the Palestinian leadership has decided to request, at a summit planned for 1/6 in Amman, the implementation of the Amman Summit resolutions of 1980, which stipulated a political and economic boycott of any country that moves its embassy in Israel to Jerusalem. He also says that the PA will lobby in countries where Israeli diplomats are pressing governments to move their embassies to Jerusalem, and that they will wait for a new composition of the UNSC before resubmitting their application for full membership at the UN. Israeli border police shoot and kill a Palestinian worker at the back entrance of the Har Hadar settlement near Jerusalem after he opens fire on them, killing 3 officers and seriously injuring a 4th. The IDF then raids and imposes a lockdown on Bayt Surik, the alleged attacker’s hometown, and 8 other Jerusalemarea villages. Israeli soldiers threaten his family with punitive home demolition and arrest at least 15 residents, including his father and brother. Following the deadly attack at Har Hadar this morning, Israeli PM Netanyahu says that Israel will demolish the alleged attacker’s home and revoke his extended family’s work permits. He also calls on PA pres. Abbas to denounce the attack “and not try to justify it.” (TOI 9/26)

PA PM Hamdallah says that new committees will be formed to administer the transfer of power from the various ministries in Gaza, as well as border crossings and security services, to the PA. “Today, we are moving toward unification and toward enhancing the steadfastness of our people,” he says. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. Elsewhere in the oPt, the Egyptian authorities keep the Rafah border crossing open for the 2d of 2 planned days, allowing passage in both directions. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. In the West Bank, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly stabs and lightly injures an Israeli soldier, and a Palestinian bystander is reportedly stabbed and injured when he tries to intervene. After an autopsy, a Palestinian forensic physician says that, though the Palestinian woman was shot 3 times, she could have survived if the IDF had not left her bleeding on the ground. A Palestinian driver rams an Israeli border police jeep, injuring 4 Israeli soldiers and causing minor damage. The IDF troops then open fire on the Palestinian vehicle, injuring 2 passengers. The IDF maintains its closure of Nahalin village for a 5th day. IDF troops conduct house searches and raids in Dahaysha r.c. and 2 villages nr. Bethlehem, and 1 village nr.
