Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says. Elsewhere in East Jerusalem, Israeli settlers seize control of a residential building in Silwan. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Gaza City and later nr. Khan Yunis, causing no injuries or damage. In the West Bank, PASF troops block an IDF jeep from entering Qalqilya. Israel settlers assault and injure a number of Palestinians outside Huwwara village nr. Nablus and throw stones at Palestinian cars driving nearby. The IDF delivers stop-work orders to 11 Palestinian homes under construction nr. Bethlehem. IDF troops conduct raids nr. Nablus, sparking clashes with stone-throwing Palestinians outside Bayt Furik village; 1 Palestinian is arrested. They arrest 9 more Palestinians during late-night raids in Jenin and nr. Israel’s Ministerial Comm. for Legislation unanimously approves a bill that would ban representatives from the anti-occupation group Breaking the Silence and other groups that allegedly “defame Israeli soldiers” from speaking in Israeli schools. (HA, JP 1/9)

The IDF continues targeting Yatta in the aftermath of the 6/8 killings in Tel Aviv, raiding homes in the village late at night and taking new photographs and measurements of 1 of the attackers’ homes, threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 5 Palestinians during raids nr. Hebron, Tulkarm, Salfit, and Ramallah; and patrol nr. Ramallah and Salfit. An IDF jeep rams and injures a Palestinian youth nr. Qalqilya. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in al-‘Izzariya. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Rafah. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. A Fatah spokesperson says that Hamas is “not ready yet for national unity and political partnership.” (MNA 6/18)

In Gaza, telecom operator Jawwal reopens following an agreement with Hamas; there are no details released. In the West Bank, Palestinian assailants shoot and injure an Israeli settler nr. Qalqilya. IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, arresting 2 Palestinians; patrol during the day in 2 villages nr. Hebron, ‘Ayn al-Sultan r.c. and 1 village nr. Jericho. In East Jerusalem, an Israeli police jeep rams a Palestinian girl, moderately injuring her. Israeli forces arrest 2 Palestinians on a late-night raid in Bayt Sahur in addition to 5 youths on their way home from al-Aqsa Mosque in Ras al-Amud. (MNA, REU 7/5; PCHR 7/9)

Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. In East Jerusalem, Israeli authorities prevent Palestinian men under 50 years old from entering Haram al-Sharif, and 20 Palestinians are injured by stun grenades and rubber-coated metal bullets during clashes in Issawiyya. Israeli PM Netanyahu says that “no amount of international pressure will prevent Israel from continuing its operation in the Gaza Strip,” and that he has held phone calls with leaders of the U.S., Germany, Britain, France, Canada, and Russia. Israeli DM Ya’alon speaks with U.S. Defense Secy. Hagel, with the latter expressing concern about the risk of further escalation. The U.S. House of Reps. agrees to a nonbinding res. in support of Israel’s right to defend itself against rocket fire from the Gaza Strip. Unidentified Palestinians fire a rocket from Gaza into Israel, causing no damage or injuries. IDF forces and Palestinians clash across the West Bank and East Jerusalem on Nakba Day, with 25 Palestinians arrested and 6 Israeli security forces injured in and around Jerusalem’s Old City. In al-‘Aqba village nr. Hebron, unidentifed Palestinians throw a Molotov cocktail at an IDF jeep, destroying it and injuring 4 soldiers. In another incident in the nearby village of al-Tabaqa, IDF forces briefly detain more than 45 children. As part of Nakba Dayrelated protests, IDF forces violently disperse Palestinian demonstrators at Qalandia and Bitunia nr. Jerusalem, Ofer nr. Ramallah, Kufor Kaddoum nr. Qalqilya, and open fire on Palestinians in al-Khader nr. Bethlehem (injuring 12). PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. In meetings with Quartet envoy Tony Blair and the U.S. and French consuls, PLO chief negotiator Saeb Erakat says the UN bid does not contradict the two-state solution. (AP, REU 11/8; JP, MNA 11/9)

Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. The IDF intensifies Operation Violet Iron, sending tanks into Khan Yunis, clashing with Palestinian resistance members, shelling residential areas, occupying several homes as military outposts, killing 3 Palestinian militants (including local Hamas leader Yahya Marzuq [also reported as Yahya Abu Bakra]) wounding 2 civilians. The IDF fires on residential areas of Rafah; conducts arrest raids in Bayt Lahiya, Nablus. In Jenin, 3 Palestinian children are injured when they accidentally detonate a piece of unexploded IDF ordnance. An Islamic Jihad gunman fires on an IDF jeep in Baqa‘ al-Sharqiyya, wounding 2 soldiers. Palestinians fire a mortar at Kefar Darom settlement, injuring a Thai worker. Occupied Palestine/Israel: Report issued by 6 Israeli doctors concludes IDF should stop using high velocity bullets that have left 15 people fully or partially paralyzed. Report also accuses the army of misusing tear gas. Faysal al-Husayni is released after 9 months without charge or trial [WP 6/10, LAT 6/12]. Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. At meeting of the Socialist International in Madrid the Palestinian intifadah is called a response to "the unbearable social conditions existing in the territories occupied by Israel" [FJ 6/12].

Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm. Shopowners observe a strike in the territories, including East Jerusalem [LAT 6/12]. Afternoon demonstrations erupt in Gaza City. One of the injured claims soldiers tied him up and dragged him behind a jeep [WP 6/9]. Two IDF officers are slightly injured when their jeep is attacked with Molotov cocktails [WP 6/10]. In Gaza, soldiers order a man out of his house and then demolished with a bulldozer; army says the man had tried to burn down a local government building [NYT 6/10]. In Gaza Strip, 7 refugee camps remain under curfew. Accident involving stone-throwing youths and police jeep in E. Jerusalem suburb of 'Isawiyyah leaves 1 youth, 2police officers injured [LAT 1/21]. Army, police, and Jerusalem officials confirm that under new agreement Jerusalem police can request emergency powers from military, allowing them to impose curfews, force shops to open [NYT 1/2 1]. Israel announces capture of 3 Palestinians accused of 1986 attempted murder of soldier [FBIS 1/21; FJ 1/24]. In Burqin, near Salfit, Jewish settlers attack houses; 1 resident is beaten [FJ 1/24]. Military Action

Occupied Palestine/Israel: Israeli soldiers kill 3 armed Palestinians shortly after they cross Israel's northern border from Lebanon. Fateh claims responsibility for infiltration. At least 20 stone-throwing Palestinian demonstrators aearrested during violent riots in al-Ram, near Jerusalem. Reports indicate many residents of Shu'fat in E. Jerusalem are detained, beaten by border police in nighttime crackdown on alleged protesters [WP 1/21; FJ 1/24]. Violent clashes between demonstrators and Israeli troops are reported in E. Jerusalem and numerous W. Bank refugee camps, villages, and towns. More than 50 Palestinians are beaten by Israeli troops in Gaza Strip camp [CSM, LAT 1/21]. Estimated 100 youth are beaten in army raid of Jenin-district vllage of 'Arrabah [FJ 1/24]. Arab World: Amal militiamen end 3-year siege of Beirut's Burj al-Barajinah and Shatila refugee camps [WP 1/21].
