IDF troops violently disperse protests in al-Bireh, Aida refugee camp near Bethlehem, central Hebron, and nearby Sa‘ir village; 2 Palestinians are arrested. Meanwhile, Israeli border police shoot and injure 2 Palestinians at the Za’atra checkpoint near Nablus, allegedly after they attempt to stab soldiers stationed in the area. The IDF closes the checkpoint after the incident. IDF troops arrest 9 Palestinians during late-night raids in and around Hebron, Ramallah, Salfit, Jenin, and Bethlehem; and patrol near Hebron. On his 2d and final day in Israel, U.S. VP Pence visits Yad Vashem, the Western Wall, and meets with Israeli pres. Reuven Rivlin. In an interview with Reuters, Pence discusses the U.S. peace initiative. “The White House has been working with our partners in the region to see if we can develop a framework for peace,” he says. “I think it all just depends now on when the Palestinians are going to come back to the table.” (HA, JP, REU, TOI, YA 1/23)

In the West Bank, the Israeli authorities evict a Palestinian farmer from his property near Bethlehem, claiming the land is stateowned. IDF troops arrest 7 Palestinians during late-night raids in and around Jenin, Nablus, and Qalqilya; and patrol near Tulkarm and Qalqilya. In East Jerusalem, Israeli forces arrest 10 Palestinians during raids in Bayt Hanina, Silwan, al-Tur, and Qalandia refugee camp. Israeli forces maintain the closure of Hizma for a 3d day, following clashes in the village on 1/18. Israeli soldiers conduct raids in the village in the evening, sparking clashes with stonethrowing residents; there are no serious injuries. Elsewhere in East Jerusalem, Israeli settlers tour Haram al-Sharif in the morning. Israeli forces arrest 1 Palestinian guard at the sanctuary and 2 Palestinians during late-night raids in Issawiyya and Silwan. In Amman, Jordan’s King Abdullah tells U.S. VP Pence that the only resolution to the Palestinian-Israeli conflict will come through a 2-state solution and insists that East Jerusalem must be the capital of a future Palestinian state. “We hope that the U.S. will reach out and find the right way to move forward in these challenging circumstances,” he adds. In Cairo, U.S. VP Pence says that the Trump administration remains committed to restarting the Palestinian-Israeli peace process. A spokesperson for the Israeli Knesset announces that U.S. VP Pence’s trip to Israel, which was set for 12/17–19, has been postponed amid the growing unrest across the Middle East over U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “[The Americans] told us it was because of the votes on tax reform in Congress,” he says. (HA, TOI, YA 12/14)

The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. The Jerusalem Municipality and Jerusalem District Council issue building permits for 176 new housing units in Nof Zion, an Israeli settlement inside Jabal Mukabir. If this construction goes forward, Nof Zion would be the largest Israeli settlement inside a Palestinian neighborhood in Jerusalem. (HA, TOI 10/25)

During a meeting with settler leaders, Israeli PM Netanyahu promises to invest NIS 800 million (approximately $230 million) in roads and other infrastructure development in the West Bank, starting in 2018. The settler leaders’ reaction is mixed. While some welcome the pledge, others are dubious, including Samaria Regional Council chair Yossi Dagan, who says, “We are fed up with promises and spin.” (TOI, YA 10/25; HA 10/26)

Israeli PM Benjamin Netanyahu meets with U.S. vice-pres. Mike Pence in Washington. They discuss a mechanism to put limits on Israeli settlement growth, possibly in response to U.S. pres. Donald Trump’s comment on 2/15, when he told Netanyahu, “I’d like to see you hold back on settlements for a little bit. We’ll work something out.” (TOI 2/16)

In response to Trump’s ambiguous comments on the subject on 2/15, U.S. amb. to the UN Nikki Haley says that the Trump admin. still supports a 2-state solution, “but we are thinking outside the box as well”. (HA, REU, TOI 2/16; HA 2/17)

In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. Elsewhere, Israeli forces confiscate a tractor from a village nr. Nablus and level farmland outside a bedouin village in the Negev. They also conduct raids nr. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. In the Gaza Strip, an unknown armed group launches a single rocket into Israel, causing minor damage nr. Sderot. In response, IDF tanks fire 3 shells at a vacant Hamas military site nr. Bayt Hanun. Qalqilya clash with several stone-throwing Palestinian youth, causing no serious injuries. The IDF conducts house searches and raids in a village nr. Israeli authorities deny South African education minister Blade Nzimande an entry visa for his planned 6-day visit to Palestinian universities. Nzimande says that the denial comes in response to recent positions taken by the South African govt. (MNA 4/23; HA 4/24)

At an Israeli Independence Day event in Washington, U.S. VP Joseph R. Biden announces that 2 of the 14 F-35 fighter jets that the Defense Dept. sold to Israel in mid-2/2015 (announced 2/22) will be delivered in 2016. The rest of the jets will be delivered by 2021. (HA, REU 4/24)

In the Gaza Strip, unknown assailants destroy the car of a senior Hamas official with explosives in Nussayrat r.c. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis, Israeli forces return to the area and deliver a 24-hour eviction notice. Hours later, they demolish and evacuate the camp for a 3d time. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in Jalazun r.c. and 4 villages nr. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. Speaking at a press conference in Kuala Lumpur, Malaysia, U.S. Secy. of State John Kerry says that the cuts in aid to Egypt will not have much impact in the country, that it is not a “withdrawal” from relations with Cairo, and that the aid could be restored should “credible progress” be made in restoring an inclusive govt. Egyptian military spokesperson Col. Ahmed Mohammed Ali declines to comment, but the Foreign Ministry calls the decision “flawed . . . in terms of content and timing.” Meanwhile, a suicide attack on a military checkpoint nr. al-Arish kills 4 soldiers and wounds 5 others. PA Pres. Mahmud Abbas meets with U.S. Secy. of State John Kerry in Saudi Arabia to discuss regional developments, the first such meeting between the two men since Kerry replaced Hillary Clinton. Abbas requests Washington pressure Israel to adopt a settlement construction freeze and release Palestinian prisoners as a condition for the resumption of peace talks. Kerry’s regional tour does not include a visit to Israel or the o.t. this time. (JP 3/4)

Hamas keeps the Kerem Shalom crossing closed reportedly due to a dispute over the collection of customs revenue with the Palestinian company operating the terminal. Israel shut the crossing on 2/26 after a rocket was fired out of the Gaza Strip into southern Israel. (MNA 3/4)

Israel’s Interior Min. gives final approval for the construction of the 1,600 new housing units in Ramat Shlomo settlement in East Jerusalem that were first announced during U.S. VP Joe Biden’s visit to Israel in 3/2010 (see Quarterly Update in JPS 156). The ministry says it also intends to give final approval to another 2,700 new units in East Jerusalem’s Givat HaMatos and Pisgat Ze’ev settlements in response to the recent popular protests in Israel that have demanded, among other things, more and cheaper housing. The U.S. says “unilateral action of this kind works against our [peace] efforts.” Israel’s Peace Now accuses the government of “exploiting the housing crisis in Israel to promote its settlement policy” with the intention of undermining the peace process. In Gaza, a mbr. of Hamas’s Izzeddin al-Qassam Brigades is killed in a “mysterious explosion” in Rafah. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning and in 1 nr. Jericho late at night; conducts late-night arrest raids, house searches nr. Ramallah and Tubas. In Nablus, 1,200 international activists fr. 22 countries take part in a peace rally in solidarity with the Palestinians; the event was organized by Los Angles Cable International Center in coordination with Nablus’s governor. U.S. VP Joe Biden begins a 4-day trip aimed at boosting the peace process and reassuring Israel on Iran, marking the highest level visit to the region to date by an Obama admin. official. Timed with his arrival, special envoy Mitchell formally announces that Israel and the Palestinians have agreed to hold indirect talks, while stating that the structure and scope of the talks has not been agreed. (To date, Israel has insisted that proximity talks deal only with procedural issues, while Palestinians want all issues, especially borders, discussed.) He also calls on both sides “to refrain from any statements or actions which may inflame tensions or prejudice the outcome of these talks.” While Mitchell is meeting with Abbas in Ramallah, however, Israel announces construction of 112 new settlement housing units in the West Bank settlement of Beitar Ilit w. of Bethlehem, part of a planned 300-unit project (the foundations for the other units had already been poured when the 10-mo. construction freeze went into effect, automatically exempting them). Israel says that the empty site poses a safety hazard and that construction to address “safety problems for . . . projects started before the freeze” is not a violation of the freeze. In the West Bank, IDF troops raid a school in Azun village nr. Qalqilya, claiming students had thrown stones at their unit, attempting to arrest 1 boy; the headmaster bars the boy’s removal from the school and asks the Israeli-Palestinian liaison department to intervene; the soldiers leave the school after 2 hrs. of mediation, without making any arrests.
