Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces cut down or uproot at least 520 olive trees in a Palestinian grove outside Bardala village near Jericho. They also demolish a recently repaired road outside Hebron and a Palestinian home between Jerusalem and Bethlehem. IDF troops arrest 2 Palestinian brothers at a checkpoint in central Hebron when one of them is found with a knife on his person; arrest 8 more Palestinians during late-night raids near Salfit, Jenin, Tulkarm, and Hebron; and patrol near Hebron. The raids in Jenin refugee camp spark clashes with stone-throwing Palestinians; 1 Palestinian is lightly injured. In East Jerusalem, Israeli forces arrest a Palestinian imam while he is leaving his mosque in Silwan and demolish a Palestinian home in al-Walaja village. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements, and in solidarity with the 1,500-plus Palestinian prisoners on hunger strike in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and in al-Azza r.c. nr. Bethlehem; at least 9 Palestinians and 1 Israeli activist are injured. Elsewhere in the West Bank, IDF troops issue 1 Palestinian an arrest summons during a late-night raid in Beit Sahour, and patrol nr. Hebron and Nablus during the day. Israeli settlers assault a group of international solidarity activists accompanying Palestinian shepherds nr. Ramallah, causing no serious injuries. The Israeli authorities re-open the Taba border crossing, allowing Israeli citizens to cross into Egypt by land for the first time since 4/10. However, Israel’s counterterrorism bureau warns, “the threat to Israelis in Sinai remains serious, concrete, and imminent.” (HA, JP, TOI 4/21)

Three projectiles fired from inside Syria land in the Israeli-occupied Golan Heights, causing no serious damage or injuries. The IDF “target[s]” the source of the attacks, but a spokesperson does not say how and it is not reported in the media. (JP, MNA 4/21; HA 4/22)

Iran’s Amb. to Moscow Mehdi Sanaei says that Tehran is looking to commission Russia to build a 2d nuclear power reactor in exchange for oil shipments, and that negotiations over the exchange began when Russian pres. Vladimir Putin met with Iranian pres. Hassan Ruhani in 9/2013. Meanwhile, Supreme Leader Ayatollah Ali Khamenei tells a crowd in Tabriz, n. Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. The soldiers return fire, wounding 7 and arresting 3, while suffering no injuries. (AP, REU 2/16)

Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)

In the Gaza Strip, Israeli forces open fire on Palestinian protesters close to the border fence nr. Jabaliya, wounding 7. Separately, Israeli forces open fire on an open area in the c. Gaza Strip, causing no injuries. In the West Bank, the IDF opens fire on a crowd of a few hundred Palestinian demonstrators outside Jalazun r.c., wounding 14 with live ammunition and 4 with rubber-coated metal bullets. The protest is a response to the killing of a camp resident on 1/29. In addition, Palestinians clash with Israeli forces nr. Ramallah outside Silwad village, with 1 Palestinian wounded by live ammunition. IDF troops detain 2 Palestinians who they say went to the entrance of Nahlilel settlement and set off fireworks. In Bethlehem, amid clashes with Israeli soldiers, Palestinian youth throw an improvised explosive device at Rachel’s Tomb. The clashes result in 7 arrests. Meanwhile, hundreds of Palestinian activists with some internationals go to ‘Ayn Hiljeh, an abandoned Palestinian village in the Jordan Valley, as part of a demonstration protesting settlement activities and land confiscation. The Popular Struggle Coordination Cmte. says that the step is also aimed at averting reported Israeli intentions to annex the area. In Switzerland, the 1st round of UN-sponsored peace negotiations on Syria ends with no breakthroughs or even seeming progress in bringing the 2 sides closer together. UN-Arab League joint special envoy Brahimi, who is serving as mediator, expresses frustration that even an agreement to allow an aid convoy to reach Homs remained elusive. Opposition delegates say they will return on 2/10, but govt. reps. say they would need to check with Damascus. (REU 1/31)

Israeli PM Netanyahu tells his Likud-Yisrael Beitenu faction at the Knesset that the govt. is not on the way to a final-status agreement with the Palestinians, ahead of U.S. Secy. of State Kerry’s on 12/11, his 9th trip to the region since taking office. Netanyahu also reportedly rejects the U.S. Gen. John Allen’s security plan, saying it was important to maintain Israeli forces on the border shared with Jordan. Meanwhile, PLO Secy.-Gen. Yasir ‘Abid Rabbuh also rejects the U.S. security proposals, which he says will lead to a “total failure” of Kerry’s efforts. Separately, PA Minister of Prisoners Issa Qarage says that any delays to the scheduled release of a 3rd group of Palestinian prisoners on 12/29 will be considered a serious blow to the peace process. Israel, Jordan, and the PA sign a watersharing agreement that includes the proposed construction of a desalination plant in Jordan on the Gulf of Aqaba, and a pilot study for a pipeline linking the Red Sea-Dead Sea. Israel also intends to sell more water from the Sea of Galilee to Jordan and to sell water to the PA at reduced rates. The agreement is signed at the World Bank in Washington. Ahmet Uzumcu, head of the Organisation for the Prohibition of Chemical Weapons (OPCW), says that the removal of chemical weapons from Syria, scheduled in 2 stages for 12/31 and 2/5/14, may be delayed slightly due to the difficulties of operating during the ongoing violent conflict. (REU 12/9)

Mohamed Badie, leader of the Muslim Brotherhood in Egypt, appears in a Cairo court for the 1st time since being detained on 8/20. Hizballah commander Hassan al-Laqqis is shot and killed outside his home in Beirut by unknown assailants. Laqqis had fought in Syria’s civil war. A previously unknown group, Ahrar al-Sunna Baalbek Brigade, claimed responsibility for the assassination on Twitter, but the claim could not be verified. In a statement broadcast on al-Manar TV, Hizballah accuses Israel of being behind the killing. Israel’s Ministry of Foreign Affairs then issues a denial. (AFP, DS, REU 12/4)

Israeli television reports that construction of the 245-km (152-mi.) border fence between Israel and Egypt’s Sinai Peninsula has been completed, 3.5 years after work began. (JP 12/4)

Israel’s Environmental Affairs Minister Amir Peretz flies to Istanbul to attend a 4-day UN-sponsored conference on Mediterranean marine and coastal environment issues. He is the 1st Israeli cabinet minister to visit Turkey since the Mavi Marmara raid in 2010. (REU 12/4)

Egypt’s army chief Abdel Fattah al-Sisi calls for a quick transition to elections in an address to military officials. Meanwhile, around 100 protesters gather in Tahrir Square and chant anti-coup slogans. In the Sinai, 3 Egyptian police officers are injured by a roadside IED between Rafah and al-Arish, while Egyptian authorities announce that the Rafah crossing is open until Friday to allow Hajj pilgrims and humanitarian cases to cross. In the West Bank, the body of an Israeli soldier murdered in Qalqilya is discovered. The Palestinian responsible reportedly tells Israeli interrogators that he was acting in response to the incarceration by Israel of his brother since 2003. Egyptian security forces raid several locations in the n. Sinai, arresting more than a dozen suspected militants. According to an AFP tally, in the past 2 mos., the army has killed some 100 Islamist militants, while 58 policemen, 21 soldiers, and 17 civilians have also died at the hands of the jihadist groups. The Organisation for the Prohibition of Chemical Weapons (OPCW) says that Syria has given details of some of its arsenal but still needs to fill in the gaps by next week to satisfy the timetable proposed by the Russian-U.S. plan. (REU 9/20)

White House dep. spokesperson Josh Earnest says that the Obama administration is ready to engage in talks with Iran “on the basis of mutual respect” about the country’s nuclear program. (REU 9/20)

Egyptian police arrest some 87 wanted men in a village nr. Cairo, while separately, gunmen target 3 military vehicles in Rafah, injuring 3 soldiers. Security forces say they also arrested 15 Salafist militants in villages in the n. Sinai. (AFP, AP, MNA 9/20)

In the Gaza Strip, Israeli troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 villages nr. Tulkarm and Qalqilya at night; patrols in 2 villages nr. Bethlehem and 1 village nr. Bethlehem in the morning. Israeli forces also demolish a Palestinian village in the Jordan Valley, destroying around a dozen residential structures as well as 2 dozen other structures. The Israeli media reports that PM Netanyahu is unhappy with Justice Minister and chief negotiator Tzipi Livni, who is apparently undermining his position in talks with the Palestinians. Livni reportedly is willing to remove all IDF troops from the Jordan Valley, something Netanyahu will not countenance. Meanwhile, PA Pres. Abbas says that Israel will have no presence along the future border of a Palestinian state with Jordan. (INN, JP 9/16)

The U.S., Britain, and France issue a joint warning to Syrian pres. Asad that there would be consequences should he fail to comply with the international community’s demand he hand over his entire chemical weapon stockpile. Meanwhile, UN human rights investigator Karen Koning Abuzayd says that war crimes attributed to the Syrian opposition are largely being carried out by foreign fighters. Also today, Turkish warplanes shoot down a Syrian helicopter after it crossed the border, according to the Turkish military. (AP, REU 9/16)

 U.S. Secy. of State John Kerry arrives in Jerusalem for a quick visit intended to brief Israeli PM Netanyahu on the Syrian situation, as well as discuss the Israeli-Palestinian negotiations. After the meeting, Kerry admits that with regard to the peace process, “the road ahead is not easy” but is “worth traveling.” Kerry affirms in remarks to the media that “the threat of force is real” if Syria does not abide by the agreement. Meanwhile, 17 coalition MKs, including 5 dep. ministers, co-sign a letter for PM Netanyahu, urging him not to agree to any deal that involves handing over land to the PA. (HA, JP, WP 9/15)

Egyptian military spokesperson Ahmed Ali announces that the army has destroyed 152 tunnels on the Egypt-Gaza border since the end of 7/2013. Ali also says that 309 have been arrested so far during the Sinai offensive, with 100 Egyptian soldiers killed since the July coup (he did not give figures for number of militants killed). Ali also claims that there is some coordination between groups based in the Sinai and in the Gaza Strip, though does not name Hamas directly. U.S. Secy. of State John Kerry and Russian FM Sergey Lavrov meet the UN’s Special Envoy on Syria Lakhdar Brahimi in Geneva, to discuss both plans for an international peace conference, as well as the more pressing question of a plan to neutralize Syria’s chemical weapons stockpile. Following the meeting, Brahimi says he hopes to have a 2d peace conference sometime in 10/2013. Meanwhile, the Syrian opposition National Coalition (SNC) says it will appoint a provisional PM to boost its international credibility, an announcement made on the 1st day of a meeting of the 115-mbr. group. There are clashes across Egypt between supporters and opponents of ousted pres. Morsi, while the military continues its offensive against Islamist militants in the Sinai Peninsula, where 3 soldiers are wounded in 3 separate villages. There are 2 reported deaths in Alexandria and Beni Suef, with demonstrations also taking place in Cairo among others. (AP, REU 9/13)

Iranian nuclear chief Ali Akbar Salehi announces that the country has reduced its stock of 20 percent-enriched uranium by converting it to reactor fuel, news judged to aimed at easing tensions with the West. (AP 9/13)

In an article based on leaked documents, Ha’Aretz reports that the EU will publish on 7/30 a set of new guidelines to restrict the eligibility of Israeli entities based or operating in the occupied territories for EU-funded grants, prizes, and financial instruments (see document A3 in JPS 169 for more). With these guidelines, the EU codifies its view of the settlements as illegal under international law. The guidelines are scheduled to go into effect on 1/1/14. The move is welcomed by senior Palestinian officials, with PLO Executive Cmte. member Hanan Ashrawi calling it “a significant development in the way the EU countries deal with Israeli occupation.” (HA, JP 7/16)
