Occupied Palestine/Israel: Israel's Supreme Court rules that authorities cannot legally discriminate against converts to Judaism [BG 12/2; LAT 12/3]. P.M. Shamir denies Israel knowingly helped channel funds to Nicaraguan rebels [NYT 12/3].

Other Countries: W. German reports indicate 2 Arabs found guilty of bombing at W. Berlin club in March may have been double agents working for Israel [WP 12/1].

Military Action

Occupied Palestine/Israel: Israeli troops, attempting to control demonstration at UNRWA Teachers Training Center in Ramallah, shoot and wound a student in the head. At least 15 others are arrested in protests in the W. Bank 11/30 and 12/1 marking anniversary of the 1947 Palestine partition plan. Four colleges are ordered closed for a week [FJ 12/5].

Arab World: Amal, Sixth Lebanese Army Brigade, and Syrian commandos unite to launch major offensive against Shatila refugee camp. Palestinian forces hold off attackers [FJ 12/5]. Forty-six are killed, 111 wounded in heavy fighting between PLO and Amal forces in Beirut and S. Lebanon. One-day general strike in Sidon protests the on-going battle in that city [BG 12/2]. The Amal and the PNSF are reported to reach agreement on cease-fire in S. Lebanon [JP 12/2]. 

Military Action:

French jets from carrier Clemenceau attack positions of Iranian Revolutionary Guards, Islamic Amal militia, east of Baalbek; RPGs fired at French position in Beirut; fighting continues around Souq al-Gharb; pockets of Fateh loyalists continue to resist on fringes of Baddawi, shells fall in Tripoli; roadside bomb hits IDF patrol south of Sidon; US Marines begin 4 day rotation, 1400 new troops, veterans of Grenada invasion, to come ashore.

Casualties:

Lebanese police say 39 killed, 150 wounded in Baalbek air raid, several buildings destroyed; 1 IDF soldier killed, 5 wounded in Sidon explosion; Air France cancels Beirut flights until further notice; wave of arrests of civilians by IDF reported in South Lebanon.

Political Responses:

Israel/ Occupied Territories: 2 students wounded by IDF during Gaza demonstration; 4000-6000 dunums confiscated from Beit Ula near Hebron.

Palestinians/ Lebanese: Arafat says no one can liquidate the PLO, it is not a military base, his forces will fight to defend Tripoli against Syrian plan of conquest.

Arab Govements: Saudi, Kuwaiti and Qatari officials meet in Damascus with FM Khaddam, seek to mediate cease-fire in Tripoli.

US and Other Countries: France says air attacks are necessary to prevent new terrorist actions against French forces in Lebanon by intervening first; US says it had advance notice of French air raids.

Military Action:

IDF reinforcements, moved into Beqaa during last week's build-up of forces, begin to pull back, estimated 10,000 troops involved.

Casualties:

1 IDF soldier wounded, 1 guerrilla captured in Beirut attack; IDF arrests more than 100, mostly Lebanese, after massive search operation around Tyre, Sidon and Nabatieh, prison camp set up for 50 women detainees; 1 IDF soldier wounded by remote controlled bomb near Sidon, several villagers arrested.

Israel/ Occupied Territories: Begin defends policies against Labor criticism in Knesset; Deputy Foreign Minister, in New York, says he will discuss unilateral IDF pull-back to more defensible lines with US officials this week.

Palestinians/ Lebanese: Declaration by Fateh rebels opposes Reagan plan, Israeli-Lebanese agreement, Fez resolution, withdrawal of PLO forces from Lebanon, says military struggle is only way to liberation.

Arab Governments: Assad makes one-day official visit to Libya, says Israeli-Lebanese agreement is in its death stage.

Military Action:

IDF patrol confronts Lebanese Army at checkpoint east of Beirut; French and Italian soldiers take up positions in East Beirut alongside Lebanese Army; Foreign Minister Salem says army under orders to. shoot anyone who tries to obstruct its operations in Beirut, announces army will be increased to 40,000 men from present 22,000 by summer; car bomb explodes in Antelias, Phalange controlled suburb of Beirut; Haddad forces move in Hasbaya region of Bekaa valley; IDF reports explosive device defused near roadside in Sidon.

Casualties:

2 killed, 1 injured by car bomb in Antelias; 2 IDF killed, 2 injured in ambush while on patrol near Ayn Zhalta, southeast of Beirut.

Political Responses:

Israel/ Occupied Territories: Begin government defeats no confidence motions brought by Labor, Communist and Shinui parties, in single vote, 64 to 56; 1,466 signatures collected on petition denouncing war in Lebanon by Yesh Gvul ("There's a Limit") organization; High Court issues temporary injunction to prevent eviction of 2,000 residents of refugee settlement near Rafah; fire bomb thrown at Israeli bus near village of Arabe in Jenin district, village placed under curfew.

Palestinians/ Lebanese: At PNC, PLO Political Department head Farouk Kaddoumi calls Reagan plan another Camp David; Jibril says PFLP-GC will quit PLO and PNC if Fez resolution is endorsed; PNC Chairman Khaled al-Fahoum tells press conference we do not want to destroy any state in the region, says Palestinian state will be established in West Bank and Gaza, with Jerusalem as its capital; in Lebanon negotiations Israel seeks five "twarning stations" manned by 150 soldiers each at Mount Baruk, Hasbaya, Nabatiyeh, Sidon, and south of Sidon; Phalangist militia leader Fadi Frem says that Israel is installing Haddad's forces as second option if negotiations fail; Lebanese Foreign Minister denies Israeli report that agreement reached on accepting Haddad into Lebanese army.

US and Other Countries: Reagan says he is willing to increase number of Marines in Lebanon if it were key to speeding foreign troop withdrawal; Reagan invites Defense Minister Arens to White House meeting prior to his departure for Israel.

Military Action:

US and Israeli officials in Beirut agree to demarcate formal boundary between their two forces, using brightly painted barrels; IDF reported using tactic of "reconnaissance by fire," driving along Sidon road and spraying the orchards with machine gun fire; 160 French marines added to French contingent in MNF, another 140 to follow; Syrian Press Agency in West Beirut shattered by bomb.

Political Responses:

Israel/ Occupied Territories: 10 new settlements under preparation, 30 awaiting approval; World Zionist Organization predicts population parity between Jews and Arabs in West Bank could be achieved with 1.4 million Jews by year 2010.

Palestinians/ Lebanese: PFLP leader George Habash tells Damascus press conference he will ask forthcoming PNC meeting in Algiers to reject Reagan plan and Arafat/ Hussein talks; Major Haddad tells press conference in Metulla that Lebanese government is too weak to guarantee agreement with Israel.

Arab Governments: Mubarak ends one day visit to France.

US and Other Countries: Reagan Administration reported to favor increased grant to loan ratio in $2.5 billion economic and military aid package for Israel; international commission headed by Sean MacBride announces findings that Israel's invasion of Lebanon violated international law and that Israel was involved in the "planning and preparation" of the Beirut massacres; in London, hearing continues on shooting of Israeli Ambassador Argov, currently hospitalized in Jerusalem suffering near total blindness and paralysis. 

Military Action:

IDF seals off Ein al-Hilweh camp near Sidon, detaining 70 Palestinians, after informer working for IDF ambushed; US Marines land M-60 tanks on beaches near airport after mine clearing activities completed.

Casualties:

1 US Marine killed, 3 wounded by US-made cluster bomb near airport; Beirut airport opens for first commercial flight since June 6; Israeli Minister of Economic Cooperation Dan Meridor says Israel may prepare Palestinian refugee camps in South Lebanon for winter if UNRWA doesn't act soon; although raw sewage and garbage remains in streets in some areas, roads are being repaved.

Political Responses:

Israel/ Occupied Territories: "There is a Limit" group of anti-war reservists and soldiers call for IDF withdrawal from Lebanon and present a petition with 1,000 signatures which states "there is no military solution to the Palestinian problem"; Village League associate in Hebron attacked; heads of Israeli Druze community demand that IDF prevent Phalange assault on Lebanese Druze (claim 3 Druze abducted, new Phalange roadblocks in Druze villages set up since Gemayel assassination); Shamir addresses UN (will meet US Jewish leaders this week, travel to Chicago and Los Angeles before October 14 meeting with Shultz).

Israel/ Occupied Territories: Grenade thrown at IDF vehicle in Gaza Strip (no casualties; fourth incident of its kind in occupied territories in a week); Begin, Shimon Peres clash in Knesset debate after Peres condemns IDF advance, cutting off water supplies to Beirut; following Sharon meeting with Draper, Israel agrees to allow US, Italian contingents to take up positions in Beirut immediately rather than waiting until all PLO forces gone; Yitzhak Rabin speaks out against renewing war in northern Lebanon; pamphlets by 3 Arab groups in Nazareth ask Israeli Arabs to support PLO.

US and Other Countries: Reagan Administration affirms decision to land Marines in Beirut despite renewed fighting; Shultz invites Sharon to meet Friday during Sharon's fundraising trip to US; Austrian Chancellor Kreisky, in Der Stern article, strongly criticizes Israel.

Military Action:

Israelis move troops experienced in street fighting into hills around West Beirut; IDF artillery repeatedly shells Syrian positions near Hammana.

Casualties:

Hundreds live in Beirut parks, lacking food, water, medicine and basic hygiene; garbage piles up in West Beirut streets (most trucks are in East Beirut); more shops close throughout city as fear of IDF attack grows; Baalbek now has 35,000 refugees; Palestinian refugees reportedly receive less aid than Lebanese; Israeli unsubsidized prices for sales to Lebanon about 3 times Lebanese prices.
