Occupied Palestine/Israel: Bethlehem U. reopens after 3-month military-ordered closure and immediately receives new closure order [NYT 2/4]. Arab World: Lebanese Shi'i coalition Islamic Resistance Front threatens to kill Israeli soldier held captive for 2 years [WP 2/2].

Other Countries: U.S. envoy Philip Habib meets with Egypt's Pres. Mubarak in Paris before returning to Washington [WSJ 2/2]. Occupied Palestine/Israel: In village of 'Anabta near Tulkarm, stone-throwing Palestinians attack army bus, settlers' cars, and police vehicle after blockading road. Israeli fires on demonstrators, killing 2, wounding 1. Officials are uncertain whether shots were fired by soldiers or settlers. Army patrol later disperses crowd with live ammunition, wounding 2 more. Settlers attack village during curfew, vandalizing houses, cars [WP 2/2; FJ 2/7]. Crowds throw rocks, bottles and block roads in cities, villages, and camps throughout W. Bank; 3 Palestinians are wounded in Jenin, and 2 are injured by army gunfire in Hebron-region village of Bani Na'im; village is placed under curfew. Violent disturbances are also reported in E. Jerusalem [WP 2/2; FJ 2/7]. Israeli authorities arrest 14 Palestinians during raid of Jerusalem's Thuri quarter [FJ 2/7]. More than 20 are arrested in early morning raid in Nablus [WP 2/2]. In Gaza Strip, military imposes curfew on Burayj camp following violent stone-throwing demonstrations; curfew is lifted in Dayr al-Balah camp. Arab World: King Hussein states Jordan will continue to abide by Rabat summit conference decisions, will not replace PLO as representative of Palestinian people, gives guarded pledge of assistance to Palestinians in occupied territories [JP 3/12].

Other Countries: U.S. Asst. Sec. of State Richard Murphy states U.S. will unfreeze $150 million of the $1.3 billion civilian aid program for Egypt in wake of police rioting 2 weeks ago. (U.S. had been withholding the aid to express displeasure at Egypt's failure to implement economic reforms) [WP, FT 3/12].

Occupied Palestine/Israel: Ariel Sharon accuses P.M. Shimon Peres of "withholding information about important diplomatic talks from the govemment" [BG 10/18]. Knesset votes 39-22 to limit partially MK Muhammad Mi'ari's parliamentary immunity following speech he made in E. Jerusalem in which he expressed solidarity with Fahd Qawasmeh and Yasir Arafat [JP 11/7]. Nazareth district court finds Golan Heights Druze man Rafik Kalani, 20, guilty of giving information on Israeli army strength to Syria; Kalani allegedly confessed to the charges UP 10/16]. Galilee Palestinians demonstrate outside P.M. Shimon Peres' office while members of the Regional Committee of Arab Local Council Heads meet with Interior Ministry officials over $8 million in budget deficits plaguing the Arab councils inside the green line; Umm al-Fahm town has not been able to pay municipal employees for 5 months [FJ 11/18].

Arab World: King Hussein states there is "no truth at all" to PLO claims that last minute changes had been introduced toa statement Britain said 2 PLO delegates had agreed to sign; Hussein acknowledges that PLO rep. Muhammad Milham "was not aware, apparently, ofthe details" in the statement, negotiated by Jordan on behalf of the PLO, until it was shown to him in London [WP 10/16]. About 1,000 Sudanese demonstrators march on the U.S. embassy in Khartoum, buming the U.S. flag, after speech there by Yasir Arafat [NYT 10/16].

Other Countries: Pres. Reagan states he will "never" apologize to Pres. Mubarak for the interception of the Egyptian plane [NYT, WP 10/16]. British cabinet ministers have categorically denied the U.S. exerted any pressure to have the joint Jordanian-Palestinian delegation meeting cancelled [CSM 10/16]. Italian Defense Ministry spokesman states U.S. evidence allegedly implicating Muhammad 'Abbas in the Achille Lauro affair arrived in Italy 30 minutes after 'Abbas had already been allowed to leave and it originally came from Israeli intelligence sources [WP 10/16]. Arab World: 2 Palestinians killed in clash with Israeli troops in security zone; no Israeli casualties reported [JP 10/16]. 2 Arabs on flight from Iraq are arrested in Rome airport carrying suitcase bombs; they carry false Moroccan passports [CT 10/16].

Arab World: Marine contingent completes withdrawal to warships off coast of Beirut; Shi'ite militia and rebel Lebanese Army units take bunkers vacated near airport; within hour after last Marine retreat, USS Caron and New Jersey blast anti-government positions in hills over Beirut; Israeli jets bomb positions around Souq al-Gharb as Druze militia fights last LAF holdout there.

Occupied Palestine/Israel: Israeli Dep. PM Levy says Reagan decision to pull out of Lebanon shows "poor judgement and certain weakness." Israeli Chief of Staff Eitan says IDF must remain in S. Lebanon forever to ensure safe northern border.

Arab World: Arafat accepts outline of Saudi-organized ceasefire in Tripoli. After letter from Pres. Reagan reiterating US position, King Hussein says he is prepared to resume talks with Arafat on joint Palestinian-Jordanian approach to negotiations with Israel; in light of current struggle in Tripoli, Hussein promises to put "no conditions on him. " Rebel spokesman asserts Tripoli fighting results from Arafat's refusal to heed Coordination Committee proposals. Arab World: Palestinian casualties in Lebanon mountain artillery exchanges: 2 PFLP fighters, 1from Struggle Front, 2 from Liberation Army and 1 from al-Saiqa killed; 2 from Struggle Front wounded. Israel-backed militia chief in S. Lebanon, Abu Saleh, quits to renew loyalty to Amal militia. 1983 to date, 71 Druze quit Israeli military for religious reasons (compares with 19 in 1982).

Military Action:

Artillery barrages continue sporadically in Israeli held-areas of Chouf, IDF bolsters forces in area, attempts to arrange cease-fire; strikes and demonstrations in Sidon, Tyre, Nabatiyeh and many villages to protest Friday's killing of Lebanese student by IDF.

Casualties:

Local Amal commander shot and wounded in Zifra during anti-IDF protests; 15 killed in Druze attack on Chouf village of Mtoulle; 65 men and women from Qaroun, western Bekaa, reportedly arrested by IDF after overnight search and interrogation of residents; 6 arrested by IDF in villages of Mazbut and Keter Mya.

Israel/ Occupied Territories: Special envoy Habib meets Israeli officials with Lebanese response to clarifications; heads of Israeli and Lebanese delegations, and US special envoy Draper will sign agreement; WZO Settlement Department proposes establishing 6 settlements south of Hebron, expanding 4 existing ones; 1600 dunums from Akrabe village declared state land last week for settlement of Tel Haim; military authorities permit re-opening of Islamic University, closed since second week of March; former Defense Minister Sharon, in New York, opposes troop withdrawal agreement, says MNF prevents necessary steps being taken against terrorists in West Beirut.

Military Action:

4 hours of artillery and rocket barrages between Phalange and Druze militias over 20 mile arc from Chouf to Junieh, Beirut suburbs worst hit since last summer; helicopter carrying US Marine commander fired on, no injuries; artillery and rocket battles in Tripoli between pro- and anti-Syrian militias; Gemayel orders Lebanese Army and Air Force to attack and silence any positions firing on Beirut; IDF officers in Bekaa say Syrian military activity in the area is defensive, no signs of preparation for attack.

Casualties:
