Shimon Barda, head of the "Lifta Gang," is convicted by the Jerusalem district court of conspiring to blow up the Dome of the Rock. Sentencing will follow [JP 7/30]. Knesset finance committee freezes IS 354 million for Kiryat Arba's local council until Attomey General Zamir gives legal opinion on council's proposal to dismiss Palestinian workers [JP 7/30]. Knesset appoints seven-minister committee to make recommendations regarding punishment of those convicted of politically motivated killings [BG 7/29]. Voice of America reports Israel seeks American banks to operate in Israel, to boost ailing Israeli banking system; at least one is reportedly interested [JTA 7/3 1]. Koterit Rashit reports Israeli firms are studying 70 proposed business projects in China, including construction of 2 hotels and an airport. The Daily Telegraph cites report in Jane's Defence Weekly stating secret military links were opened between Israel and China in 1979, a $3 billion arms deal was recently concluded, and Israeli military advisers have served with Chinese ground and air force units [JC, DT 7/29].

Arab World: The United Arab Emirates is second state to confirm attendence at upcoming Arab summit meeting. Syria, Lebanon, and South Yemen will not attend [FT 7/30, LT 8/2]. Kuwait, Bahrain, Saudi Arabia, Iraq, and Egypt back the summit call [JP 7/30, FT 7/31].

Arab World: Israeli planes attack Palestinian base used by the PFLP-GC in eastern Lebanon; no casualty reports [WP 7/30].

Occupied Palestine/Israel: IDF reserve soldier found dead (strangled) in Westem Negev [FJ 6/14].

Arab World: SLA seizes 25 Finnish UNIFIL soldiers in southern Lebanese "security zone" in retaliation for UNIFIL seizure of 11 SLA men and their deliverance to Amal custody [NYT 6/8]. UN says 11 deserted the SLA [WP 6/10]. Kuwait daily al-Qabas reports attempted coup d'etat in Jordan last month while King Hussein was in U.S. (Jordanian officials deny the story.) Al-Qabas names Hasan 'Ubaydat, secretary general of Jordanian Ba'th party, who entered Jordan from Syria, as leader of the coup attempt. 'Ubaydat is reportedly arrested and an arms cache uncovered [JWP].

Occupied Palestine/Israel: 2 more suspects arrested (one Kiryat Arba security officer) in connection with bus bombing plot (4/27/84). When asked in interview if practice of demolishing homes of terrorists will be applied to Jews, DM Arens refuses comment, but admits existence of "legal anomoly."

Arab World: Chrmn. Arafat tells Kuwait newspaper al-Qabas of hopes to establish base in Egypt. Lebanon announces formation of new national unity gov't.; Shi'ite leader Berri refuses to join cabinet, criticizing lack of important Druze and Shi'ite role.

Occupied Palestine/Israel: Israeli patrol kills Israeli government ranger, shooting at wild dogs in field near Beit Lahiya, Gaza, mistaking him for Palestinian "guerrilla." Complaints registered with Tel Aviv police that Civil Defense volunteers from local high schools randomly beat Arabs; base commander Sarah Ruhamim, reportedly commanded pupils: "Get out of the patrol car and see that the Arabs get a beating; my daughter enjoys it terribly." Ruhamim resigned after sum- moned by CD commander. Arab World: USS New Jersey fires big guns for 5 hours at artillery positions behind Syrian lines. 6th/15th Lancers of British MNF withdraw from Beirut to aircraft carrier Reliant.

Military Action:

Phalange and Druze exchange artillery and small arms fire in Chouf after Druze sheikh killed by land mine in Kfarhim.

Casualties:

23 killed, up to 100 kidnapped in Chouf fighting.

Israel/ Occupied Territories: Detectives investigating murder of 2 Russian nuns suspect fanatical Jewish opponents of Christian activity in the Holy Land, Russian convent and other Christian institutions in Jerusalem recently daubed with swastikas; 90% of government-employed doctors refuse to work in escalation of strike actions for higher wages begun March 2; High Court rules that Druze residents of Golan Heights must carry Israeli identity cards; Chief of Staff Levy says reserve duty will average 60-65 days this year if IDF remains in Lebanon for protracted period; Cabinet formally ratifies agreement with Lebanon.

Military Action:

IDF bus in Kfar Sil ambushed by Lebanese National Resistance using rocket propelled grenades and machine guns, IDF returns fire into groves alongside road; artillery, rocket and hand-to-hand fighting in Tripoli.

Casualties:

21 IDF wounded in ambush, bringing total IDF casualties in 3 weeks to 25 wounded, 6 dead, and since Sept. 1, total IDF casualties are 104 killed, 203 wounded; one attacker killed by IDF; 19 killed in Tripoli fighting.

Israel/ Occupied Territories: MK Charlie Biton, at lunch hosted by PLO in New York, calls for Palestinian state on the West Bank, urges US to negotiate directly with the PLO, Israel to cut military spending; Bedouin whose herds were seized in December win order nisi from Israeli High Court calling for Defense Ministry, Chief of Staff and Nature Reserves Authority (Green Patrol) to give reason within 10 days why the herds should not be returned; Palestinian union activists, journalists, writers and poets from Nablus, Tulkarm and Hebron arrested and detained by military authorities now number over 300 in Fara'a prison.
