Occupied Palestine/Israel: Troops shoot, kill 14-year-old in Qalqiliyyah [NYT 8/10, FJ8/14]. In Qalqiliyyah 8 others are shot, 9 seriously affected by tear gas [FJ 8/14]. Arab World: Israeli Air Force bombers attack positions in S. Lebanon knocking out radio station used to broadcast PLO messages to the territories; 3 people are killed, 5 wounded. It was the 12th Israeli air raid into Lebanon this year; police estimate that over 60 people have been killed, 120 wounded [NYT 8/10]

Military Action:

Syria reported to have East German and Cuban military advisers assisting with newly acquired Soviet equipment and upgrading military command and control structure; Haddad declares he has taken control of 25-mile zone of South Lebanon, establishes garrison post in Sidon, says purpose is to help legitimate authorities to restore sovereignty throughout the country; 150 French soldiers added to French MNF contingent, now numbers 2,200; Lebanese Cabinet decree places police at disposal of military commander, gives army right to arrest and try people threatening national security; IDF says it will increase patrols in Sidon in response to requests from Wazzan.

Casualties:

45 thefts of autos from Palestinians in South Lebanon reported by police.

Thousands continue to flee West Beirut, choking the one crossing left open (hundreds of Lebanese seeking to enter W. Beirut to bring out relatives and friends are barred by IDF); food, water, fuel, electricity remain cut off (UNICEF tells its personnel to leave); none of those leaving are being allowed to stay in East Beirut; only Lebanese, no Palestinians being allowed to leave (Phalange say this is at IDF orders); ICRC finally gets IDF permission for one truck of medicine, four of food to enter West Beirut.
