With Israeli approval, Lebanese army reopens Kafr Falus crossing point btwn. Sidon, SLA-controlled Jazzin in s. Lebanon. By opening the crossing, which has been closed since 1985, the army hopes to prove to Israel that it is capable of reestablishing authority over all of s. Lebanon. Secy. of State Albright leaves Israel for Syria, saying that she has not made progress toward resuming Israeli-PA talks, she will not return until Israel, the PA "have made hard decisions." In Bethlehem, PA police beat Palestinian Salih Musa during a traffic dispute, take him to Bethlehem hospital. 6 policmen are later arrested in connection with the incident. Bethlehem is still under the internal closure imposed by Israel following the 7/30 bombings. (LAW 8/21)

In retaliation for Hizballah's 8/19 shelling, Israeli air force (IAF) strikes far n. of the self-declared security zone, hitting a Hizballah base, an area nr. the Lebanese army unit that took part in the 8/18 shelling, a power station, injuring 2 Lebanese civilians. ILMG holds an emergency mtg. to discuss the deteriorating situation. Israel says that strike on power station was meant to show the Lebanese government that "a situation in which Israeli citizens cannot live peacefully while the Lebanese continue to live their lives normally will not be tolerated." 3 Lebanese civilians are killed by a roadside explosion in Jazzin, which is controlled by the South Lebanon Army (SLA). In response, the SLA shells the largely pro-Hizballah city of Sidon, killing at least 6 civilians, wounding 38--the highest civilian toll since the 4/96 understanding. Hizballah, supported by Lebanese army artillery, then shells source of SLA fire (a village nr. Jazzin), killing 1 civilian, wounding 2. Israel files a complaint with the Israel-Lebanon Monitoring Group (ILMG), blaming Hizballah for the initial roadside bombing; reprimands the "rogue commander" of the SLA who allegedly ordered the Sidon attack. Hassan Nasrallah in protest over Hizballah's decision to participate in the 1992, 1996 elections) to protest the government's economic policies, neglect of the Biqa` region.
