Israeli PM Rabin responds that "It wouldn't be so terrible if the withdrawal were delayed by two weeks," while FM Peres, on 1st visit by an Israeli minister to Albania, says "we can still be on time." Palestinian negotiator Ziyad Abu Zayyad suspends his participation in talks with Israelis on confidence-building measures in protest of Israeli position on prisoner release. (MM 11/29)

IDF undercover unit in Gaza kills Fateh Hawks mbrs. Ahmad Abu al-Rish, 23, and Farid Imtair, 21, in gunfight. Al-Rish had been granted amnesty earlier in the week and taken off IDF wanted list. (MM, NYT 11/29)

Jordanian Crown Prince Hassan and Israeli FM Peres meet each other, U.S. Pres. Clinton in Washington. 1st public meeting of Israeli and Jordanian leaders is followed by press conference to announce formation of joint comms. on economic cooperation, environment. (NYT, WP 10/2)

Donor nations' conference in Washington pledges $2.1 b. in aid to Palestinian entity over next 5 years. 43 nations represented pledge $600 m. in next year alone. Biggest donor is EC, pledging $600 m. over 5 years, followed by U.S. at $500 m. in same period. Japan promises $200 m. over 2 years, and Scandinavian countries $150 m. over an unspecified time. Saudi Arabia, ending its cutoff of support for Palestinians, promises $100 m. in 1st year, while Israel offers a$25 m. grant and a $50 m. loan. U.S. VP Al Gore delivers keynote address, while Secy. of State Christopher describes conference results as "a striking success however you measure it." PLO Chmn. European Community leaders, including P.M. Major, call on UN to create safe haven in northern Iraq where Kurdish refugees could be protected from further repression. EC offers $180 million in humanitarian aid to help Kurds [NYT, WP, LAT 4/9].

Sec. Baker visits Iraq-Turkish border to witness plight of refugees; spending just 7 minutes there, Baker speaks with refugees, says it is up to international community and not just U.S. to help Kurds [NYT, WP, LAT, CSM 4/9].

Palestine National Salvation Front, loose alliance of PFLP-GC, Fateh Uprising, and Saiqa factions based in Damascus, put forward Syrian-backed initiative for reconciliation with mainstream PLO after 8-year split. Move is seen by analysts as continuing effort on part of Pres. Asad to strengthen his influence over PLO [NYT, LAT 4/9].

Israeli Defense Ministry announces it will free more than 1,000 of approximately 14,000 Palestinian prisoners. Those to be released are Palestinians who were not involved in intifada violence and who have served most of their sentences. Official says timing has to do with end of Ramadan rather then Sec. First major element-about 100,000 troops-of U.S. Army's VII Corps in southern Iraq begins withdraw back into Saudi Arabia; move is expected to take weeks [NYT 4/9].

Yasir Arafat is quoted as saying Palestinian fighters in Lebanon should be allowed to keep their weapons to defend refugee camps in defiance of Lebanese gov't. order to disarm [MEM 4/8].

Israeli Army Col. Yehuda Meir is convicted of ordering his soldiers to break the bones of Palestinians during early days of intifada [MET 4/16; JPI 4/20].

Occupied Palestine/Israel: A general strike is observed on W. Bank and the Gaza Strip marking the beginning of 9th month of the intifadah [NYT 8/10, FJ 8/14].

Arab World: Assistant Sec. of State Richard Murphy meets with officials in Jordan and Egypt, declines to meet with Palestinians; two Palestinians he was to have met are close to PLO chairman Yasir Arafat. [WP 8/10]. In an interview in al-Sharq al-Awsat PLO chairman Yasir Arafat refuses to state whether he supports Palestinian government-in-exile [NYT 8/10]. In Damascus George Habash, leader of Popular Front for the Liberation of Palestine, endorses formation of Palestinian government-in-exile [NYT 8/10].

Military

Occupied Palestine/Israel: Troops shoot, kill 14-year-old in Qalqiliyyah [NYT 8/10, FJ8/14]. In Qalqiliyyah 8 others are shot, 9 seriously affected by tear gas [FJ 8/14]. In Jenin 4 Palestinians are shot; in Bayt Rima 5 Palestinians are shot, in Gaza 5 Palestinians are shot [NYT 8/10]; in Jenin 2 Palestinians are shot [FJ 8/14]. In Tel Aviv 2 Palestinians are killed, 1 injured after the shack they were sleeping in was set afire [FJ 8/14]. At Beach camp 13 Palestinians are treated for exposure to tear gas [FJ 8/14]. Demonstrations occur in Tulkarm, Khan Yunis, Jabalya, Nusayrat, and Beach camps and Gaza City, Hebron, Dayr Ghassanah.

Arab World: Israeli Air Force bombers attack positions in S. Lebanon knocking out radio station used to broadcast PLO messages to the territories; 3 people are killed, 5 wounded. It was the 12th Israeli air raid into Lebanon this year; police estimate that over 60 people have been killed, 120 wounded [NYT 8/10]

Casualties:

Druze leaders ask government to restore electric power to Chouf region, blacked out for past 3 weeks; 6 IDF prisoners held by Fateh in Lebanon appear in Dutch TV program broadcast in Israel, PLO says their mothers are welcome to visit them.

Israel/ Occupied Territories: Stones thrown at car of Israel-appointed mayor of Jenin, who opens fire with his pistol; stone-throwing in Nablus, el-Bireh, Jalazon and al-Amari camps; shots fired from car passing Jalazon; curfews imposed on central Nablus and Ramallah; Hebron prison inmates start hunger strike; students hold protest strikes at Najah University, Hebron's Islamic University; bomb defused in Hebron school; 300 members of Israeli Committee for Solidarity with Birzeit distribute pamphlets and hold protest march in Hebron, call for disarming of West Bank settlers and dismantling of settlements.

Palestinians/ Lebanese: Lebanese Christian and Muslim leaders publicly demand disbanding of Amal militia and expulsion of Iranian Revolutionary Guards after yesterday's attack on Lebanese Army unit near Baalbek.

Arab Governments: President Mubarak, at rally of National Democratic Party, accuses PLO of inciting Egyptian people and army against government, warns the 40,000 Palestinians living in Egypt they can be deported, says he refused PLO request to operate radio station; Jordan bans all imports from Lebanon unless accompanied by proof they were made in Lebanon.

US and Other Countries: After 5 1/2 week trial, British court sentences three men, alleged members of Abu Nidal group, to 30-35 years for attempted assassination of Israeli Ambassador Shlomo Argov in June 1982.

Military Action:

IDF armored units trade intermittent artillery fire with PLO in W. Beirut following night of fierce shelling; IDF shelling wrecks Algeria's six-story embassy and Summerland resort hotel, damages embassies of Kuwait, Iran, Iraq and UAE; PLO shells injure guard at presidential palace, land near residence of US Ambassador; IDF jets drop flares; 8 IDF shells hit Beirut racetrack; Phalangists resume blockade of food and fuel from West Beirut after IDF eased blockade yesterday; IDF units report capture of 600-700 PLO fighters, mainly in the Chouf mountains in the past week; IDF soldiers patrol villages in the area to prevent violence between Druze and Christian villagers.

Casualties:

Nine IDF soldiers reportedly wounded in past 24 hours; private Lebanese radio station reports 12 Palestinians killed, 18 wounded; Israeli Economy Minister Meridor, heading aid program in southern Lebanon, claims only 10 Sidon buildings damaged beyond repair (Sidon's mayor says hundreds); 50-60 people are being arrested each week in the Sidon area alone on suspicion of being PLO members/ sympathizers; ICRC still denied access to IDF's "civilian detainees" except for 18 injured being held in an Israeli hospital; refugee estimates of civilian dead in Ain el-Hilweh run to "thousands"; despite reports by IDF Druze unit which attacked camp with little PLO resistance, large areas of camp were devastated, hundreds buried under the rubble; death toll for Beirut alone since June 4 put at 2,683.

Israel/ Occupied Territories: Israel reportedly sent Reagan documents indicating "mercenaries" from Asia/Africa fought with PLO and that M-16 rifles sold by the US to Saudi Arabia were found in southern Lebanon; Sharon says all PLO and Syrian forces must leave Lebanon before IDF will withdraw; Israel rejects use of multinational force as "buffer" between IDF and PLO forces; Foreign Ministry official Kimche and Israeli military intelligence officer Saguy meet with Habib in Beirut; several cabinet ministers opposed to IDF assault on Beirut even if negotiations fail; 300 IDF reservists in Tel Aviv call for an end to the war in Lebanon.

Palestinians/ Lebanese: Negotiations make little headway as PLO insists on political concessions, protection for Palestinian refugees in return for evacuation; PLO also reported to insist on retaining heavy as well as light weapons; Habib meets with Wazzan, Sarkis, Butros; Salam accuses Sharon of ordering Friday bombardment to sabotage talks; Wazzan insists US and other peacekeeping troops be deployed in W. UN: UNIFIL spokesman says the number of persons in the UNIFIL area has doubled with the influx of refugees fleeing fighting in the north, many with no roof over their heads.
