In the West Bank, 15 Israeli settler families moved into a Palestinian-owned building between the Kiryat Arba settlement and al-Ibrahimi Mosque. Israeli forces guarded the settlers as they moved into the building. The settlers were evacuated from the building on 5/15. Israeli settlers with military escort raised Israeli flags near the entrance to Jannatah. Elsewhere, Israeli settlers vandalized 1 Palestinian vehicle in Masafer Yatta. Israeli forces shot and injured 13 Palestinians during a raid in Jenin refugee camp; 2 were arrested. 1 of the Palestinians injured later succumbed to his injuries on 5/15. Israeli soldiers fired a short-range missile at a building during the raid, severely damaging a house where 19 Palestinians were sleeping and subsequently fired another 6 anti-tank missiles at the house. Israeli forces also used a Palestinian minor and her father as human shields during the incident. Israeli forces also raided Burqin, injuring several Palestinians; 1 Israeli soldier was injured and later succumbed to his injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 1 with a baton round and more than 20 with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian near the Beit El settlement, claiming he had tried to attack Israeli settlers. Elsewhere, Israeli forces prevented Palestinian and Israeli activists traveling in buses from reaching Masafer Yatta to show solidarity with eviction-threatened Palestinians. Israeli settlers later assaulted a group who had proceeded on foot, injuring 5. 1 Palestinian was arrested during a late-night raid in Tubas. In East Jerusalem, Israeli forces violently dispersed Palestinians using stun grenades and batons during the funeral procession for Shireen Abu Akleh, assaulting the pallbearers among many others; 33 were treated for various injuries, including a photojournalist. Israeli forces also confiscated Palestinian flags, including from the coffin, and arrested 6 for waving Palestinian flags. Haaretz reported that it was Jerusalem district commander Doron Turgeman who ordered the Palestinian flags confiscated during the funeral procession. In Israel, Israel said it had arrested 1 Palestinian teen for allegedly carrying a knife and a letter stipulating his intent to carry out an attack. Israel indicted Sheikh Yusuf Albaz, the imam at Lydda’s Great Mosque, for incitement over alleged remarks celebrating Palestinians defending al-Aqsa Mosque. (HA 5/13)

Palestinian public prosecution said in a statement that the preliminary investigation into the killing of Abu Akleh found that the only source of gunfire at the scene where Abu Akleh was killed was from Israeli soldiers. (WAFA 5/14)

The U.S. Biden administration expressed dismay at the Israeli police’s dispersal of Palestinians at the funeral procession for Abu Akleh (see above). President Joe Biden said Israeli actions had to be investigated. Secretary of state Antony Blinken said the U.S. was “deeply troubled.” UN secretary-general António Guterres said he was “deeply disturbed” by the Israeli actions while the EU called the videos of the Israeli attacks appalling. The U.S. state department informed Congress that it will remove 5 extremist groups from its list of foreign terrorist organizations, saying they are defunct. Among the 5 are the Jewish terrorist organization Kahane Chai and a Gaza-based umbrella organization for militant groups, the Mujahidin Shura Council in the Environs of Jerusalem. The UN security council unanimously condemned the Israeli killing of Abu Akleh on 5/11, calling for an impartial investigation. The U.S. noticeably supported the statement, rather than abstaining or voting against. (AP 5/13; AJ 5/14)

At a meeting between U.S. president Joe Biden and Jordan’s king Abdullah II in Washington, President Biden reaffirmed the U.S.’s position that Jordan is the custodian of the Muslim Holy sites in Jerusalem. (AP, REU 5/13)

In the West Bank, Israeli settlers raided Palestinian farmlands south of Hebron, leading to a confrontation between Israeli activists assisting Palestinians in protecting their lands and Israeli forces. 1 Israeli activist was headbutted by an Israeli soldier. Israeli settlers also threw stones at Palestinian vehicles near the Za‘atra checkpoint. Elsewhere, Israeli settlers blocked the Nablus-Ramallah road near Sinjil. Israeli settlers also unleashed dogs on Palestinians in Wadadi, causing injuries to 2 Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in ‘Azzun. Israeli forces later violently dispersed the funeral procession for the Palestinian killed earlier in the day, injuring 2 with live ammunition. Israeli forces also took measurements for punitive home demolitions in Qarawat Bani Hassan of the family homes of 2 Palestinians accused of killing 1 Israeli settlement guard at the Ariel settlement on 4/29. 3 Palestinians were arrested in Qarawat Bani Hassan and 10 were arrested at the Qalqilya checkpoint after returning to the West Bank from East Jerusalem. In Israel, Israeli police arrested the imam at the Great Mosque in Lydda, Sheikh Yusuf Albaz, claiming he had incited violence. Director Francis, who is an Israeli citizen, was travelling to participate in the World Social Forum in Mexico via the U.S. Addameer was declared a terrorist organization by Israel in 10/2021. In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. In the West Bank, Israeli settlers marched across the West Bank to protest the presence of Palestinians living in Area C, closing off much of Area C to Palestinians. Most of the marches were directed toward the Evyatar settlement outpost, which Israeli settlers are trying to rapidly expand to prevent the new Israeli government from evacuating it. Israeli forces violently dispersed Palestinian protesters in al-Wad, leading to tear-gas related injuries. Israeli forces also delivered stop-work orders for 2 houses in Idhna and a demolition order for a 2.2-mile-long electric power line near Hebron. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 6th day in a row. 15 Palestinians were arrested during late-night raids in and around Bayt Liqya, Tulkarm, Zababdeh, Kafr Qaddum, Aida refugee camp, and Bayt Umar; during the raid in Bayt Umar, Israeli forces violently dispersed Palestinian protesters, leading to tear-gas related injuries. PA forces arrested prominent Israel and PA critic Issa Amro; Amro was later released in the morning of 6/22. In East Jerusalem, 1 firebomb caused minor damage in Shaykh Jarrah; Israeli police arrested 2 Palestinian minors suspected of throwing it. Subsequently, 1 Israeli setter used pepper spray on Palestinians in the area, and other Israeli settlers and Palestinians threw lawn furniture at each other. Palestinians were also said to have shot off firecrackers at Israeli settlers. Israeli forces violently dispersed Palestinians in the area, injuring 20 with rubber-coated bullets and tear gas. Israel continues to prevent Palestinians not living in Shaykh Jarrah from entering while all Jewish Israelis are allowed to enter. Israel allowed a small amount of agricultural and textile products to be exported from Gaza for the 1st time since 5/8. Israel still maintains an even stricter blockade of Gaza than before “Operation Guardian of the Walls” in May. Gaza’s Pepsi factory, for example, sent home all its employees on 6/20 due to running out of carbon dioxide gas and syrup, which it has been unable to secure due to the Israeli blockade. Israel’s defense minister Benny Gantz signed an administrative detention order against a Palestinian citizen of Israel from Lydda. The man is the 3d Palestinian citizen of Israel with orders signed to be put in administrative detention since the middle of May. 12 Palestinian residents of East Jerusalem have also had administrative detention orders signed against them. 13 other Israeli citizens are held in administrative detention but with no order signed against them. It was unclear if any of the 13 were Jewish Israelis. (HA 6/23)

Hamas’s Yahya Sinwar said that a meeting with the UN special coordinator for the Middle East peace process Tor Wennesland had gone poorly and that he would consult with the Hamas military wing to find a response to Israel’s continued tightening of its blockade after the latest escalation between Israel and Hamas in May. Sinwar and Wennesland met to discuss how the UN could mediate to strengthen the Hamas-Israel ceasefire. (HA 6/21; AJ 6/22)

In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israeli forces demolished 1 house in Halhul and displaced 8 Palestinians, demolished 1 car wash in Jinsafut, delivered demolition orders for 8 structures in Jawaya, and demolished 1 agricultural structure in Wadi Muhaisen. Israeli forces also shot and injured 4 Palestinians during a late-night raid in Jenin. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 2d day in a row. 7 Palestinians were arrested during late-night raids in and around Jalazun refugee camp, Yatta, Tarqumiyya, and Kafr Dan. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In Gaza, Israeli forces conducted air strikes in Khan Yunis and Gaza City, causing damage; no injuries were reported. Israel said the air strikes were in response to incendiary balloons sent toward Israel, which were said to have ignited 8 fires. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries. Israel arrested a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, saying he had incited violence by sharing a clip from a movie showing people killing a police officer on Facebook. (HA 6/17; MEMO 6/18)

The Israeli justice ministry indicted 1 Israeli border police officer for reckless homicide in relation to the shooting of Eyad al-Hallaq, a Palestinian man with special needs, in the Old City of East Jerusalem on 5/30/2020. In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The poll was conducted on 5/20, the day the ceasefire agreement between Israel and Hamas was announced. (MEE 5/27)

The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Separately, the UN appealed countries to raise $95 million in aid to Gaza, the West Bank, and East Jerusalem. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . The 57 members of the Organisation for Islamic Cooperation released a joint communiqué after an emergency meeting, calling Israeli attacks on the Haram al-Sharif compound “barbaric” and said the nations consider Israel’s attacks a “serious violation of international law.” (HA 5/11)

In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. Israeli police and border guards conduct a series of raids in Issawiyya late at night, arresting at least 50 Palestinians, including 23 children. In the West Bank, Israeli settlers steal olives harvested from 260 trees in Palestinian orchards near Nablus. IDF troops and Israeli settlers assault Palestinian students in central Hebron, claiming they were throwing stones. When Palestinian teachers intervene, the Israeli soldiers arrest 1 of them. Outside Hebron, Palestinian students throw stones at IDF troops stationed near Bayt Umar, causing no injuries; 1 Palestinian is arrested. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. Alleged stabbing incidents continue throughout the oPt and, for the 1st time this quarter, in Israel. In East Jerusalem, an Israeli civilian shoots and injures a Palestinian woman in the Old City. The Israeli police and paramedics report that she attempted to stab the Israeli man prior to the shooting, while Palestinian witnesses say she did not have a knife and that the Israeli man instigated the physical confrontation. After the incident, Israeli forces raid the woman’s home in Sur al-Bahir, and conduct late-night raids in Issawiyya and the Old City, arresting 6 Palestinians. Elsewhere, an Israeli soldier shoots and kills a Palestinian in Kiryat Gat nr. Beersheba after he allegedly attempts to stab the soldier and steal his gun. Later, a Palestinian stabs and injures an Israeli in a mall in Petah Tikva; Israeli police arrest him. Meanwhile, dozens of Palestinians gather in Jaffa, Umm al-Fahm, and Lydda to protest the Israeli occupation for the 2d day in a row.
