He says Israel should not accept Oslo; IDF should be allowed to operate anywhere in the West Bank, Gaza; negotiations with Syria should be postponed until Pres. In an interview published simultaneously in Israel, Qatar, Saudi Arabia, PM Peres calls on Gulf states to join forces with Israel against Iran. (MM 5/17)

IDF shoots, wounds most-wanted Hamas mbr., Hassan Salameh, as he flees fr. a vehicle inspection point nr. 3,000 Palestinians attend National Islamic Salvation Party (NISP) rally in Gaza in support of Hamas political leader Musa Abu Marzuq, currently detained in the U.S. Speaking at the rally, Hamas leader Mahmud Zahhar calls on Qassam Brigades not to take any violent actions before the Israeli elections 5/29, calls on leaders abroad to be sensitive to conditions in the territories. Ethiopia has reportedly stopped issuing exit visas for Jews in attempt to compel Israel to send Ethiopian gov't. more weapons. Shimon Peres sharply attacks Shamir and Rabin's request for Pres. Bush to raise $2 billion for restoring refugee camps [FBIS 9/7].

Arab World: Citing Lebanese Christian army commander Michel Aoun's "erratic and threatening behavior," U.S. evacuates its embassy in Beirut [NYT, WP, LAT 9/7].

Occupied Palestine/Israel: In Gaza, Israeli troops fire at demonstrating Palestinians, injuring 21. UN workers charge Israeli authorities stopped an ambulance and arrested 2 Palestinians on their way to the hospital [MET 9/19].

Occupied Palestine/Israel: P.M. Peres meets with 25 non-PLO Palestinians from West Bank and Gaza, mostly pro-Jordanian Israeli-appointed mayors not previously involved in peace process, to discuss plans to appoint Arabs from the occupied territories to head various departments of the Israeli military govemorates in the occupied territories and to give these officials powers to run daily affairs; Peres also suggests Arabs may be appointed mayors to West Bank cities which are currently run by Israeli officers [BG, JTA 8/4; FJ 8/8]. Chicago Tribune reports that P.M. Peres and Defense Minister Rabin approved plan to send $2 billion worth of weapons to Iran, in violation of U.S. policy [CT 8/3].

Occupied Palestine/Israel: P.M.: Thatcher, ending trip to Israel with news conference, says if PLO refuses to renounce terrorism and recognize Israel other negotiating representatives of Palestinian people must be found; says "ultimate solution" to Palestinian problem is federation of Jordan, West Bank, and Gaza [WP 5/28]. In Knesset, P.M. Peres survives four votes of no-confidence over Shalom crisis [LT 5/29]. Six hundred Palestinian prisoners in Junayd prison near Nablus go on hunger strike to protest conditions [FJ 5/30].

Arab World: Syrian V.P. 'Abd al-Halim Khaddam arrives in Moscow to discuss possible attack against Syria and PLO bases by Israel and U.S. Syrian Pres. al-Asad ends Greek visit; joint communique with P.M. Papandreou states Greece will initiate actions within EEC to start dialogue on M.E. solution.

Other Countries: Italian judicial officials issue warrants for arrest of 14 alleged Arab terrorists, including Abu Nidal, in connection with terror incidents in Italy last year [WP 5/28].

Minister of Trade and Commerce Ariel Sharon and Time magazine reach out-of-court settlement in libel suit Sharon filed under Israeli law; Time apologizes, pays undisclosed amount of money [NYT, WP 1/23]. Israeli govt. agrees in principle to return $51 million to help U.S. meet budget cuts [JP 1/23].

Arab World: Al-Quds (Jerusalem) Committee set up by the 46-member Islamic Conference Organization meets in Morocco at request of Yasir Arafat, appeals for support in preventing further Israeli disruptions at Islamic shrines in East Jerusalem [JP 1/22; LT 1/23].

Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Israeli settlers in West Bank and Gaza meet at Pesagot near Ramallah to discuss how to torpedo the envisaged peace talks with Jordan and how to force out of the country Arabs freed May 20 [JP 6/3]. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks. 

Military Action:

Lebanese customs agents confiscate nearly $1m. worth of commercial and agricultural products, mainly smuggled from Israel, during first day of crackdown on illegal imports.

Casualties:

Lebanon carries out first state execution since 1972 by public hanging of man convicted of 1979 murder in Beirut; government gives UNRWA authorization to restore refugee camps to pre-June 1982 condition.

Israel/ Occupied Territories: Jerusalem magistrate turns down police request to remand 8 yeshiva students arrested during fight yesterday with Arab residents of Muslim quarter, releases them on bail; Jewish-American immigrant who shot and killed guard while attempting to enter the Dome of the Rock on April 11, 1982, sentenced to life imprisonment, shouts "liquidate the Arabs" as he is led from courtroom.

US and Other Countries: ICRC recommends full inquiry into West Bank illnesses; Washington Post reveals that former Secretary of State Kissinger met secretly last November with member of PLO Executive Committee in Morocco; American Jewish Committee says UN Resolution 242, as applied to West Bank and Gaza, ought to lead to territorial compromise through negotiations; Socialist International congress begins in Portugal, Israeli Labor Party delegation headed by Shimon Peres lobbies to deny official recognition to PLO delegation headed by Issam Sartawi
