In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. The PA Finance Ministry said it returned its tax revenue to Israel due to Israel deducting $600 million Israel said is earmarked for administrative expenses in Gaza. (WAFA 11/9)

Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. Hamas said 1 Israeli soldier held captive in Gaza was killed in an Israeli airstrike. Islamic Jihad released a video of an Israeli child and elderly woman that it said it wanted to release for humanitarian reasons. (AJ, HA, HA, REU, REU 11/9; NYT 11/10)

Hamas leaders Ismail Haniyeh and Khaled Mashal arrived in Cairo, reportedly to discuss a prisoner exchange. (AJ, HA 11/9)

During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. CNN said it cut relations with 1 of the freelance journalists that HonestReporting posted a photo of standing next to Hamas leader in Gaza Yahya Sinwar. (AJ, AJ, HA, HA, NYT, REU 11/9)

CIA director William Burns and Mossad director David Barnea traveled to Doha for meetings with Qatari prime minister Mohammed Bin Abdulrahman Al Thani regarding a potential prisoner swap. Al Thani reportedly held a meeting with Hamas officials in Qatar on 11/8. (AJ, HA, HA, REU 11/9)

Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

Media workers staged a sit-in demonstration at the New York Times headquarters, criticizing the newspaper’s pro-Israel bias. The American Postal Workers Union called for a ceasefire. (AJ, HA 11/9; AJ 11/10)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, hundreds of Israeli settlers, led by Finance Minister Bezalel Smotrich, held mass prayers at the evacuated Homesh settlement outpost. Israeli settlers also threw stones at Palestinian vehicles in the area. Elsewhere, Israeli settlers set fire to a Palestinian-owned house near Jalud and stole a donkey from the property. Israeli settlers uprooted some 100 grapevine plants in al-Khader. Israeli forces razed land in Haris, uprooting several olive trees. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound and raised an Israeli flag at al-Aqsa Mosque. Israeli forces also raided Bab al-Rahma for the fourth day in a row. In Nazareth, Israeli police raided the local branch of the Hadash party to confiscate a Palestinian flag, 1 person was arrested for refusing to take down the flag. A group of foreign diplomats visited a school in Jubbet ad-Dib near Bethlehem in protest against Israeli plans to demolish the school along with 57 others in the West Bank. An Israeli court ruled in March that the Israeli Civil Administration must demolish the school by 5/5. (WAFA 4/26; PCN 4/28)

European Commission president Ursula von der Leyen released a congratulatory video on Israel’s 75th Independence Day, using the trope that Israel made “the desert bloom.” The PA issued a statement criticizing von der Leyen for using the phrase, calling it “anti-Palestinian racist” and said her remarks were “inappropriate, false, and discriminatory,” calling on von der Leyen to apologize. In the West Bank, Israeli settlers from the Yitzhar settlement raided Burin, leading to a confrontation with Palestinian residents; no injuries were reported. Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 8 with rubber-coated bullets and 15 with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries, and 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Qalqilya, causing tear-gas related injuries and 2 arrests. Palestinians also protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in al-Bireh, Ramallah, and Bethlehem. 11 Palestinians were arrested during raids in Sa‘ir, Hebron, and Ya‘bad. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli soldiers in Isawiya, and Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet; 1 was arrested. 1 other Palestinian was arrested during a late-night raid in the Old City. In Gaza, for the 2d day in a row, 1 rocket was fired at Israel and was intercepted, and Israel conducted air strikes, hitting 4 different targets in Khan Yunis and Rafah, causing damage. In Israel, 2 of the 6 Palestinian prisoners who escaped Gilboa prison on 9/6, Zakaria Zubeida and Mohammed Aradeh, were arrested near Umm al-Ghanam. 2 others were arrested on 9/10, while 2 are still free. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Khirbet al-Tawil, leading to their hospitalization. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and injured 1 Palestinian at al-Ibrahimi Mosque in Hebron; Israeli authorities say the man had pulled a knife on the soldiers, but no injuries were reported among the Israeli forces. Israeli forces also razed farmland and uprooted some 80 olive trees in Bayt Umar. For the 2d time in less than 7 days, 1 Palestinian was injured by an unexploded ordnance left behind by Israeli forces near Hebron; the 1st time was on 1/8. 21 Palestinians were arrested during raids in and around Jenin refugee camp, Qabatiya, Ya‘bad, Tubas, Ramallah, Bethlehem, Bayt Umar, and Qalqilya; clashes erupted during the raids in Ramallah, leading to tear-gas related injuries. In East Jerusalem, Israeli forces raided al-Tur, leading to tear-gas related injuries; 4 Palestinians were arrested. In Gaza, Israeli forces made incursions and leveled farmland east of Khan Yunis. Israeli forces also shelled several places in the northern part of Gaza after claiming that an Israeli vehicle had been shot at; no injuries were reported. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset. The Jerusalem planning commission approved plans to build a permanent U.S. embassy in Jerusalem. Haaretz reported that Prime Minister Netanyahu had been pressuring the city to accelerate the approving process before U.S. president-elect Joe Biden’s inauguration. (HA 1/13)

Along Gaza’s border, Israeli forces conduct a limited incursion to level lands near al-Bureij refugee camp. In the West Bank, Israeli forces uproot 130 Palestinian olive trees outside the Jordan Valley village of Bardala. Israeli soldiers shoot and injure 2 Palestinians in a car near Hebron. It’s unclear why they opened fire. The IDF also arrests 2 Palestinians during latenight raids in Qalqilya and near Bethlehem, and patrols near Tulkarm and Hebron. Israeli settlers slash the tires of 3 Palestinian cars and leave racist graffiti on a 4th in Jalud village near Nablus. Unidentified Israelis then set fire to 2 Palestinian vehicles south of Nazareth in the 2d price-tag attack of the day. (HA, JP, WAFA 4/25; PCHR, WAFA 4/26; PCHR 5/3)

A Palestinian journalist succumbs to injuries sustained when the IDF violently dispersed peaceful protests along Gaza’s border on 4/13, bringing the death toll stemming from the Great March of Return to 37. He is the 2d journalist killed since the protests began on 3/30. (HA, JP, MNA, TOI, YA 4/25; PCHR 4/26)

For a 2d day in a row, Gazan fighters fire a rocket into s. Israel. It lands in an open area, causing no serious damage or injuries. The IDF fires retaliatory tank shells across the border at Hamas sites, causing an undetermined amount of damage. After the exchange, DM Lieberman says that Israel will not seek an escalation of violence, but that it will not hesitate from retaliating against all rocket attacks. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, the IDF conducts a late-night raid in al-Fara‘a r.c. nr. Tubas, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured and 2 are arrested. IDF troops arrest 6 Palestinians during raids nr. Bethlehem, Nablus, and Tulkarm; and patrol nr. Hebron. In Israel, Israeli forces demolish the “unrecognized” bedouin village of al-Araqib in the Negev for the 104th time since 2010. They also shut down several organizations affiliated with the Northern Branch of the Islamic Movement in Nazareth and Umm al-Fahm, including 1 media group. PA pres. Abbas is admitted to hospital in Ramallah after suffering chest pains and undergoes cardiovascular testing. PLO secy.-gen. Erekat says that the tests confirm that Abbas is in “good health.” (HA, MEMO, MNA 10/6)

Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

Palestinian citizens of Israel gather in Kafr Kanna, Nazareth, and other predominantly Palestinian cities to protest the Israeli police’s 48-hour ban on Palestinian access to the Old City of Jerusalem, and many Palestinian families in East Jerusalem opt to keep their children home from school in light of the heavy Israeli police presence. Meanwhile, more than 10,000 right-wing Israelis gather outside the PM’s residence in Jerusalem to protest Netanyahu’s insufficiently tough response to the recent Palestinian attacks. Amid the ongoing wave of violence in the oPt, IDF troops shoot and seriously injure 3 Palestinian youths with live ammunition during clashes in Aida r.c. nr. Bethlehem (1 will succumb to his injuries later in the day). After the boy is announced dead, Palestinian businesses in Bethlehem close in mourning. Throughout the rest of the West Bank and East Jerusalem, Israeli troops clash with and violently disperse Palestinians throwing stones and protesting the Israeli crackdown. At least 120 Palestinians are injured (4 seriously) in such clashes, including 1 journalist. IDF troops continue their crackdown on alleged stonethrowers, raiding the Hebron home of a Palestinian youth accused of stone-throwing, and leave once they learn that the accused is only 3 years old. They conduct late-night raids in Nablus, searching for the perpetrators of the shooting of 2 Israeli settlers on 10/1, arresting 4 Palestinians and sparking clashes with stone-throwing Palestinian youths (7 Palestinians are injured). The IDF conducts further arrest raids, house searches, and patrols throughout the West Bank, arresting 10 Palestinians total. Israeli settlers enter al-‘Arub r.c. and Palestinian villages nr. Qalqilya and Nablus, sparking clashes between Israeli forces and stone-throwing Palestinians (3 Palestinians are injured). Off Gaza’s coast, Israeli naval forces detain 2 Palestinian fishermen. In the Gaza Strip, Palestinians fire 25 rockets into s. Israel, causing no damage or injuries. Attacks are claimed by 4 groups: the PRC, al-Aqsa Martyrs Brigade, Democratic Front for the Liberation of Palestine, and al-Mujahidin Brigades. The IDF strikes 9 targets across the Gaza Strip throughout the day. A strike in al-Bureij r.c. kills 2 mbrs. of Islamic Jihad’s al-Quds Brigades. Later, during the night, the IDF strikes 14 more targets, killing 9 fighters from al-Qassam Brigades and wounding 4. Six of the fighters are killed in a tunnel collapse, which the IDF says is unrelated to air strikes. One Israeli air strike in Bayt Hanun wounds 5 civilians, including a child. Separately, IDF troops open fire from the border nr. Rafah, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians in al-‘Arub r.c. nr. Hebron, injuring 15 residents with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 village nr. Salfit and Jenin at night; patrols in 2 villages nr. Ramallah in the morning, and in 1 village nr. Ramallah at night. Israeli settlers throw stones at Palestinian cars nr. Bethlehem, damaging 1. In a separate incident, settlers assault a priest nr. Ramallah. In East Jerusalem, around 100 Palestinian youths clash with Israeli security forces, and there are similar clashes in Abu Tur and Hizma. Israeli police detain 6 Jewish men in connection with the murder of Palestinian teenager Abu Khdeir on 7/2. In Israel, meanwhile, a group of bedouin in Tel Sheva nr. Beersheba throw Molotov cocktails and stones at passing cars nr. the Jewish town of Omer, causing damage. There are further violent protests in Shafa ‘Amr, in the Galilee, as well as in Nazareth and nearby town Iksal. Some 200 protesters try to block Route 70 at Yavor Junction in the n. In the weekly Israeli cabinet meeting, PM Netanyahu and FM Lieberman disagree about how to deal with the escalating situation in Gaza and s. Israel. Netanyahu criticizes Lieberman and Economy Minister Bennett for their repeated public calls for a full ground invasion of the Gaza Strip, and urges ministers to be “level-headed and responsible.” Meanwhile, Israeli authorities decide to reduce the fishing zone open for Gaza fishermen from 6 naut. mi. to 3.
