Occupied Palestine/Israel: Dir.Gen. of For. Min. David Kimche states in press briefing that Israeli intelligence has "absolute, complete and irrefutable proof' that Yasir Arafat "knew about this [the Achille Lauro] operation before it was to begin" [WP, LAT 10/11]. Jerusalem Post reports arrest of members of alleged Fateh cell said to be responsible for recent spate of bombings in and around Jerusalem [JP 10/10]. Jerusalem Post cites report in al-Mithaq stating some Palestinian ex-prisoners released in the 5/20 prisoner exchange are asking for special consideration in their applications to West Bank universities; Najah U. has agreed to admit some despite low grades, while other universities have agreed to give them special entrance exams [JP 10/11]. Jerusalem shops close in general strike to protest "iron fist" policy in occupied territories which since its imposition in August has resulted in over 6 deaths, 21 deportations, over 80 administrative detentions without trial. Similar strike in Ramallah is forcibly ended by Israeli troops. Students at Birzeit and Bethlehem U. also strike [FJ 10/11].

Other Countries: Pres. Reagan tells reporters it would be "all right" for the PLO to try the 4 hijackers if Arafat has "kind of a national court set up, like a nation that they can bring them to justice." Later in the day, Nat. Sec. Adv. Robert McFarlane tells reporters Reagan "meant that he wants the PLO to tum these hijackers over to competent authorities for trial" [WP 10/11]. Sec. of St. George Shultz appeals to Senate Foreign Relations Committee to approve the proposed $1.9 billion arms sale to Jordan, calling it an "absolute necessity" for success in the M.E. peace process [CT, TS 10/1 1].

Other Countries: U.S. Navy F-14 fighter jets intercept Egyptian plane carrying 4 hijackers and force it to land in Sicily; Italian authorities arrest the 4. White House spokesman Larry Speakes says the Egyptian plane was destined for Tunisia, but Tunisia had denied it landing rights. Speakes "categorically denies any deal" between the U.S. and Egypt on the interception. Speakes says the hijackers are in Italian custody but the U.S. will seek extradition [NYT, LAT 10/11]. Bodies of 2 men believed to be missing Israeli soldiers are found in Barcelona, Spain. Anonymous caller to Westem news agency claims the 2 were "Zionist sailors from the Zionist ship California" and that Fateh's Force 17 executed them on 10/5 [NYT 10/11].

Military Action:

Druze militia barricade roads, fight Phalange in aftermath of yesterday's attempted assassination of Druze leader Walid Jumblatt; Gemayel meets Jumblatt seeking to end new fighting; Israeli sources report new Soviet jets and tanks pouring into Syria; IDF patrol attacked with grenades near Shuweifat.

Casualties:

Shops close in West Beirut as Jumblatt and Druze allies bury bodyguard killed in yesterday's carbombing (3 others reported killed, 28 wounded); UNRWA says 11 employees seized by Lebanese Army in past few weeks, another 1 12 Palestinian employees detained by IDF in South Lebanon; IDF release 240 from Ansar camp (number of detainees at camp now put at 15,000); 2 detainees killed, 4 wounded at Ansar when security officer's gun "discharges accidentally."

Political Responses:

Israel/ Occupied Territories: Israel charges Israeli Army reservist Yitzhak Shor with flying secretly to Damascus, passing information on IDF troops positions and own service to Syrians; Israeli journalists report Israel to sell $18 m. in arms to Zaire to double Mobutu's palace guard.

Palestinians/ Lebanese: President Gemayel makes "urgent appeal" to the US through Draper to pressure Israel to withdraw from Chouf, seeks to deploy units of Lebanese Army in area.

Arab Governments: King Hussein and foreign ministers of 5 Arab governments meet with Soviet leader Andropov (is first known visit by Saudi envoy to USSR); Mubarak says Habib seeks simultaneous withdrawal of all armies by end of month.

US and Other Countries: Habib discusses Lebanon's request to expand multinational peacekeeping force with Italian foreign minister Emilio Colombo in Rome; NATO communique says US, on consultation with allies, should take action outside north Atlantic region to protect vital Western interests, including Mideast.

Fighting between Sunni and Shiite militias in Tripoli; Chouf region tense following more clashes, IDF surrounds Brih and Kfar Nabrakh to stop fighting; Phalange calls on East Beirut residents to cooperate with Lebanese Army as it moves into center of East Beirut with support of French and Italian forces; US Marines postpone deployment into East Beirut; 6 Israeli Druze in IDF court-martialled for entering Lebanese Druze village without permission; Finland agrees to send 460-man battalion to replace Nepalese soldiers in UNIFIL in South Lebanon; grenade tossed at IDF vehicle in center of Sidon, following similar incidents along coastal road.

Militarv Action:

Lebanese Army continues searches and bulldozing of squatter dwellings; Army seals off 3 refugee camps, bars photographers and film crews, makes street searches; camp residents lodge protests at French embassy as French forces patrol camps; Phalange transferring weapons outside city limits in expectation of East Beirut security sweep.

Casualties:

Men in civilian dress accompany masked informants into Sabra and Shatila, take away those pointed out (residents suspect Phalange); reporter for al-Safir arrested for reporting Army searches in camps, only released after protest from Lebanese press syndicate; Lebanese authorities refuse to release list of detainees; US, French, Italian envoys meet Gemayel to protest civilians arresting refugee camp residents (order later issued requiring all Lebanese Army men entering camps to do so in uniform); Lebanese military prosecutor says 328 bodies found, 991 missing, says most killed by gunshot or knife wounds; IDF casualties from Lebanon invasion put at 368 killed, 2,383 wounded between June 5 and October 10.

ICRC says it found 298 bodies in Shatila and Sabra, will leave recovery of others to Lebanese; four bodies of Gaza Hospital Red Crescent employees found at Sports Stadium where both IDF and Phalange/Haddad militias interrogated massacre survivors.

Israel/ Occupied Territories: Draper and Habib meet with Israeli officials to discuss Israeli withdrawal; Israeli government appoints new Civil Administrator of occupied territories, Colonel Yosef Lunz as Arab protests of massacre continue.

Palestinians/ Lebanese: Amin Gemayel is sworn in as Lebanon's president, pledges to strengthen Lebanese ties with Arab world; Wazzan denounces Israeli statement that Lebanese Army refused to enter camps, saying Army refused to "be the instrument of Israeli policy" in disarming Palestinians while IDF surrounded camps.

Arab Governments: Egypt reassures Israel that recall of ambassador does not presage graver acts.

US and Other Countries: US says peacekeeping force ready to deploy whether or, not Israeli troops have left Beirut; US accuses PLO of violating withdrawal agreement by leaving large caches of arms behind.

US Marines begin to leave Lebanon (Italian troops scheduled to depart tomorrow, French legionnaires by end of next week); Israeli reconnaissance flights over Beirut; Israeli tanks remain in port area in violation of Habib agreement; IDF jeep ambushed in Central Lebanon.

Casualties:

3 IDF soldiers killed, 1 wounded in jeep ambush.

Political Responses:

Israel/ Occupied Territories: Israeli government rejects Fez 8-point peace plan as worse than Fahd plan put forward in 1981 (calls on Arab states to sign individual peace treaties with Israel); Yitzhak Shamir dismisses Fez plan as "renewed declaration of war on Israel"; anti-Israeli slogans painted on walls and PLO flags displayed in Kawkab in Galilee; land near Dura, west of Hebron, confiscated; Nablus Mayor Shakaa criticizes Fez summit as unimplementable.

Palestinians/ Lebanese: Lebanese Muslim leaders concerned about IDF failure to withdraw from Beirut prior to departure of multinational force, Wazzan's request for force to extend its stay is rejected by US.
