Donors' mtg. in Paris awards $42 m. to Palestinian National Authority, fully funding Palestinian admin. through 8/94.  Amount is less than $70 m. sought by PLO.  Saudi Arabia grants $10 m., ending taboo on cooperation with PLO and opening way for donations fr. other Gulf Arab states.In compromise with Israel, PECDAR agrees to establish offices in Gaza and Jericho, not Jerusalem, and Israel agrees to grant 10,000 additional work permits to o.t. Palestinian police refuse to accept more prisoners released by Israel for at least 2 days until sides can agree where to send those recently released.  150 Gaza residents among 287 prisoners released 6/9 allowed to stay in Jericho area for 48 hrs.  (MM 6/10; NYT 6/11)

Libyan leader Col. Mu`ammar al-Qadhafi, in interview with JANA, says Sabri al-Banna ("Abu Nidal") may be dead.  Al-Qadhafi bases assumption on failure of al-Banna to respond to appeal to come to Libya for conference.  (WT 6/15)

Acting Secy. of State Eagleburger warns that there will be "more pressure in the Security Council for some kind of Chapter 7 enforcement" of UNSCR 799, which "puts the Israelis and us and a lot of other people in an awkward spot," and that Israel is "going to have to find some solution to the problem, whether it's to take them back and put them in jail or whatever itis." Palestinian, Jordanian, and Lebanese presses level harsh criticism on the U.S. and the West for their 1/13 attack on Iraq, Gulf states are notably cool or silent, Syria and Egypt try to strike medium in their criticisms of both Iraq and the West. IDF kills 2 Palestinians, wounds 45 in clashes in Gaza Strip. Border Police surround, fire anti-tank missiles at house near Jenin, kill 1 suspected Black Panther activist as he tries to escape. (MM, WT 1/15; Qol Yisra'el 1/14 in FBIS 1/15)

Chemical weapons agreement signed in Paris. Russia, the U.S., Israel, and Iran are among the 120 signatories; despite Arab League's 1/11 unanimous boycott, Morocco, Algeria, Tunisia, Mauritania, Libya, Kuwait, Yemen, and Oman also sign. Negotiated since 1968, the treaty banning production, stockpiling, and use of such weapons, as well as mandating their destruction with a complex verification regime, will go into effect after a minimum ratification period of 2 years. At Islamic Conference Org. mini-summit in Dakar, Senegal, Chmn. Arafat states Palestinians will not participate in upcoming peace talks unless UNSCR 799 is implemented. At Arab FMs meeting in Cairo, PLO FM Faruq al-Qaddumi and Exec. Comm. mbr. Yasir 'Abd-Rabbuh reaffirm this stand. (MENA 1/11 in FBIS 1/11; MM 1/12)

At Arab FMs meeting in Cairo, Syrian FM Faruq al-Shara' says the bilateral talks are in the Arabs' interest and should not be stopped, while "Israel wants many things" in the multilateral talks, so it is those that should be suspended. (Syria and Lebanon have boycotted the multilaterals from the outset). (Reuters in MM 1/12)

U.S. State Dept. announces "strong desire to avoid having the UNSC face the Chapter 7 sanctions issue" regarding the 12/17 Palestinian deportees. (MM 1/12)

Saudi press downplays diplomatic importance of PLO official Mahmud Abbas' visit, saying he has "no other objectives" than to attend a Fateh anniversary celebration in Riyadh (see 1/9). In evening speech, Abbas regrets Palestinian Gulf crisis stand, hopes that "this event . . . will not remain a barrier" between Palestinians and the Gulf states. Prince Salman bin 'Abd al-'Aziz says Saudi Arabia is committed "at all levels" to the Palestinian cause, a stand that has never changed. (SPA 1/11 in MM 1/11; RMC 1/12 in FBIS 1/13)

Arab League unanimously votes to boycott chemical weapons talks in Paris 1/13- 14 to protest Israel's continued refusal to sign the 1967 Nuclear Non-Proliferation Treaty. (MENA 1/11 in FBIS 1/12; NYT 1/14)

Arab Governments: Foreign Minister Abdel Halim Khaddam, at non-aligned conference in Nicaragua, says Syria will resist any agreement which does not call for Israeli withdrawal from all occupied territories and does not recognize inalienable rights of Palestinians.
