After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. D.M. Moshe Arens says Israel will not let Lebanese gov't regain control of S. Lebanon "security zone" controlled by Israel [NYT 11/9].

Saddam Hussein has dismissed his military chief of staff, Lt. Gen. Nazir al-Khazraji, according to Iraqi army newspaper Al-Qadisiya [MEM 11/8; NYT 11/9]. 

At least 19 Palestinians are killed (as reported; cf. 10/15, 10/25), more than 100 are wounded by Israeli border police gunfire at Al-Aqsa Mosque in Jerusalem. Washington-based National Conference on Soviet Jewry reports that 7,280 Soviet Jews emigrated to Israel during March. The figure is confirmed by Israeli immigration officials [NYT 4/3].

Rabbi Meir Kahane goes on trial on charges of sedition for calling Arabs at rally last year "cancer spreading in our midst" [WT 4/3].

Pres. Saddam Hussein says in speech to his armed forces Iraq would use its stockpile of nerve gases against any aggressor, especially Israel. Hussein says if West was trying to "give Israel a cover in order to strike at some [Iraqi] industrial metalworks, by God we will make fire eat up half of Israel if it tried [to strike] against Iraq" [NYT, WP, LAT, WT 4/3].

Occupied Palestine/Israel: Birzeit University administration and employees reach agreement, end strike (FJ 9/12). Poll in West Bank and Gaza conducted by Newsday (US), al-Fajr, and Australian Broadcasting Corp. shows 93 percent of Palestinians favor PLO, while 78 percent favor "acts of force" in pursuit of Palestinian cause (NYT 9/9; WP 9/9). Israeli military censor threatens action against al-Fajr for not submitting poll results for censorship (FJ 9/12).

Other Countries: Turkey upgrades rank of its envoy to Israel. New representative is now ambassador in Turkish Foreign Ministry. In Paris, bomb explodes in post office at city hall, kills one, and injures 19; "Committee of Solidarity with Arab and Middle Eastern Political Prisoners" claims responsibility. Group wants suspected terrorists released from French jails, including Georges Ibrahim 'Abdallah, under investigation for assassination of U.S. military attache in 1982 (WP 9/9).

Druze militia barricade roads, fight Phalange in aftermath of yesterday's attempted assassination of Druze leader Walid Jumblatt; Gemayel meets Jumblatt seeking to end new fighting; Israeli sources report new Soviet jets and tanks pouring into Syria; IDF patrol attacked with grenades near Shuweifat.

Casualties:

Shops close in West Beirut as Jumblatt and Druze allies bury bodyguard killed in yesterday's carbombing (3 others reported killed, 28 wounded); UNRWA says 11 employees seized by Lebanese Army in past few weeks, another 1 12 Palestinian employees detained by IDF in South Lebanon; IDF release 240 from Ansar camp (number of detainees at camp now put at 15,000); 2 detainees killed, 4 wounded at Ansar when security officer's gun "discharges accidentally."

Israel/ Occupied Territories: Israel charges Israeli Army reservist Yitzhak Shor with flying secretly to Damascus, passing information on IDF troops positions and own service to Syrians; Israeli journalists report Israel to sell $18 m. in arms to Zaire to double Mobutu's palace guard.

Palestinians/ Lebanese: President Gemayel makes "urgent appeal" to the US through Draper to pressure Israel to withdraw from Chouf, seeks to deploy units of Lebanese Army in area.
