3 Lebanese civilians are killed by a roadside explosion in Jazzin, which is controlled by the South Lebanon Army (SLA). In response, the SLA shells the largely pro-Hizballah city of Sidon, killing at least 6 civilians, wounding 38--the highest civilian toll since the 4/96 understanding. Hizballah, supported by Lebanese army artillery, then shells source of SLA fire (a village nr. Jazzin), killing 1 civilian, wounding 2. Israel files a complaint with the Israel-Lebanon Monitoring Group (ILMG), blaming Hizballah for the initial roadside bombing; reprimands the "rogue commander" of the SLA who allegedly ordered the Sidon attack. After a relative lull, Hizballah attacks 26 IDF outposts in s. Lebanon in response to IDF shelling overnight that wounded a number of civilians. 2 Hizballah mbrs. are killed; 1 IDF soldier, 1 Lebanese civilian, 2 Hizballah mbrs., 5 South Lebanon Army (SLA) mbrs. are wounded. Referring to the SLA as "Lahd's militia," PM Rabin accuses the SLA of creating problems for Israel by shelling Shi`ite villages in s. Lebanon, provoking Hizballah to respond by firing rockets at n. Israel. Coming before the resumption of negotiations with Syria, many see the statement as an offer to trade Syrian crackdown on Hizballah for Israel's dropping of the SLA. (MM 7/4)

Nr. Jneid prison, Nablus, IDF opens fire with live ammunition on 1000s of Palestinians rallying for release of prisoners, killing 2, wounding 50. In Gaza, an alleged Hamas mbr. detonates an explosive-laden cart nr. an IDF patrol, killing himself, injuring 3 soldiers. PA police arrest 50 Hamas mbrs., incl. leaders Mahmud Zahhar and Ahmad Bahar. Thousands flee Kufr Rumman, S. Lebanon, after Israeli troops order them to evacuate the area, which has come under recent heavy Israeli artillery fire. South Lebanon Army radio broadcast also orders 100,000 residents of some 100 villages near the Israeli "security zone" to flee. Israel denies it officially ordered the evacuation, claims order came from a local Israeli commander or from SLA acting on its own authority. As Israel continues its bombardment of the area, Lebanese pres. Ilyas al-Hirawi calls Lebanon's defense council into emergency session, and Shi'ite Amal militia announces a general mobilization, vowing to stand with Lebanese army troops in repelling any Israel attacks. Other Countries: First Intemational Christian Zionist Congress ends with appeal to all Jews to emigrate to Israel and to all Christians to give active help to Israel. Arab World: Rival Druze and Shi'ite militias battle for control of West Beirut; fighting continues along the green line between east and west Beirut; 6 dead and 15 wounded. Arab World: IDF and SLA (Israeli-backed South Lebanese Army) raid 2 Shi'ite villages, arrest about 40 men and destroy 5 homes in Majd al-Salim as punishment for hiding weapons or shielding fighters [LAT 6/4].

Other Countries: Foreign Min. Shamir, in England, tells P. M. Thatcher and Foreign Min. Geoffrey Howe that Israel opposes Jordanian scheme for peace talks. Thatcher supports Jordanian plan [LT 6/5].

Occupied Palestine/Israel: IDF bulldozes ten houses in villages near Hebron; expels residents [AF 6/7]. Security forces announce arrest of 9 in connection with killing of Rafah Mayor 'Abd al-Hamid Kishta, 65, in September; of Isma'il al-Khatib, 38, head of the al-Azhar Islamic College in Gaza in November; and with grenade attack on bus near market in Tel Aviv [JP 6/4].
