In the West Bank, the IDF demolishes 3 wells and an agricultural storehouse nr. a settler-only bypass road nr. Hebron; seals and patrols in Jit nr. Qalqilya during the afternoon. U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations. Israeli police question Faisal Husseini, Hanan Ashrawi about alleged meeting with PLO officials in Algiers. Both stated they had not violated any laws, and asserted their right to refuse to answer further questions. Security forces do not confiscate their passports, but require each to post a bond of 5,000 shekels to ensure that they will report for questioning at any time in the future. U.S. state department had earlier requested that Israel not prosecute the two for fear it would complicate Secy. of State Baker's peace mission. On the first anniversary ofthe violence at the Haram al-Sharif, tens of thousands of Palestinians who commute from o.t. to jobs in Israel observe a general strike called by the Unified National Command of the Uprising and refuse to travel to work. Israeli security forces maintained the ban on Palestinians from the o.t. entering Jerusalem which had been imposed 10/7 in order to forestall any violence. (AFP 10/8 in FBIS 10/9)

Israeli daily newspaper Yedi'ot Aharonot publishes report taken from the Russian weekly Rossiya, associated with reformist president of the Russian republic Boris Yeltsin, which claims that the Israeli New Communist List (Raqah) has been receiving a $600,000 per annum subsidy from the Soviet KGB. Rossiya obtained the figure from a 1987 document recently seized from the headquarters of the Soviet communist party in Moscow which listed the amount of money given by the KGB to communist parties around the world. Islamic resistance in S. Lebanon claims it exploded aroadside bomb as an Israeli patrol passed on the Rummana-Safi road. Israeli artillery shells several villages, including Haris, Haddatha, suburbs of Nabatiyya. South Lebanon Army announces it will attack any person moving in or near villages of Ayta Zut and Haddatha, Shi'ite villages lying north of "security zone." (MEM 10/9)

1 Palestinian is killed, 2 others injured, while constructing bomb near Tel Aviv, and 2 Palestinians are shot dead in W. Bank, as Israeli gov't puts into effect new regulations that permanently bar any W. Other Countries: Pres. Reagan expresses his "sincere condolences" to Tunisia for Israel's 10/1 raid on PLO headquarters there. White House spokesman Larry Speakes says the Israeli attack is "understandable as an expression of self-defense," but "cannot be condoned" [CT, NYT 10/3; TI 10/14].

Arab World: Israeli jets bomb suspected PLO guerrilla base in Lebanon's Biqa' Valley, 11th such strike inside Lebanon this year [NYT 9/5]. Reports say 6 Palestinians killed and 10 wounded in the attack [CSM 9/6]. Shi'ite and Palestinian militias battle around Burj al-Baraj inah refugee camp south of Beirut in worst fighting since June, when Syrian-sponsored cease-fire ended fierce clashes in 3 Palestinian refugee camps. Other Countries: U.S. Senators Edward Kennedy (D-Mass.) and John Heinz (R-Penn.) introduce nonbinding resolution (with 69 backers) opposing arms sales to Jordan until Jordan opens direct negotiations with Israel. Reagan administration calls measure "a serious mistake." U.S. wants to provide Jordan with $300 million in military credits to allow it to buy 54 F-20 fighter planes and two advanced anti-aircraft defense systems. Agreement was made in 1981. U.S. sees Jordan threatened by Syria.
