In the West Bank, the IDF conducts house searches and arrest raids in Balata r.c. nr. Nablus and Hebron at night; patrols in 1 village nr. Tulkarm at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Bethlehem (al-Ma‘sara), causing no serious injuries except in Bil‘in, where there are 2 injuries from rubber-coated metal bullets and 1 injury from a tear gas canister. (PCHR 7/11)

An estimated 30 people die across Egypt as supporters of deposed pres. Mohamed Morsi protest the military takeover. Twelve die in clashes in Alexandria, with 5 dead in Cairo as supporters and opponents of the Muslim Brotherhood fight in c. neighborhoods. Meanwhile, 5 police officers die in 3 separate attacks in the n. Sinai town of al-Arish, and gunmen also open fire on a military intelligence building in Rafah. The Egyptian authorities close the Rafah crossing on the border of the Gaza Strip due to the security situation. Separately, the Ansar Bayt al-Maqdes group says that it fired 2 rockets at Eilat from the Sinai, after Eilat residents report hearing 2 blasts—though searches by Israeli security forces find nothing. An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. In the West Bank, the IDF surrounds Hebron’s al-Ansar Mosque during evening prayers, photographing and checking the IDs of worshipers as they leave; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c., Jenin town and r.c., Nablus, Qabatya. The ESF raids, searches the homes of several Fatah mbrs., beating and injuring 8, detaining 14; 1 wanted Fatah mbr. evades arrest when neighbors stone ESF officers who come to detain him. PA security forces violently disperse a demonstration by students at the predominantly Hamas Hebron University protesting tuition increases, also beat and detain 2 journalists covering the event; in response, some 100 Hamas mbrs. burn tires, attack the local PA police station. Overnight, the IDF pulls troops out of Rafah and al-Shuka and back into the Dahaniyya airport, ending a 3-day offensive; troops go back into al-Shuka briefly during the day to surround, evacuate, blow up a Palestinian home, also bulldozing 20 d. of surrounding agricultural land. Late in the evening, the IDF makes an air strike destroying a Palestinian home nr. Bayt Lahiya, damaging 2 others after warning residents by phone to evacuate. In the West Bank, the IDF sends troops into Silat al-Harithiyya nr. Jenin, occupies a house as a sniper post, shoots and assassinates wanted Islamic Jihad mbr. Sami al-‘Imari; arrests, searches the Ramallah home of Change and Reform PC mbr. Fadl Hamdan; conducts arrest raids, house searches and fires on residential areas of Shayukh nr. Hebron in a raid targeting the AMB; searches vehicles, an Internet caf´e in Hebron; issues military orders confiscating 10s of d. of agricultural land southwest of Hebron for construction of the separation wall. Jewish settlers driving nr. Nablus open fire at a Palestinian truck driving ahead of them, killing a 48-yr.-old Palestinian, wounding his son. Unidentified gunmen ambush the car of the PA military intelligence head for n. Gaza as it drives through Jabaliya, wounding him, 2 passengers. (OCHA 8/9; PCHR 8/10)

The IDF intensifies air strikes across Lebanon, hitting targets in s. Beirut, Ansar, al-Jibbayn, Nabatiyya, Naqura, Qana, Tyre (striking within 40 yards of a UN humanitarian aid convoy traveling with prior coordination with the IDF, hitting a car traveling in the opposite direction), killing 10s of Lebanese civilians, several Lebanese soldiers, 1 PFLP-GC mbr. Ground operations continue across s. Lebanon, with Hizballah claiming to disable 4 tanks (in Adassiyya, Ras al-Biyada, Wadi Hunin), acknowledging the death of 3 Hizballah mbrs. The IDF says that it has taken prisoner 22-yr.-old Hizballah mbr. Hasan Ali Sulayman, who has allegedly admitted under interrogation to involvement in the 7/12 capture of 2 IDF soldiers. Hizballah fires around 160 rockets into n. Israel, killing 3 Israeli civilians (1 an Israeli Palestinian) in Haifa, and killing 12 IDF reservists, wounding 5 in Kfar Giladi on the border with Lebanon. Heavy clashes reported in Jenin r.c., Nablus. At least 14 Palestinians are killed in Nablus. Another Israeli injured in the 3/27 Netanya bombing dies, raising the toll to 25. The IDF reopens Ansar 3 prison to hold Palestinian detainees. The Evangelical Lutheran Church reports that the IDF has severely damaged the Lutheran Christmas Church in Bethlehem, breaking in 31 doors and 57 windows, shooting holes in sinks, demolishing computers, vandalizing the gift shop. Some 200 Palestinian fighters, civilians, clergy remain in the Church of the Nativity, surrounded by IDF troops. Powell says Bush's 4/4 demand for an Israeli withdrawal without delay was only a "request"; says he is not expecting to secure a cease-fire during his upcoming trip. The Israeli cabinet "overwhelmingly" approves continuing the operation, even if it means defying the U.S. (AFP 4/7; SA 4/7 in WNC 4/8; NYT, WP, WT 4/8; JT, al-Zaman 4/8 in WNC 4/9; WP, WT 4/9; WP 4/17 MEI 4/19)

Israel launches 1 of its most severe strikes since 9/28 after Palestinians fire 3 homemade mortars at a Jewish settlement in Gaza, wounding a 10-mo.-old boy. IDF helicopter gunships, tanks shell 4 PA targets in Gaza City and nr. Dayr al-Balah, Khan Yunis, and Rafah, injuring 70 Palestinians, destroying the Force 17 complex at the fmr. Ansar II Israeli prison. Sharon says the strike "exacts a price from those who were supposed to maintain security . . . and didn't." Elsewhere in the West Bank and Gaza, the IDF notes an increase in Palestinian drive-by shootings and sniper, grenade, and Molotov cocktail attacks. In Lod, Israeli police open fire with rubber-coated bullets on Palestinians demonstrating against the demolition of a Palestinian home on 6/20. Syrian MIG-25 shot down over Beirut; last Syrian forces leave West Beirut as 415 PLO guerrillas leave for North Yemen, 325 to Tartus (estimate that 7,728 PLO guerrillas, 2,651 PLA fighters and 3,598 Syrians have been evacuated); Murabitun still refuses to relinguish positions near Barbir Hospital to French or Lebanese; firing between PLO/ Syrian and IDF positions near Rashaya (Syrians position 1000 tanks in Bekaa in past few days, IDF strengthening positions).

Casualties:

PLO displays to reporters extensive IDF anti-personnel weapons, most with US markings, including cluster bombs, canisters of hydrogen cyanide used against Syrians and in Burj al-Barajneh camp and neighborhood (other weapons used in Sabra and Shatila camps and Shia suburb of Ouzai); displayed also is slab of nougat with Hebrew markings, part of car bomb found in Beirut port area.

Israeli Cabinet spokesman Meridor says 331 Lebanese civilians killed, says IDF told him 1200 PLO "terrorists" and civilians killed in fighting in refugee camps (claims not much international aid needed, that international bodies agree with Israeli government figures, that Israeli ambulances sent to help wounded have come back to Israel as not needed); detention camps set up by IDF in southern Lebanon (fences, guard towers, earth embankments at Ansar, west of Nabatiyeh); Meridor says detainees will be treated as criminals, not POWs.

UN High Commission for Refugees, in Vienna, says IDF invasion has set back work in Lebanon by 32 years, destroying schools, camps, warehouses, clinics, leaving 175,000 of 237,000 registered refugees in urgent need of aid.
