In Gaza, telecommunications services are down for the fifth day in a row. Israeli forces bomb Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Maghazi, Jabalia refugee camp, and al-Bureij refugee camp, killing at least 158 people, including at least 20 in a strike on a house in Gaza City. Israeli airstrikes also target al-Amal Hospital in Khan Yunis and an UNRWA warehouse in Dayr al-Balah, causing damage. 50 rockets are fired at Israel, causing damage in Netivot. 2 Israeli soldiers are killed in combat. Kirby also says National Security Council Coordinator for the Middle East and North Africa Brett McGurk has been in Qatar in recent days to negotiate the release of Israeli captives held in Gaza. National Security Advisor Jake Sullivan meets with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Davos, Switzerland, discussing aid to Gaza and negotiations over the release of captives. Israel reportedly requested 10,000 rounds of 120mm ammunition from Germany and departments involved with the arms transfer have reportedly already agreed in principle to the transfer. In the West Bank, armed Israeli settlers harass and intimidate Palestinians in Hebron. Israeli settlers also bring livestock to graze on Palestinian crops in the Masafer Yatta area. Elsewhere, Israeli settlers set up mobile homes near Tuqu’. Israeli forces shoot and injure 11 Palestinians during raids in Qatanna, Sabastia, Anabta, Zeita, and Tulkarm. Israeli forces also seize printing equipment and a vehicle from a printing shop in Nablus. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Beit Lahiya, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Dayr al-Balah, killing more than 150 people, including 70 in a residential building in Jabalia refugee camp, 43 in 2 homes in Khan Yunis, 27 in 2 homes in Dayr al-Balah, and 4 in an UNRWA school sheltering internally displaced people. Israeli snipers also shoot a Palestinian outside of al-Amal Hospital in Khan Yunis. Doctors Without Borders says it will evacuate staff and patients from al-Aqsa Hospital in Dayr al-Balah after Israel orders the evacuation of the area in which the hospital is located, noting that Israel has attacked the area around the hospital for several days. Israel claims it forces have assassinated the commander of the al-Qassam Brigades Nuseirat battalion Ismail Sirah and his deputy Ahmed Wahba. In Lebanon, Israeli forces bomb a home in Kawthariyat al-Siyad 25 miles north of the Blue Line and several places south of Tyre. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. Abbas met with Spanish prime minister Pedro Sanchez, EU high representative for foreign affairs Josep Borell, European Council president Charles Michel, Italian prime minister Giorgia Meloni, Japanese foreign minister Yoko Kamikawa, and South African president Cyril Ramaphosa on the sidelines of the summit. AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion. Investigations by UK Channel 4, Al Jazeera, and Forensic Architecture have concluded that it was likely an Israeli airstrike or artillery fire that caused the explosion. Hamas released 2 American captives, a mother and her daughter, “on humanitarian grounds” after negotiations with Qatar. It was unclear if Hamas received anything in return. Forensic Architecture released a preliminary analysis of the al-Ahli Arab Hospital bombing saying the “[f]ragmentation patterns may indicate the projectile came from the northeast – the direction of the Israeli-controlled side of the Gaza perimeter – and not from the west [as Israel has claimed].” UK Channel 4 and Al Jazeera have also concluded that Israeli claims that the explosion at the hospital was caused by an errant rocket are dubious. PA president Mahmoud Abbas traveled to Cairo for a summit on the Hamas-Israel war and humanitarian aid to Gaza. Representatives from Egypt, Jordan, Turkey, Greece, Italy, Qatar, Saudi Arabia, Kuwait, the UN, the UK, and the UAE will attend. In Cairo, Abbas met with UK prime minister Rishi Sunak. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Israel denied a Palestinian citizen of Israel, who had been released after 6 years in Ramon prison, entry into Gaza where her husband and 7 children live. Israel said it denied her entry because she is an Israeli citizen and is therefore not allowed to enter Gaza. The woman was charged with spying on Israel. An Israeli court in Jerusalem upheld the Israeli municipality’s decision to demolish al-Yusufiya Muslim cemetery in East Jerusalem to make space for a settler Bible park project. Palestinians clashed with Israeli forces last week over the demolition as human remains were found in the rubble of the demolition. (MEMO 10/18)

The Israeli high court of justice postponed the evacuation of settlers cultivating Palestinian land in the Shiloh Valley near Turmus ‘Ayya upon request by Israel’s defense minister Benny Gantz. The settlers will be allowed to work the land until 9/25/2022, when they will receive a plot of land within the Green Line. The justices said the settlers would not be allowed to work the land “except for essential agricultural work to preserve the existing situation.” The high court of justice accepted Defense Minister Gantz’s request, citing the Jewish sabbatical year shmita prohibiting agricultural labor in the ‘Land of Israel’ every 7 years. The Popular Front for the Liberation of Palestine (PFLP), the Democratic Front for the Liberation of Palestine (DFLP), and the Palestinian People’s Party (PPP) said in a joint statement that the PA had stopped paying the 3 parties their monthly stipends to stifle their criticism of the PA. the PFLP, DFLP, and PPP are all members of the PLO. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. PA health minister Mai al-Kaila said that the PA will receive a donation of 100,000 doses of Sinopharm COVID-19 vaccine from China. Health Minister al-Kaila also said she had urged COVAX to stand by its initial promise of providing vaccines for Palestinians. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. Abrams, who works for the Zionist Advocacy Center, claimed he was looking for information related to “anti-Israel terrorists” but was ultimately not allowed to dox the pro-Palestinian activists. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)
