By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update). In the West Bank, the IDF patrols, searches houses in al-Khadir, beats 3 Palestinians (ages 28, 37, and 63), claiming that Palestinians in the area had thrown stones at Israeli vehicles on a nearby settlersonly bypass road; conducts late-night arrest raids, house searches in and around Nablus, nr. Hebron. More than 100 Jewish settlers block roads and throw stones at Palestinian cars nr. Qalqilya to prevent Palestinians, accompanied by international and Israeli peace activists, fr. reaching their groves to harvest olives. Inside Israel, Israeli police arrest 6 Israeli Jews fr. Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Ma’on nr. Hebron assault a group of Palestinian children near the settlement. (OCHA, WT 10/15; PCHR 10/16; see also ICG 9/11)

Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles. In Hebron, he says settlers attacked an IDF officer who tried to stop settler children fr. throwing stones at Palestinians. (WP 10/15)

Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The ESF creates 2 new openings in the Rafah border fence nr. Rafah’s Bloc J and al-Barahma, but no passage through the openings is reported. Egypt allows 30 Islamic Jihad mbrs. and Palestinian civilians stranded in Egypt since Israel sealed the Gaza borders on 6/12 to return to Gaza through the Rafah crossing (see 9/30). In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem (arresting a mbr. of the Bethlehem municipal council), nr. Hebron, and in al-Bireh, Ramallah, Qalqilya (occupying homes as observation posts, firing on Palestinian children as they leave school, wounding 2, ages 11 and 13). The IDF imposes a curfew on Jenin town and r.c., closes off all access roads leading to the city, conducts arrest raids and house searches, fires on residential areas; withdraws fr. Bayt Hanun, having leveled 100 d. of citrus groves since 10/26, 1 Palestinian home,5wells. Palestinians fire a Qassam rocket at the Negev, causing no damage or injuries. Jewish settlers fr. Shilo attack, chase off a group of Palestinians harvesting olives in nearby al-Mughayyir village. Israeli sources confirm that the West Jerusalem municipality has completed plans for construction of a new 280-unit Jewish settlement quarter in Abu Dis in East Jerusalem following completion of the separation wall through Abu Dis. A Palestinian dies of injuries received on 10/2 during the IDF attack on n. Gaza. In Gaza, scores of Palestinians protest increasing crime, kidnappings, violence in Gaza and demand security, legal reforms. An Israeli court rules that Palestinian residents of Jerusalem have the right to register any child under age 12 without having to apply for family reunification even if 1 parent holds a West Bank ID. Previously, the Israeli Interior Min. asserted that any such children not registered by age 1 would have to apply for family reunification. (PR 11/3)

Arafat collapses in his Ramallah headquarters and deteriorates dramatically during the day, reportedly lapsing in and out of consciousness. His personal doctor is summoned fr. Amman, a medical team fr. Egypt, and his wife fr. Paris, raising speculation that he is nearing death. Also in n. Gaza, the IDF fires on residential areas of Bayt Hanun, seriously wounding a 12-yr.-old child in her home; demolishes 1 Palestinian home north of Bayt Hanun. In Egypt, a huge truck bomb explodes at the Hilton hotel in Taba, 2 smaller bombs explode at hotels further south along the Red Sea in Nuwayba and Ras al-Shaytan in what appear to be al-Qa‘ida attacks targeting Israelis vacationing for the Sukkoth holidays; 34 people are killed (including at least 13 Israelis, 9 Egyptians, 2 Italians, 1 Russian), some 150 are wounded. The IDF launches a predawn raid (dubbed Operation Root Canal) on Rafah, sending in up to 100 tanks and armored personnel carriers, 2 helicopters, and special forces units, allegedly to look for smugglers’ tunnels to Egypt, seizing a strip of land some 150 m. deep, occupying 8 apartment buildings (some for use as sniper towers, knocking holes in the walls to position guns). AMB, Hamas gunmen fire on the invading troops, detonate roadside bombs, sparking an exchange that leaves 7 Palestinians dead (4 armed men, including 1 AMB mbr. and 1 Hamas mbr.; 3 children), 1 IDF soldier and some 56 Palestinians (including 19 women, 6 children, 6 elderly, 1 medic) wounded, most when a helicopter fires missiles at a crowd in Brazil r.c., others when soldiers fire machine guns to “drive families away from” their homes. Rafah’s Najjar Hospital reports that it is “overwhelmed” with casualties, but cannot transport them to other facilities due to IDF travel restrictions; says the IDF is delaying ambulances fr. reaching the wounded for hrs. The IDF demolishes at least 4 Palestinian homes in the operation (allegedly used for cover by Palestinian gunmen), uncovers 2 tunnels. AMB mbr. Muhammad Ubayyat is killed when a bomb in a pay phone he is using explodes; the IDF apparently intended to assassinate Ubayyat's brother, Bethlehem tanzim cmdr. Nassir Ubayyat, and killed Muhammad in error. The IDF makes a predawn raid on Rafah r.c., demolishing 6 Palestinian homes allegedly hiding tunnels to Egypt, killing 2 Palestinians (including a 4 yr. old crushed by a falling wall), wounding 25, bulldozing 10 dunams of land; fatally shoots 2 Palestinians nr. the Rafah border; fires on a Palestinian vehicle nr. The IDF clashes with Islamic Jihad gunmen in, shells residential areas of Nablus and Balata r.c., leaving 1 IDF soldier dead, 3 buildings afire; fires on stone-throwing youths, killing 2 Palestinian boys ages 10 and 12, injuring 25; confiscates video footage of clashes fr. a Reuters cameraman. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). In Ramallah, the IDF surrounds, fires shells a building where it claims some of the wanted Palestinians who hid in Arafat's offices during the siege are located; demands their surrender. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. Meanwhile, the IDF eases closures in some Palestinian areas where there has been no violence but also tightens access to Jerusalem, directs heavy machine gun fire at residential areas of Dayr al-Balah, establishes a new police station in East Jerusalem, conducts arrest raids in Bayt Amin. The Israeli cabinet meets to discuss the dramatic reduction in violence in recent days. Although the cabinet does not approve the decision, Sharon declares that the IDF is prepared to pull out of areas A in Hebron that the army seized on 10/4-5. Peres and Qurai` meet again in Jerusalem along with Israeli, PA security officials to discuss cease-fire implementation. Israel agrees to open the main road in Khan Yunis, which has been closed for months; reopen Rafah crossing to Egypt, the Allenby Bridge crossing to Jordan for several hrs. every day; gradually remove IDF roadblocks, withdraw IDF troops over a 3 wk. period if calm remains; allow VIP passage btwn. the West Bank, Gaza for senior PA officials, security forces; to allow family visits btwn. the West Bank, Gaza; allow entry of 2,000 Palestinian businessmen into Israel. Islamic Jihad detonates a car bomb in a parking garage in Talpiot settlement in East Jerusalem, causing damage but no injuries. The IDF direct shells, heavy machine gun fire at residential areas of Jinin, Rafah; tightens the closure on Jinin, Khan Yunis, Ramallah, Tulkarm; bars teachers, students fr. entering a school in Hawara; raids a 2d school in Nablus. Jewish settlers severely beat 2 Palestinian children en route to school in Nablus; bulldoze 350 dunams of Palestinian land nr. Mihula; raid Kafr Laqif village nr. Qalqilya, attack several Palestinians, set fire to an olive grove. The IDF bars a pregnant Palestinian woman in labor fr. crossing a checkpoint to reach a hospital, forcing her to give birth at the crossing. Senior Israeli, PA security officials discuss cease-fire implementation. Israeli DM Benjamin Ben-Eliezer authorizes the IDF to remove roadblocks around Jericho, reopen the Rafah crossing into Egypt, ease Palestinians' passage through checkpoints, withdraw tanks from areas "where quiet is maintained." Inside Israel, Israeli Arabs observe a general strike, stage protests to mark the 1st anniversary of the 10/00 riots, which left 18 Israeli Arabs dead (13 killed by Israeli police; 5 by Israeli civilians). Israeli police keep a distance fr. demonstrators; no violence is reported. (MM 10/1)

The Arab League closes its 2-day emergency session, issuing a nonbinding resolution calling for a $1 b. Palestinian aid fund, recommending Arab states postpone further normalization with Israel. Barak formally suspends the peace process. In response, Arafat states that Palestinians have a right to an independent state with Jerusalem as its capital and "to accept it or not to accept--let [Barak] go to hell." Meanwhile, Israeli-Palestinian clashes escalate further, leaving 4 Palestinians dead, over 100 injured; 2 others die of injuries received earlier. The most violent exchange is nr. Bethlehem, where the IDF orders residents of Aida camp, Bayt Jala, Bayt Sahur to evacuate their homes before ordering machine guns, tanks, and helicopter gunships to fire into the area, targeting buildings fr. which snipers shot into nearby Gilo settlement and destroying 2 Palestinian factories, several houses, a power plant. The gunfire continues overnight. In Gaza, the IDF bulldozes Palestinian agricultural land along roads leading to Morag settlement. Israel also recloses the Gaza airport, reinstates the internal closure on PA areas, shuts crossings into Egypt and Jordan. In Cairo, 1,000s of Egyptian students protest the failure of the Arab League summit to cut ties with or to call for military action against Israel. There are also reports of at least 1 Palestinian protest in Bethlehem denouncing Arab leaders, especially Mubarak, for the weak Arab League statement. Barak announces an inquiry will be held into the deaths of Israeli Arabs during the recent clashes and a 4-yr. development plan for Israeli Arab areas. Israeli Arabs complain that the inquiry's recommendations will be nonbinding. (NYT 10/23; WJW 10/26; MM 10/30)

In implementation of the Sharm agmts., the PA releases a statement, read on Palestinian TV, urging Palestinians to "refrain from anything that would lead to tension or violence and to work to calm down the situation." Barak orders IDF troops to do their utmost to avoid causing casualties. By the end of the day, Israel lifts the internal closure on areas A, pulls tanks back fr. Nablus, reopens border crossings with Egypt and Jordan, and reopens the Gaza airport (see 10/7). Hamas reports that the PA has rearrested all mbrs. released since 9/28, plus others. Israeli, PA, U.S. security officers meet to discuss implementing Sharm agmts. Although Israeli officials for the 1st time acknowledge that Arafat does not have "monolithic control" over Palestinian protesters, Israel expects "total tranquility" by the afternoon of 10/20, is still working on plans for a unilateral separation fr. the Palestinians. Despite these actions, Israeli-Palestinian clashes continue unabated, with the IDF continuing to fire live ammunition at Palestinians, but causing no fatalities. 1 Palestinian dies of injuries received earlier. In a joint operation, Shin Bet and IDF special forces capture 8 Palestinians suspected in the killing of the IDF reservists in Ramallah on 10/12. The PA says the 8 may have been taken in area A, which would be the 1st incursion into area A since clashes began. In Gaza, 2 roadside bombs explode as a convoy of Jewish settlers under IDF escort pass, causing no injuries. In Gaza, the IDF clears 35 dunams of woodland along the road to Erez checkpoint. Israeli-Palestinian clashes continue but are less severe, largely because overnight the IDF deployed tanks on access roads to and around PA cities, sealing areas A, limiting movement. During the day, 2 Palestinians are killed by Israeli gunfire, over 160 are injured. Israel prohibits Palestinians under 45 fr. attending Friday prayers in Jerusalem, prompting scuffles with those denied access but preventing the full-scale rioting of 9/29, 10/6. In Jerusalem, cameramen record footage of Israeli police disguised as Palestinians seizing 2 Palestinian youths, beating them while holding them in a choke hold. Armed Jewish settlers rampage through Husan, fire on Palestinian homes in Artas, Bayt Inun, al-Khadir. In Gaza City and Shati camp, 100s of Palestinians hold rallies denouncing the PA for the failed peace process. Oman closes its trade office in Tel Aviv, Israel's trade mission in Muscat. Morocco recalls its envoy to Israel. In Cairo, 10,000 Egyptians hold anti-Israeli, anti-U.S. demonstrations. In Lebanon, the army keeps Palestinians away fr. the blue line, where they want to hold demonstrations. However, 6,000 Palestinians in `Ayn al-Hilwa camp, 3,000 in Beddawi camp, 5,000 in Nahr al-Barid camp, 7,000 in Rashidiyya camp demonstrate against Israel. In Amman, 8,000 Jordanians attend a government-sanctioned rally; a smaller, unauthorized demonstration takes place spontaneously following Friday prayers. In the U.S., rallies are held in Ann Arbor, Atlanta, Austin, Chicago, Columbus, Detroit, Las Vegas, New York, Petaluma (CA), Philadelphia, Santa Ana (CA), San Francisco, Washington. Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In retaliation, IDF helicopters fire rockets at the PA police academy in Jericho. During the Israeli air strikes, the PA releases around 60 Hamas, Islamic Jihad prisoners for their safety.
