Led by the U.S., NATO forces begin air strikes on military installations of Yugoslavian pres. Slobodan Milosevic to prevent further Serbian attacks on the Kosovo province's ethnic Albanian guerillas, civilians. 13 of NATO's 19 mbr. states participate in this 1st NATO attack on a sovereign state. Occupied Palestine/Israel: In W.Bank, Palestinians refuse to set clocks back one hour, saying they would observe "Palestine time" for two more weeks; Israeli army threatens to detain students who go to private school on "Palestine time." Army chief of staff, Dan Shomron, says the army's new policy is to arrest about 700 Palestinians accused of "distributing underground leaflets, enforcing strikes, painting graffiti . . . and attacking suspected collaborators" [NYT 9/6]. In separate interviews, Labor leader Peres says granting a visa to Arafat would not affect U.S. -Israeli relations, while P.M. Shamir reaffirms opposition to Arafat's entry into the U.S. [FBIS 9/6].

Arab World: Libyan authorities have told dozens of rebel movements around the world, including PLO splinter groups, to expect a cutback in funding and to close their offices in Libya [WP 9/5].

Occupied Palestine/Israel: In Tel Aviv 12- year-old Palestinian boy dies of wounds received 8/31; 36-year-old Palestinian in Rafah accused of collaboration is killed, another severely beaten [NYT 9/6]. Army closes 8 W. Bank schools, blaming students for demonstrations and stone throwing [FBIS 9/5; NYT 9/6]. A cooperative effort between IDF and the Air Force will allow IDF to use helicopters to help fight the intifada [FBIS 9/6].

Arab World: Israeli border troops clash with 3 Arab guerrillas in South Lebanon, 1 guerrilla killed [NYT 9/6].

Occupied Palestine/Israel: In Tulkarm Israeli soldiers shoot, kill 21-year-old Palestinian [NYT 7/28, FJ 7/31]. In Gaza 79-year-old Palestinian is hit and killed by Israeli vehicle [FJ 7/31]. In Khan Yunis Palestinian accused of collaboration is killed [NYT 7/28]. At least 15 Palestinians are injured in the Gaza Strip [FJ 7/31].

Arab World: SLA ambushes, kills 5 Palestinian guerrillas east of Sidon [FBIS 7/31, MET 8/8]. SLA expells 23 Lebanese policemen from south Lebanon's Israeliimposed "security zone" for refusing to cooperate with SLA, IDF [MET 8/8].

Military Action:

Artillery exchanges between PSP, and LAF and LF throughout the day in Chouf, Metn and Aley regions, and in coastal area south of Beirut; sporadic artillery and machine gun fire between rival militias in Tripoli; commander of IDF-backed militia in South Lebanon disbands his unit, joins Amal.

Casualties:

2 killed, 6 wounded in Tripoli fighting; 3 killed in Chouf; Beirut airport closed after 6 shells hit runway, schools in East Beirut closed; French military helicopter crashes into sea off Beirut, 2 crew members killed, 1 missing.

Israel/ Occupied Territories: Arens, in US, calls for unrelenting diplomatic and political pressure to force Syria to withdraw from Lebanon, says Lebanese government should employ guerrilla activity against Syrian forces in Lebanon; Shamir, in US, says US support for Israel, from point of view of American interests, is a bargain; settlers continue to occupy position near Joseph's Tomb in Nablus; petrol bomb thrown at IDF vehicle in Nablus.

Palestinians/ Lebanese: Tripoli Higher Coordinating Committee meets separately with Arafat and rebel leaders to coordinate details of cease-fire and withdrawal of forces.

IDF on state of alert as Syrians begin military maneuvers near Israeli lines in Golan Heights and eastern Lebanon; Palestinian guerrillas attack IDF patrol in Bekaa; IDF tank hits mine south of Karoun dam, RPG fired at IDF vehicle near Sil, no casualties reported; artillery exchanges in Chouf.
