In Gaza, the IDF continues operations in al-Maghazi r.c., engaging in heavy clashes with local gunmen, killing 4 armed Palestinians and 1 bystander, wounding at least 32 (in addition, 1 Palestinian child wounded in al-Maghazi on 7/19 dies of her injuries); drops leaflets across Gaza warning that “anyone who has . . . an arsenal, ammunition, or weapons in their house must destroy them or will face dangerous consequences.” The IDF also continues to shell n. and s. Gaza to prevent rocket fire; makes air strikes on 2 groups of Palestinians allegedly laying roadside bombs (no injuries are reported); fires warning shots fr. gunboats to keep Palestinian fishermen fr. going out to sea. Palestinians fire at least 1 rocket fr. Gaza into Israel, lightly wounding 1 Israeli. In the West Bank, the IDF continues major operations in Nablus, surrounding the local PA headquarters where a number of wanted Palestinians have taken refuge since fighting began on 7/19; 15 give themselves up during the day, but 10 remain inside, as IDF tanks shell the building and bulldozers begin to demolish the structure, troops fire on stone-throwing Palestinians who confront them (wounding 5). Also in Nablus, some 4,000 Palestinians demonstrate in support of Hizballah. The IDF also conducts arrest raids, house searches nr. Hebron; clears Palestinian trees nr. Har Homa settlement. Israel warns Lebanese s. of the Litani River that they have 24 hrs. to evacuate to the north. The IDF increases pinpoint ground operations in s. Lebanon, engaging in fierce clashes with Hizballah, leaving at least 2 IDF soldiers, 2 Hizballah mbrs. dead and 6 IDF soldiers injured; sends tanks, bulldozers across the n. border to destroy tunnels, bunkers, posts used by Hizballah (Hizballah claims to destroy 2 tanks; the IDF does not comment); continues air and artillery strikes on 150 targets across Lebanon, including Baalbek, Hermel, and al-Khiyam (destroying the infamous jail there, formerly run by Israel’s proxy, the South Lebanon Army). Late in the evening, 2 IDF helicopters collide over n. Israel nr. the Lebanese border, killing at least 4 IDF soldiers. Hizballah fires some 40 rockets at n. Israel, hitting Carmiel, Kiryat Shimona, Safad, Tiberias; there are no reported injuries. Syria reports that more than 140,000 people have crossed over fr. Lebanon since the violence began. Some 10,000 foreigners are evacuated by sea fr. Beirut and Tyre (including some 2,250 Americans and many Southeast Asian laborers evacuated by the Indian navy); UNIFIL evacuates its post at Naqura. The IDF assassinates wanted Hamas mbr. Akram Abu Sarhana, firing missiles at his taxi as he drives nr. Khan Yunis; of the 4 others in the taxi, 1 Palestinian woman is killed, another wanted Hamas mbr. Muhammad Siyam (possibly the primary target) and 2 other passengers are wounded; around 10 other bystanders are injured; Israel claims the Hamas mbrs. were en route to stage an attack. In Bayt Hanun, 2 Hamas mbrs. are killed, an IDF soldier is wounded in an exchange of gunfire. The IDF also demolishes 5 Palestinian homes in Rafah; conducts arrest raids, house searches in Dayr al-Balah, al-Qarara. Based on an intelligence tip, Israeli police in Kafr Qasim arrest 2 West Bank tanzim mbrs. carrying a 5-lb bomb, apparently on their way to Petah Tikva to stage an attack. Palestinians fire a Qassam rocket at Sederot, fire on a Jewish settler vehicle nr Nablus, fire 5 mortars at settlements in Gaza, causing no damage or injuries. Israel says it will begin having fmr. In Washington, Secy. Albright, PM Netanyahu hold 2d day of fruitless talks aimed at restarting peace talks. Lower-level teams headed by U.S. special envoy Ross, Israeli Cabinet Secy. Nave will work over the weekend. Netanyahu spends rest of day making courtesy calls to mbrs. of Congress, attending lunch in his honor hosted by the Comm. on International Relations; does not lobby mbrs. to pressure administration to moderate its position. 100,000s of Palestinians across the West Bank, Gaza, Jerusalem turn out for 2-minute moment of silence, nonviolent "March of 1 Million" to mark 50 yrs. of dispossession (known as al-Nakba). Marches in several areas (including, Bethlehem, Gaza, Hebron, Jericho, Jerusalem, Jinin, Nablus, Ramallah) devolve into clashes with IDF, which fires live ammunition, rubber bullets, killing 5 Palestinians, wounding 200-400, making this the worst day of violence in the territories since 9/25/96. 20 Israeli soldiers, policemen and 2 civilians are also injured. Occupied Palestine/Israel: Israeli authorities appoint Palestinian Zafir al-Masri mayor of Nablus, the first new West Bank mayor since elections were held in 1976. (Nablus has been run by Israeli mayor since dismissal of elected council in 1982.) Al-Masri is chairman of Nablus Chamber of Commerce [CSM, NYT 11/27; FJ 11/29]. Two leading Israeli newspapers name Rafael Eitan, former adviser on terrorism to P.M. Menachem Begin, as the man who purportedly handled Jonathan Pollard's spying for Israel [NYT, LAT 11/27].

Other Countries: The Guardian reports Pres. Reagan signs into law a compromise Senate resolution postponing $1.9 billion in arms sales to Jordan until 3/1/86 unless King Hussein starts directalks with Israel [MG 11/27].

Arab World: Suicide bomber Hamziyyah Mustafa drives car with explosives into SLA checkpost, killing herself. Pro-Syrian Arab Socialist Ba'th party claims responsibility [LAT 11/27].

Occupied Palestine/Israel: Defense Minister Yitzhak Rabin fails to persuade 3 MKs occupying apartment in Hebron to end illegal sit-in [WP 8/20]. Peres says govemment will remain sole body to authorize timing and location of settlement in occupied territories. Four more MKs join the protest sit-in: Yuval Ne'eman, Tehiya; Haim Druckman, Morasha; Benny Shalita and Dov Shilansky, Likud [JP 8/20]. Other Countries: Pope John Paul II, speaking in Casablanca, Morocco during an unprecedented visit to a Muslim country, states the status of Jerusalem, now under Israeli control, should be reviewed [WP 8/20].

Occupied Palestine/Israel: Gasoline bomb is thrown at Israeli military vehicle in Gaza Strip between Gaza City and Jabalya refugee camp. No casualties reported [FJ 8/23].

Arab World: SLA militia, trying to retaliate against Shi'ite attacks, mistakenly shell Irish UNIFIL post, narrowly miss killing troops [FT 8/20].

Occupied Palestine/Israel: League for Human and Civil Rights in Israel charges IDF detention center at Fara'a (West Bank) is factory for torture of inmates (mostly minors). 2 prisoners to be freed in Nov. 1983 prisoner exchange still held in Atlit prison, appeal to High Court for release. Haifa U.'s Arab Student Union pres. suspended for semester on charges of disturbing MK Sharon lecture (1/19/84), at which he and student companions were tear gassed while attempting to enter lecture hall. Pres. Herzog rejects pardon request by Uri Adiv. [See JPS (Winter 1984) pp. 176-178.] Naturei Karta's Rabbi Hirsch says on US television PLO is sole & democratically-chosen representative of Palestinian people.

Other Countries: Israeli DM Arens reportedly calls US Sec. of Defense Weinberger "a prime candidate for psychoanalysis."
