Shas head Deri is sentenced to 4 yrs. in prison. Analysts believe the ruling could improve PM Netanyahu's chances for reelection by rallying Shas supporters to his cause; one of Netanyahu's campaign promises has been to aid Israelis who feel marginalized by what he describes as the "elites," including judges. Israel begins airlifting remaining 16,000 Ethiopian Jews in Ethiopia to Israel in "Operation Solomon" following secret talks with the collapsing government of Ethiopia. 5/22 letter from Pres. Bush to acting Ethiopian Pres. Lt.-Gen. Tesfaye Gebre-Kidan promising U.S. mediation efforts in Ethiopian civil war in return for unrestricted Jewish emigration paved way for airlift. Bush had earlier written Ethiopian Pres. Mengistu Haile Mariam in April urging release of the Jews. Unnamed U.S. official states Bush asked Israeli Prime Min. Yitzhak Shamir not to settle the Ethiopians in the occupied territories. Aide to Shamir confirmed Israel told U.S. it had "no intention" of settling immigrants on what he termed "occupied land." Simha Dinitz, Israel'senior immigration official, confirmed that none would be placed in occupied territories. Western relief workers complained that valuable resources expended on operation could have been used to aid Ethiopian famine victims remaining in Ethiopia. Airlift comes as Israel is struggling to absorb nearly 250,000 Soviet Jewish immigrants who arrived in past 20 months. 12,000 Ethiopian Jews were airlifted to Israel in "Operation Moses" in 1984 before Arab criticism prompted Ethiopian government to halt exodus. 8,000 others came to Israel after emigration resumed on small scale in 1989. U.S. state department issues cautious statement on 5/22 Syrian-Lebanese treaty, noting that it will monitor events to determine if Lebanon's independence is respected. (WP 5/25)

Israeli Def. Min. Spokesman Danny Naveh states that Israel will release all Lebanese prisoners held by Israel, including alleged Hizballah spiritual leader Shaykh 'Abd al-Karim 'Ubayd, in exchange for Israeli prisoners held in Lebanon. Hizballah spokesman added that Israel must release Lebanese and Palestinian prisoners, that Hizballah could only release those Israelis it holds and not those held by other groups. A total of seven Israelis were captured or reported missing in Lebanon since 1982 Israeli invasion, of whom only two are believed to be alive. Hizballah admits to holding two Israelis. Hizballah is seeking release of Shi'ites held both by Israel and Israeli-backed South Lebanon Army. Agreement came in wake of statement earlier in the week by Shaykh 'Abbas al-Musawi, new leader of Hizballah, that Hizballah would release the two Israelis if Israel freed Lebanese and Palestinian prisoners it held. Occupied Palestine/Israel: Inside the green line, hundreds of thousands of Arabs join general strike in solidarity with Palestinians in occupied territories. Israeli police, border guards respond to large demonstrations with tear gas, water cannons. About 200 Palestinians are arrested; 17 Israeli police, border guards injured [WP 12/22; FJ 12/27]. Stone-throwing, tire-burning crowds of demonstrators are reported in Jaffa, Nazareth, Lydda, Ramlah, and Abu Ghawsh. IDF troops fire on West Bank Palestinian crowds throwing Molotov cocktails, killing at least 2 in Jenin-area town of Tubas and 1 in Jenin. At least 22 are wounded by gunfire [NYT, WP 12/22]. At request of France, Israel tells UN Security Council that it won't dismantle "security zone" inside Lebanon as Security Council demands (NYT 9/23).

Arab World: IDF mass troops and equipment on both sides of the Lebanese border; military sources repeat warnings that Israel will use "all means necessary" including use of troops to defend SLA from new attacks by Muslim guerrillas and to maintain control of "security zone." Mobilization is largest concentration of troopsince June 1985 withdrawal (WP, NYT 9/23).

Occupied Palestine/Israel: Israeli authorities have arrested scores of West Bankers and 1 Gazan on charges of committing attacks that have wounded at least 8 Israelis; most of the suspects are said to belong to Fateh cells active in the Jerusalem and Ramallah areas, to have been responsible for series of bombings since last September [JP, JTA 3/24].

Arab World: Yasir Arafat repeats PLO offer to trade acceptance of UN resolutions 242 and 338, and therefore acceptance of Israel, in return for guarantees by the 5 permanent members of the UN Security Council of the Palestinians' rights to selfdetermination [BG 3/25]. Morocco's King Hasan proposes a summit conference between a chosen Arab leader and P.M. Peres to hear Israel's views on the Fez peace plan [JP 3/25].

Other Countries: U.S. is reportedly pressuring Israel to sell arms to Iraq, including Israeli "drone" reconnaissance aircraft and Soviet weapons captured by Israel during past wars with Arab neighbors [DT 3/24].

Arab World: Lebanese state radio reports Israeli forces shelled Nabatiyyah, killing 3 civilians and wounding 22 [NYT 3/25]. Jerusalem Post reports the SLA shelled Nabatiyyah in response to 12 katyusha rockets that landed in "security zone" in early morning [JP 3/25].
