Jordan's acting PM notifies UNESCO that it has historical responsibility for maintaining Islamic shrines in East Jerusalem, states that all funds must be channeled through Jordan. Political battle deepens between Jordan and Saudi Arabia over which country will fund repairs to Islamic sites in Jerusalem (see 5/16, 5/18). Jordan also announces that Chmn. Pro-peace marches continue in o.t., including one involving thousands of marchers in Jenin. Curfew imposed 10/27 on Nablus lifted, but is imposed on 400,000 Gaza residents. (MEM 11/4)

Thousands flee Kufr Rumman, S. Lebanon, after Israeli troops order them to evacuate the area, which has come under recent heavy Israeli artillery fire. South Lebanon Army radio broadcast also orders 100,000 residents of some 100 villages near the Israeli "security zone" to flee. Israel denies it officially ordered the evacuation, claims order came from a local Israeli commander or from SLA acting on its own authority. As Israel continues its bombardment of the area, Lebanese pres. Ilyas al-Hirawi calls Lebanon's defense council into emergency session, and Shi'ite Amal militia announces a general mobilization, vowing to stand with Lebanese army troops in repelling any Israel attacks. Occupied Palestine/Israel: In Tulkarm Israeli soldiers shoot, kill 21-year-old Palestinian [NYT 7/28, FJ 7/31]. In Gaza 79-year-old Palestinian is hit and killed by Israeli vehicle [FJ 7/31]. In Khan Yunis Palestinian accused of collaboration is killed [NYT 7/28]. At least 15 Palestinians are injured in the Gaza Strip [FJ 7/31].

Arab World: SLA ambushes, kills 5 Palestinian guerrillas east of Sidon [FBIS 7/31, MET 8/8]. SLA expells 23 Lebanese policemen from south Lebanon's Israeliimposed "security zone" for refusing to cooperate with SLA, IDF [MET 8/8].

Occupied Palestine/Israel: Paestinians in Galilee send trucks of food, medicine to Palestinians in O.T. [FBIS 3/14]. Border police units will be gradually replacing IDF units orf W. Bank. Attorneys working in O.T. end 2/2 month strike [FBIS 3/13].

Arab World: Nabil Shaath, chairman of PLO political committee, calls Bush proposal "way too little, too late," but said PLO leadership would study proposal [WP 3/13]. PLO chairman Arafat states willingness to go to Jerusalem to convince Israelis of need for international conference; visit is predicated on approval of Arab states [FBIS 3/13].

Occupied Palestine/Israel: Palestinian from 'Ayda camp dies from wounds received 3/11 [FBIS 3/14, FJ 3/20]. Israeli troops shoot, wound Palestinian who stabbed a soldier in Bethlehem [NYT 3/13, FJ 3/20]. At least 5 Palestinians are injured in W. Bank; 8 Palestinians in Gaza [FJ 3/20].

Arab World: Israeli troopshoot, kill 2 PFLP-GC guerrillas in the Israeli-imposed security zone in S. Lebanon [NYT 3/13].

Occupied Palestine/Israel: P.M. Peres states in keynote speech opening Labor party convention that Israel recognizes the Palestinians "as a nation," states Israel is trying to "create interim conditions for an interim arrangement" in the occupied territories until their final status is resolved [DT 4/10]. Egyptian delegation headed by Minister of State for Foreign Affairs Butrus-Ghali attends the convention, as well as delegations from 20 other countries [JP 4/9].

Arab World: Former chief of intelligence for the PLO, 'Atallah 'Atallah (Abu Za'im), is reported to have been touring Palestinian refugee camps in Jordan delivering speeches critical of policies of Yasir Arafat and blaming him for the collapse of dialogue with King Hussein; Abu Za'im's statements have been given front-page coverage in Amman [JP 4/8; NYT 4/9]. Chairman of the Knesset Foreign Affairs and Defense Committee Abba Eban arrives in Cairo for a visit [JP 4/9].

Other Countries: U.S. Asst. Sec. of State Richard Murphy, originally scheduled to accompany Vice Pres. George Bush on his M.E. tour, stops instead in Cairo and then proceeds to Israel; Bush tells press conference Murphy is investigating a new peace initiative [LAT, BG 4/9].

Occupied Palestine/Israel: Firebomb is thrown at bus on northern edge of Jerusalem, injuring 9 Israeli passengers; police detain 17 Palestinians for questioning [LAT, WP 4/9]. A bomb explodes in Afula, injuring a soldier; WAFA, the Palestine News Agency, states the PLO is responsible for placing the bomb [WP, LAT 4/9].

Arab World: Suicide bomber drives car into checkpoint near Hasbayya, at edge of Israeli-declared "security zone," killing himself and injuring 3 SLA militiamen and 3 civilians; the pro-Syrian Lebanese Ba'th party claims responsibility [WP, NYT 4/9]. Car bomb in Christian port city of Juniyah kills 10, injures over 100; no one claims responsibility [WP, NYT 4/9].

Military Action

Arab World: Israeli troops, SLA militia comb 3 S. Lebanese villages north of security zone, firing rocket-propelled grenades and searching for guerrillas [PI 1/5]. Israeli troops are reported to have moved 30 tanks into S. Lebanon security zone [BG 1/5]. Syria is reported to have withdrawn SAM-6, SAM-8 anti-aircraft missile batteries into Syrian territory from Lebanon's Biqa' Valley [NYT, WP 1/5].

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.

Casualties:

Government offices, banks, shops and many schools reopen in Tripoli.

Palestinians/ Lebanese: Arafat meets with Jordanian Prime Minister Mudar Badran, holds press conference in Amman in which he praises the Reagan plan for calling for a settlement freeze, and criticizes plan for denying Palestinian right to independent state; Abu lyad says meeting of Fateh Central Committee in Kuwait on 6 January rejected the Reagan plan; Lebanese-Israeli-US talks held in Khalde deadlocked over agenda as US compromise proposals are unacceptable, but new proposals submitted.
