Arab World: Pres. Husni Mubarak sends message to Pres. Reagan protesting Israeli threat to attack Saudi Arabian missile sites [WP 3/25].

Other Countries: U.S. def. sec. Frank Carlucci and Egyptian def. min. 'Abd al-Halim Abu Ghazalah sign agreement allowing Egypt to bid on U.S. weapons contracts [WP 3/25]. U.S. officials report Israel has been conducting unusually intensive low-level bombing practice runs [WP 3/25].

Occupied Palestine/Israel: At Balatah refugee camp in Nablus, Israeli soldiers open fire after demonstrators attack military vehicles with stones and iron bars; 2 Palestinians are killed and 3 soldiers are injured. Curfew is imposed. At least 100 Palestinians have been killed by soldiers since uprising began [NYT 3/25; FJ 3/27]. Protesters set fire to Israeli bus in Hebron-area village of Shuyukh [FJ 3/27].

Occupied Palestine/Israel: Mayor Iliyas Furayj of Bethlehem and Hanna Siniora, editor of al-Fajr newspaper, leave separately for 'Amman for talks with "very high up people"; Furayj says he will discuss "municipal matters," Siniora says he will discuss "how we can repair the damage between the Jordanians and the Palestinians" [LT 10/25]. Finance Min. Yitzhak Moda'i states plans for 6 new settlements in the W. Bank will not be implemented despite his earlier statements to that effect [JP 10/25]. Negev Bedouin refuse to elect delegation to represent them on Supreme Committee on Bedouin Affairs, chaired by advisor on Arab affairs Yosef Ganat [JP 10/25]. Ariel Sharon states in TV interview Jordan must remove PLO bases from its territory as condition for negotiating with Israel [MG 10/25].

Arab World: King Hussein meets with Pres. Mubarak in 'Amman to discuss Peres' proposals for direct talks. Hussein states at press conference that U.S. Congress will not force him to negotiate directly with Israel by delaying arms sales to Jordan [NYT, CSM 10/25]. Al-Quds newspaper in Jerusalem reports Jordan has ordered several PLO offices in 'Amman closed, ordered staff reductions at others, and has refused permission to enter to several PLO commanders, including the head of Fateh's Force 17, Abu Tayyib, and Muhammad Milham, PLO Executive Committee member who refused to sign statement prepared by Brit. For. Min. denouncing use of violence and recognizing Israel's right to exist. (Move follows Arafat's recent cancellation of trip to 'Amman, reported failure of Arafat's deputy Khaled al-Hasan to reach understanding during recent talks with King Hussein on breakdown in talks with British For. Min.). Jordanian army units are reportedly strengthened near PLO camps [JP, FJ 10/25; LT 10/271]. Reports indicate Bishop Iliyas Khuri, PLO Executive Committee member, has signaled his wish to resign over embarrassment due to recent cancellation of talks with British Foreign Ministry [JP 10/25].

Other Countries: State Dept. announces Asst. Sec. of State Richard Murphy made unpublicized trip to Jordan this week to give King Hussein private assurances from P.M. Peres about sincere desire for negotiations. Murphy then flies to New York for talks with Shultz, and later joins Shultz in talks with Peres [NYT 10/25]. U.S. Senate votes 97 to 1 to postpone Pres. Reagan's proposed $1.9 billion arms sale to Jordan until 1 March unless Jordan begins direct peace negotiations with Israel before then [WP, PI 10/25]. Hussein charges U.S. with "reneging" and "blackmail" [WP 10/25]. European Parliament votes to back "with all its available means" P.M. Shimon Peres' peace plan; resolution calls for recognition of the PLO as the representative of the Palestinian people, calls for PLO participation in peace process. Occupied Palestine/Israel: Central Bureau of Statistics reports 37% of occupied territories' work force employed in Israel during 1984: 50,000 from W. Bank, 40,000 from Gaza; 44,000 worked in construction, 13,000 in agriculture [JTA 3/7]. Housing Min. begins building permanent structures in 3 settlements formerly containing temporary housing: Atzmona in Gaza, Cadim in N. portion of W. Bank, and Na'ama in Jordan Valley [JP 3/6]. Arab World: UNRWA reveals IDF has blocked food & medical supplies to refugees in S. Lebanon for nearly 3 weeks, and now has broken agreemento lift blockade.

Occupied Palestine/Israel: Israeli Dep. PM Levy says Reagan decision to pull out of Lebanon shows "poor judgement and certain weakness." Israeli Chief of Staff Eitan says IDF must remain in S. Lebanon forever to ensure safe northern border.

Other Countries: King Hussein, Pres. Mubarak and Pres. Reagan meet at White House to discuss ways to negotiated settlement of West Bank and Gaza status; Reagan disassociates self from Mubarak's appeal for "direct dialogue" with PLO. US amb. to Israel Samuel Lewis tells presidents of American Jewish organizations at Jerusalem Hilton that US Embassy should have been moved to Jerusalem in 1950s. Arab World: Druze militias make gains against LAF; US responds by shelling Druze areas with 45 rounds from destroyers offshore.

Military Action:

US Marine captain with loaded pistol orders IDF tanks away from checkpoint in Beirut, the sixth incident between the two forces in past month; mortar explodes near US Marine position at airport; UNIFIL headquarters complains of IDF restrictions on their movements south of Beirut.

Casualties:

2 French soldiers wounded by gunfire from passing car; official IDF casualty figures to date for Lebanon war are 466 killed, 2567 wounded, from all causes; report on Ansar detention camp shows it has received 9200 detainees since out-break of war, with 5412 Palestinians and Lebanese still held, at a cost of IS lm. a day; 293 Syrian prisoners of war, of whom 24 are officers, also held at Ansar.

Israel/ Occupied Territories: Socialist International mission meets Begin and Shamir and visits West Bank; Israel's foreign debt totals $20.1 billion, an increase of $2.2 billion in last year, while interest payments are expected to total $5.3 billion in the 1982-83 period; delegation of Lebanese Christian officials meets Sharon and other Israeli ministers in Tel Aviv; Village League head Mustafa Dudeen announces that the Palestinian Democratic Peace Movement will be formed at Hebron convention on February 12.

Israel/ Occupied Territories: Begin, in speech to World Zionist Congress, sees good chance of pullout agreement soon, reaffirms settlements are essential; Begin meets with Habib and Draper, who carry proposals to skirt issue of Jerusalem as venue for talks; Israeli military authorities close down Construction and Public Institutions Employees Union headquarters in Ramallah for two months, confiscate union files, arrest union secretary.

Palestinians/ Lebanese: Lebanese Foreign Minister Salem, in meeting with Shultz, warns that lengthy occupation would lead to Israeli annexation of South Lebanon, Syrian/PLO protectorate in North Lebanon.
