Arab World: Egypt's Pres. Husni Mubarak calls for 6-month cease-fire in occupied territories, international peace conference on the Middle East as part of new peace initiative [WP, LAT 1/22]. Jordan's P.M. Zayd Rifa'i tells parliament that 23 PFLP members have been detained on charges of attempting to instigate disturbances in Jordan [FBIS 1/25].

Other Countries: U.S. criticizes Israel's new policy of beating Palestinian protesters [WP 1/22].

Occupied Palestine/Israel: Curfews on 4 Gaza Strip camps are eased, allowing people to leave for work and food trucks to enter; 4 other Gaza camps remain under curfew [WP 1/22]. Palestine Press Service reports minor disturbances near Hebron, Ramallah, and Nablus. Relief workers in occupied territories reportreating many Palestinians for fractures, head wounds caused by severe beatings by soldiers, border police [WP, LAT 1/22]. Occupied Palestine/Israel: General strike in E. Jerusalem, W. Bank, and Gaza Strip continues despite military efforts to open stores [WP, CSM 1/21]. In Gaza Strip, 7 refugee camps remain under curfew. Accident involving stone-throwing youths and police jeep in E. Jerusalem suburb of 'Isawiyyah leaves 1 youth, 2police officers injured [LAT 1/21]. Army, police, and Jerusalem officials confirm that under new agreement Jerusalem police can request emergency powers from military, allowing them to impose curfews, force shops to open [NYT 1/2 1]. Israel announces capture of 3 Palestinians accused of 1986 attempted murder of soldier [FBIS 1/21; FJ 1/24]. In Burqin, near Salfit, Jewish settlers attack houses; 1 resident is beaten [FJ 1/24]. Israeli officials order Hebron Polytechnic closed indefinitely [FJ 1/24].

Military Action

Occupied Palestine/Israel: Israeli soldiers kill 3 armed Palestinians shortly after they cross Israel's northern border from Lebanon. Fateh claims responsibility for infiltration. At least 20 stone-throwing Palestinian demonstrators aearrested during violent riots in al-Ram, near Jerusalem. Reports indicate many residents of Shu'fat in E. Jerusalem are detained, beaten by border police in nighttime crackdown on alleged protesters [WP 1/21; FJ 1/24]. Violent clashes between demonstrators and Israeli troops are reported in E. Jerusalem and numerous W. Bank refugee camps, villages, and towns. More than 50 Palestinians are beaten by Israeli troops in Gaza Strip camp [CSM, LAT 1/21]. Estimated 100 youth are beaten in army raid of Jenin-district vllage of 'Arrabah [FJ 1/24]. Arab World: Amal militiamen end 3-year siege of Beirut's Burj al-Barajinah and Shatila refugee camps [WP 1/21]. At Fez U., students demonstrating in solidarity with Palestinians in occupied territories and against regime clash with police, soldiers; 9 demonstrators are wounded, and 1 dies later of injuries [FBIS 1/22]. 

Military Action:

Syrians and Israelis exchange tank and mortar fire east of Beirut for first time in 4 months; gun battles in Tripoli between rival militias; Beirut offices of Arab Deterrent Force closed, premises handed over to Lebanese Army.

Casualties:

Lebanese doctor shot and killed at roadblock by Fiji UNIFIL soldier in South Lebanon; 3 killed, including Syrian soldier, 6 wounded in Tripoli.

US and Other Countries: Soviet Union accuses Israel of planning a piratic strike against Syria, warns it would be playing with fire.

Military Action:

US Marines begin to leave Lebanon (Italian troops scheduled to depart tomorrow, French legionnaires by end of next week); Israeli reconnaissance flights over Beirut; Israeli tanks remain in port area in violation of Habib agreement; IDF jeep ambushed in Central Lebanon.

Casualties:

3 IDF soldiers killed, 1 wounded in jeep ambush.

Israel/ Occupied Territories: Israeli government rejects Fez 8-point peace plan as worse than Fahd plan put forward in 1981 (calls on Arab states to sign individual peace treaties with Israel); Yitzhak Shamir dismisses Fez plan as "renewed declaration of war on Israel"; anti-Israeli slogans painted on walls and PLO flags displayed in Kawkab in Galilee; land near Dura, west of Hebron, confiscated; Nablus Mayor Shakaa criticizes Fez summit as unimplementable.

Palestinians/ Lebanese: Lebanese Muslim leaders concerned about IDF failure to withdraw from Beirut prior to departure of multinational force, Wazzan's request for force to extend its stay is rejected by US.

Military Action:

Booby-trapped car explodes in Deir el-Qamar area of Chouf; despite IDF denials, Israeli forces advance into positions previously held by PLO in Bir Hassan area near Shatila refugee camp, sparking sporadic exchanges; Wazzan protests advance, seen as undermining Lebanese efforts to demilitarize streets of West Beirut; Muslim leaders fear IDF mine-clearing activities are pretext for armored IDF thrust further into West Beirut; Kurdish, Shiite militias battle each other in Kantari district with rockets and machine guns over personal feud.

Casualties: French UNIFIL officer killed, 3 Lebanese wounded in Bir Hassan; 3 IDF soldiers, 10 others injured in Chouf; Israeli sources estimate IDF might have had 2,000 casualties if it had entered West Beirut.
