Reuters reported that the Israeli refusal to offer concessions to Palestinians as part of the Israel-Saudi Arabia normalization deal will not hold up the deal, according to 3 sources Reuters spoke to. Axios reported that U.S. president Joe Biden and Israeli prime minister Benjamin Netanyahu agreed to a provision in the normalization deal that would preserve the prospect of a peace deal between Israel and Palestine during their meeting on 9/20. The UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel, issued a position paper on the legality of the Israeli occupation to the ICJ for the court’s assessment of the issue, saying the occupation is unlawful under international law. Israeli prime minister Benjamin Netanyahu addressed the UN General Assembly, saying Saudi normalization will “enhance the prospects of peace with the Palestinians,” while displaying a map depicting the new Middle East after normalization that omitted the West Bank or Gaza. In Tel Aviv, Israeli forces violently dispersed Eritrean refugees protesting at the Eritrean embassy injuring 15 with live ammunition and baton rounds and dozens of others with tear gas. Most of the 52 people Israel arrested were placed on administrative detention. Israeli prime minister Benjamin Netanyahu called for the “immediate deportation of those who took part” in the violence during the protest. It was reported that Israeli national security minister Itamar Ben-Gvir restricted family visits for Palestinian prisoners to once every 2 months instead of once a month. Prime Minister Benjamin Netanyahu’s office later said that no decision had been made but that it would be discussed next week. PLO secretary-general Hussein al-Sheikh said the move could lead to “explosive situations.” Later on 9/3, the Supreme Emergency Committee of the Prisoner National Movement announced that Palestinian prisoners will embark on an open-ended hunger strike on 9/14 if the new policy is adopted. Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. Israeli prime minister Benjamin Netanyahu met with UK prime minister Rishi Sunak in London. Sunak’s office issued a statement saying that he had reiterated the UK’s position for a 2-state solution and against Israeli settlements and cautioned Netanyahu against undermining Israeli democracy by overhauling the judicial branch of government. Israel’s defense minister Yoav Gallant issued an order to financially penalize 87 Palestinian prisoners for having received funds from the PA. Starting on 2/16 Israeli forces raided the homes of the current and former Palestinian prisoners in East Jerusalem, seizing cash, jewelry, and other belongings while freezing their bank accounts. Israeli prime minister-elect Benjamin Netanyahu signed a coalition agreement with Otzma Yehudit leader Itamar Ben-Gvir which will see the party gain 3 ministerial positions, including public security minister. The position will also be renamed to national security minister and will have its powers extended, including oversight of the Border Police in the West Bank. A 2nd ministry set to be granted to Otzma Yehudit is the Ministry for the Development of the Negev and the Galilee, which will also be expanded to include oversight of settlement outposts in the West Bank. Booking.com published warnings for listings in the West Bank. Booking.com had initially said it would will add a human rights warning to properties in the West Bank owned by Israeli settlers and add the word “occupied” to text referring to those properties. The final version was much more ambiguous as it referred to the listings as “conflict-affected,” following an Israeli pressure campaign. PA president Mahmoud Abbas spoke to Israeli prime minister Yair Lapid and Israeli president Isaac Herzog in phone calls. The phone calls come 1 day after defense minister Benny Gantz visited President Abbas in Ramallah and 1 week ahead of U.S. president Joe Biden’s visit to Palestine and Israel. It was the 1st direct call between Abbas and an Israeli prime minister since 2017. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. It was reported that newly appointed Israeli prime minister Yair Lapid would move into a house seized by Israel from a Palestinian family who fled Jerusalem during the Nakba. The house, Villa Hanna Salameh on Balfour Street, will serve as Prime Minister Lapid’s temporary housing until renovations at the prime minister’s official residence has been completed. 80 Democrats in the U.S. Congress, led by David Price (D-NC), Barbara Lee (D-CA), Jennifer Wexton (D-VA), and Joaquin Castro (D-TX), wrote a letter to secretary of state Antony Blinken urging the Biden administration to take action against efforts to undermine the 2-state solution. The Democrats mentioned 5 issues of concern, including settler violence and non-intervention by Israeli forces, settlement expansion, demolitions, increased funding for West Bank settlements, and the PA program for paying stipends to Palestinian prisoners. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan.
