At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. An Israeli delegation meets their Turkish counterparts in Ankara to discuss ways of improving bilateral relations, including the question of financial compensation by Israel to the families of Turkish activists killed on the Mavi Marmara in 2010. (JP 4/21)

Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

In the Gaza Strip, the IDF opens fire on Palestinians collecting rubble along the n. border fence, wounding 1 child. IDF forces make a brief incursion to Gaza to level land nr. Rafah. In the West Bank, Jewish settlers uproot around 190 olive trees in Qusra village nr. Nablus and attack villagers. Settlers also enter Bayt Umar village nr. Hebron, set fire to a car and spray ‘‘price-tag’’ graffiti. The IDF clash with residents of al-Nabi Salih village nr. Ramallah and Salfit, injuring 2 in the latter. In both cases, clashes begin after forces enter the communities and are met with protests and stonethrowing. The IDF patrols in 1 village nr. Tulkarm in the afternoon, and in 3 villages nr. The Palestinian Central Bureau of Statistics says that the population of Palestinians around the world totalled 11.6 m. in 2012, with 2.7 m. in the West Bank, 1.7 million in the Gaza Strip, 1.4 million in Israel, and around 6 million in the Middle East and worldwide. (MNA 12/31)

Israeli television reports that Israeli PM Benjamin Netanyahu stands behind his 6/2009 statement of support for the two-state solution, though without directly quoting from the PM. Earlier, Likud MK Tzipi Hotovely said that the PM’s 2009 statement had been a tactical maneuver designed to placate the international community. (ToI 12/31)

A demonstration after Friday prayers at the al-Aqsa mosque in Jerusalem devolves into clashes with Israeli police, who use stun grenades against stonethrowing protesters.

Hebron (firing stun grenades), and 3 villages nr. Jenin at night; conducts house searches and issues summonses in 2 villages nr. Salfit at night. The IDF also attacks a weekly nonviolent protest against settlements and the separation wall in Kufr Qaddum village nr. Qalqilya, causing no serious injuries. Netanyahu announces a last-minute decision to lead the Israeli delegation to the UNGA session. He calls on Abbas to restart negotiations with him in New York that would be continued in Jerusalem and Ramallah upon their return, giving no details on the basis for relaunching talks. Senior Palestinian official Hussam Zumlut reiterates that the Palestinian leadership is ready to consider any “serious and credible” proposal to resume talks, meaning it must include a settlement freeze and acceptance of the terms of reference of the previous agreements. After Friday prayers, 1,000s of Egyptian protesters besiege the Israeli emb. in Cairo, tear down the wall recently built outside (see 9/3), scale the building to rip down the flag, gain access to the offices, and throw documents into the street. Egyptian security forces collect the ambassador, his family, and other staff who are away from the emb. and secure them at the airport for evacuation to Israel. The 6 employees inside the emb. lock themselves in an office and await rescue. Egyptian riot police arrive in 50 APCs and fire tear gas and rubber bullets to disperse the protesters, who respond with stones and Molotov cocktails. At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. Six members of the Italian contingent of the UN Interim Force in Lebanon (UNIFIL) are wounded when their convoy detonates a roadside bomb planted along their route outside Sidon in s. Lebanon. No group takes responsibility. (NYT, WP 5/28; DS 5/29)

Saying the Fatah-Hamas split has “gone on too long and should not continue,” PA PM Salam Fayyad offers to form an interim national unity govt. with Hamas and not to interfere with Hamas’s rule in Gaza in the run-up to elections, if it agrees to take part in presidential and legislative elections in 9/2011. Elements within Fatah denounce the move. Hamas responds with skepticism. (AP, HA 2/21)

In the West Bank, the IDF conducts daytime patrols in and around Jenin and in villages nr. Qalqilya and Tulkarm; conducts evening and late-night patrols nr. Qalqilya and Salfit. Jewish settlers uproot 270 olive trees fr. 2 Palestinian plots nr. Salfit attempt to steal a horse fr. a Palestinian harvesting olives but leave when other Palestinians arrive. The PA says that foreign journalists who visit the West Bank through Israeli media facilitators are “unwelcome”—a move seen as an attempt by the PA to control its media image abroad. The IDF informs residents of the Palestinian village of Azun Atma, nr. the separation wall s. of Qalqilya, that they must obtain special permits fr. the Civil Admin. to be able to travel in the area; informs residents of 4 villages s. of Tulkarm that as of 4/1, the IDF will close the sole gate in the separation wall that gives them access to village farmlands located between the wall and the Green Line. Before dawn, Hamas mbrs. detonate explosives at 17 points along the 7-mi.-long Rafah border wall, allowing 10,000s of Palestinians to stream into Egypt to buy food, fuel, medicine, cement, livestock, and other goods that have been banned by Israel since 6/07; Gazans who have been stranded in Egypt reenter Gaza. (For details on the border breach, see the Quarterly Update.) Egyptian pres. Husni Mubarak authorizes border police to stand down, saying Egypt will not be party to starving the Palestinians, but makes it clear that Egypt expects Gazans to return home quickly. IDF troops on the n. Gaza border fatally shoot a Palestinian farmer working his land northwest of Bayt Lahiya. The IDF also levels land inside Gaza northeast of Bayt Hanun, uprooting 350 d. of olive and citrus groves. A Palestinian is injured when 2 rockets to be fired into Israel explode at the launch site. In the West Bank, the IDF conducts arrest raids, searches in and around Hebron (including surrounding and searching a medical clinic, interrogating staff and patients, arresting 2 staff mbrs.), in Balata r.c., and nr. Jenin, Salfit; raids a hospital in Bethlehem, confiscating 3 computers and a diagnostic machine that tests for osteoporosis; returns 200 olive trees to a farmer in Qaryut nr. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. An al-Aqsa Martyrs Brigade (AMB) gunman opens fire on an IDF checkpoint outside Jerusalem, killing 2 IDF soldiers; the gunman escapes toward al-Khadir village; the IDF seals al-Khadir, conducts house-to-house searches, arresting 3 Palestinians. The IDF raids Rafah, sparking an exchange of gunfire that leaves 1 Palestinian dead and 11 wounded, demolishing 7 Palestinian homes, damaging 2 others; fires on Palestinians at Qarni and Surda crossings for no apparent reason, wounding 3; shoots, wounds a 16-yr.-old Palestinian who breaks curfew in Asira nr. Nablus; fires on stone-throwing youths in Burqa nr. Nablus, wounding 3; fires on Palestinian farms nr. Netzarim settlement, killing 1 horse, wounding another; conducts arrest raids, house searches nr. Hebron, Nablus. The IDF also arrests a Palestinian farmer harvesting his olive grove nr. The PSF arrests 7 Palestinians (at least some of whom are PRC mbrs.) in Jabaliya r.c. in connection with the 10/15 Erez bombing, sparking a gunfight that leaves 7 PSF officers wounded; later attempts to arrest an 8th Palestinian but retreats under machine gun fire; 10s of Palestinians in Jabaliya protest the arrests, which Israel says are meaningless. The IDF sends 50 armored vehicles back into Rafah to continue the search for smugglers’ tunnels, fatally shoots 1 PSF officer, wounds 14 Palestinians; a Palestinian dies of injuries received in Rafah on 10/10. The IDF also conducts arrest raids in Qalqilya. After the IDF lifts the curfew on Nablus, Palestinian youths, angry over the IDF imposition (10/15) of the curfew to facilitate a Jewish pilgrimage, throw burning tires at Joseph’s Tomb, causing some damage. Israeli-Palestinian clashes continue. A Palestinian suicide bomber detonates a car bomb nr. a Jewish settler school bus in the West Bank, killing himself but causing no other injuries. Palestinians also fire 2 mortars at a Kefar Darom settlement in Gaza. Inside the Green Line, Israeli police find, safely detonate a bomb in Netanya. The IDF shells a PSF office in Gaza, residential areas of Khan Yunis; bulldozes Palestinian land in Khan Yunis; conducts an arrest sweep in Jalazun. Jewish settlers set fire to a Palestinian olive grove in Salfit, destroying 50 trees. (WP 4/30; LAW 5/4)

Arafat orders the popular resistance comms. to disband and their mbrs. (most of whom are Fatah mbrs., some of whom are PSF officers) to "return to their original security positions," calls senior PSF officer Yasir Zanun (a Fatah mbr. and a leader of the resistance comms.) in for questioning, has the PSF arrest Hamas spokesman `Abd al-`Aziz Rantisi for statements accusing Arafat of treason for resuming security talks with Israel.
