In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. The High Follow-Up Committee for the Arab citizens of Israel declared a general strike in Israel over Israeli inaction in preventing and solving violent crime. (WAFA 9/3; ALM, QDS, WAFA 9/5)

Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. The order would prevent Yered from leaving the northern part of the Jordan Valley. (HA 9/5)

Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, Israeli settlers threw stones at Palestinians and Israeli activists working an olive grove near Turmus ‘Ayya and set fire to 2 Palestinian-owned vehicles. Israeli settlers also threw stones at Palestinian homes in ‘Ayn Bus. Israeli forces shot and killed 5 Palestinians and injured 21 others during a late-night raid in Nablus. Israel claimed it was raiding Nablus to destroy an explosives lab belonging to the Lion’s Den group; at least 1 anti-tank missile was fired by Israeli forces during the raid. The PA called the raid a war crime and said it had reached out to the U.S. to pressure Israel to end its deadly raids. Tens of thousands attended the funeral procession for the 5 victims and a general strike was issued in the West Bank, East Jerusalem, and Gaza. Israeli forces also shot and killed 1 Palestinian during a raid in Nabi Salih. Elsewhere, Israeli forces violently dispersed Palestinians protesting in Hebron against the raid in Nablus, injuring 3 with live ammunition and others with baton rounds and tear gas. Israeli forces also seized 2 residential tents in al-Juwaya in the Masafer Yatta area, and assaulted Palestinians resisting the seizure. Meanwhile, Israeli forces demolished 1 Palestinian home in Bani Na‘im. Israeli forces also violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition. The Israeli military suspended the security coordinator of the Har Bracha settlement after a video from 10/21 showed that he aided Israeli settlers in attacking Palestinians while in military uniform near Burin. The security coordinator was seen providing a settler with a gas grenade while he was watching the settlers attack Palestinians. The security coordinator was reinstated on 10/30. PLO secretary general Hussein al-Sheikh met with the ambassadors of Jordan, Egypt, France, and Germany, known as the Munich Group, to continue talks about developing a political horizon for ending the occupation. (WAFA 10/25)

Israeli president Isaac Herzog met with U.S. secretary of state Antony Blinken in Washington. Secretary Blinken said that the 2 discussed the need to deescalate the situation in the West Bank. (HA 10/26)

Amnesty International urged the ICC to “investigate unlawful attacks committed during Israel’s August 2022 assault on the Gaza Strip as war crimes.” Amnesty said it had investigated 3 deadly incidents during the assault, 2 of which it with certainty ascribed to Israel and 1 which “likely” was caused by an unguided rocket fired by Palestinian militants. The 2 Israeli attacks Amnesty investigated killed 6 Palestinian civilians, including “a four-year-old boy, a teenager visiting his mother’s grave, and a 22-year-old student at home with her family.” Amnesty said that of the 49 Palestinians killed, 33 were killed by Israel and 7 were killed by rockets fired by Palestinian militants; it was unclear who had caused the deaths of the remaining 8. Palestinians across Israel and the oPt observe a general strike in commemoration of the Nakba and in mourning for the 58 Palestinians killed in Gaza on 5/14. Thousands march in their funeral processions, and thousands more gather along the border fence for a 2d consecutive day of Great March of Return protests. Israeli forces violently disperse these demonstrations, as well as smaller protests in East Jerusalem, Hebron, Ramallah, Bethlehem, and at the Qalandia checkpoint; 2 Palestinians are killed and 12 are injured. Meanwhile, IDF troops arrest 20 Palestinians during late-night raids near Ramallah, Nablus, Jericho, Jenin, Hebron, and Bethlehem; and patrol near Hebron and Salfit. Two Palestinians succumb to injuries sustained during the deadly violence in Gaza on 5/14. The 4 deaths today bring the death toll stemming from Israel’s response to the protests on 5/14 to 60 and the overall death toll stemming from the Great March of Return to 106. (MNA, TOI, WAFA, 5/15)

The Israeli authorities temporarily reopen the Kerem Shalom border crossing, having kept it closed since 5/12, after Palestinians set fire to a nearby pipeline. There are reports of Palestinian activists turning back 4 truckloads of medical supplies provided by the IDF. The Turkish Foreign Ministry orders Israeli ambassador Eitan Naeh to leave Turkey in protest of the killings in Gaza on 5/14. In response, Israel’s Foreign Ministry orders the Turkish consul in Jerusalem to return home. Turkey recalled its ambassadors from Israel and the U.S. in the wake of the killings on 5/14. In the West Bank, a Palestinian man dies in a village nr. Hebron of complications related to health issues he developed in Israeli prison. The IDF conducts a house search in al-‘Arub r.c. nr. Hebron, sparking minor clashes; patrols in villages nr. Hebron, Ramallah, Tulkarm, and Jenin. During a patrol nr. Nablus, IDF troops assault a Palestinian man accused of throwing stones. Israeli settlers raze land nr. Bethlehem in preparation for the construction of a new bypass road. IDF troops on the Gaza border e. of Khan Yunis open fire on Palestinian farmers and land nr. the border fence, injuring 1. The union of public workers begins a general strike in protest of unpaid salaries since 6/2/2014. In Syria, 14 Palestinian factions meet in Damascus to discuss the recent ISIS attacks on Yarmouk r.c. PLO Exec. Comm. mbr. Majdalani says of the meeting, “We agreed that there would be permanent cooperation with the Syrian leadership and the formation of a joint operations room with Syrian govt. forces and the Palestinian factions that have a significant presence in the camp or around it.” Aknaf Bayt al-Maqdis—the main armed group opposing ISIS in the camp, an anti-govt. faction, and a Hamas offshoot—does not participate in the meeting. In the Gaza Strip, Israeli forces conduct a limited incursion along the border fence nr. Khan Yunis to level land. In the West Bank, over 10,000 people attend a funeral procession in Ramallah for the Palestinian killed by Israeli soldiers on 12/15, and a general strike is held in the surrounding villages. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Middle East peace conference opens in the royal palace in Madrid with delegations from Israel, Egypt, Syria, Lebanon, and the joint Palestinian-Jordanian delegation present. Conference begins with short speech by Spanish PM Felipe Gonzalez, followed by addresses by conference co-conveners Presidents Bush and Gorbachev, and Dutch FM Hans van den Broek, representating the European Community. Soviet FM Boris Pankin and Secy. of State Baker were also present at the negotiating table. Saudi ambassador to the U.S. Prince Bandar bin Sultan and 'Abdullah Bishara, secy. gen. of the Gulf Cooperation Council, also attend the conference, but are not seated at the table. Egyptian FM 'Amr Musa delivers the first address by one of the negotiating delegations. Secy. of State Baker confirms that it was not certain whether or not second phase bilateral talks between Israel and the Arab delegations would commence 11/2 as scheduled due to disagreement between Israel, Arab delegations over venue of such talks. Hamas calls for a general strike to protest the peace conference. But 2,000 Palestinian supporters of Fateh, some armed with clubs and knives and waving Palestinian flags, march in favor of the peace talks in Gaza as Israeli troops follow them but make no effort to disperse the gathering. The marchers clashed with supporters of Hamas, injuring four. Five thousand other PLO supporters march in Khan Yunis. Pro-peace conference activists in Qalqiliya, Jenin force shopkeepers to open their shops which had been closed following orders by Hamas to observe ageneral strike. Saudi Arabia releases $3 million to PLO. The funds, deducted from salaries of Palestinians working in Saudi Arabia as a "liberation tax," had been frozen following the deterioration of PLO-Saudi relations during the Gulf crisis. Security forces do not confiscate their passports, but require each to post a bond of 5,000 shekels to ensure that they will report for questioning at any time in the future. Israeli daily newspaper Yedi'ot Aharonot publishes report taken from the Russian weekly Rossiya, associated with reformist president of the Russian republic Boris Yeltsin, which claims that the Israeli New Communist List (Raqah) has been receiving a $600,000 per annum subsidy from the Soviet KGB. Rossiya obtained the figure from a 1987 document recently seized from the headquarters of the Soviet communist party in Moscow which listed the amount of money given by the KGB to communist parties around the world.
