The Palestine Chronology

In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. PA economy minister Khaled Assaili demanded that Israel reopen the crossing immediately. (HA, REU, WAFA 9/5; AJ 9/7; AP 9/8)

The High Follow-Up Committee for the Arab citizens of Israel declared a general strike in Israel over Israeli inaction in preventing and solving violent crime. (WAFA 9/3; ALM, QDS, WAFA 9/5)

Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. The order would prevent Yered from leaving the northern part of the Jordan Valley. (HA 9/5)

Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PA prime minister Mohammad Shtayyeh called the decision systematic piracy and theft. (REU, WAFA 9/5; MEMO 9/7)

PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. Palestinians across Israel and the oPt observe a general strike in commemoration of the Nakba and in mourning for the 58 Palestinians killed in Gaza on 5/14. Thousands march in their funeral processions, and thousands more gather along the border fence for a 2d consecutive day of Great March of Return protests. Israeli forces violently disperse these demonstrations, as well as smaller protests in East Jerusalem, Hebron, Ramallah, Bethlehem, and at the Qalandia checkpoint; 2 Palestinians are killed and 12 are injured. Meanwhile, IDF troops arrest 20 Palestinians during late-night raids near Ramallah, Nablus, Jericho, Jenin, Hebron, and Bethlehem; and patrol near Hebron and Salfit. Two Palestinians succumb to injuries sustained during the deadly violence in Gaza on 5/14. The 4 deaths today bring the death toll stemming from Israel’s response to the protests on 5/14 to 60 and the overall death toll stemming from the Great March of Return to 106. (MNA, TOI, WAFA, 5/15)

The Egyptian authorities open the Rafah border crossing in both directions for the 4th consecutive day. (AP 5/18; OCHA 5/24)

The Israeli authorities temporarily reopen the Kerem Shalom border crossing, having kept it closed since 5/12, after Palestinians set fire to a nearby pipeline. There are reports of Palestinian activists turning back 4 truckloads of medical supplies provided by the IDF. The organizers of the Great March of Return later confirm that they rejected medical supplies from “the executors of Monday’s massacre against the innocent.” (AP, TOI 5/15; MNA, JP, TOI 5/16)

PA president Abbas recalls PLO envoy in Washington Husam Zomlot in protest at the opening of the U.S. embassy in Jerusalem and the U.S. decision to block the UNSC from making a statement condemning the Israeli violence on 5/14. (WAFA, YA 5/15; HA, WAFA 5/16)

The Turkish Foreign Ministry orders Israeli ambassador Eitan Naeh to leave Turkey in protest of the killings in Gaza on 5/14. In response, Israel’s Foreign Ministry orders the Turkish consul in Jerusalem to return home. Turkey recalled its ambassadors from Israel and the U.S. in the wake of the killings on 5/14. Israeli-Jordanian peace treaty is signed on Israel-Jordan border by PM Rabin, King Hussein. Agmt. removes trade sanctions, opens border btwn. the countries, gives Jordan special rights to holy cities in Jerusalem. Clinton attends, but neither Egypt's Pres. Mubarak, Arafat are invited. Israeli police question Faisal Husseini, Hanan Ashrawi about alleged meeting with PLO officials in Algiers. Both stated they had not violated any laws, and asserted their right to refuse to answer further questions. Security forces do not confiscate their passports, but require each to post a bond of 5,000 shekels to ensure that they will report for questioning at any time in the future. U.S. state department had earlier requested that Israel not prosecute the two for fear it would complicate Secy. of State Baker's peace mission. On the first anniversary ofthe violence at the Haram al-Sharif, tens of thousands of Palestinians who commute from o.t. to jobs in Israel observe a general strike called by the Unified National Command of the Uprising and refuse to travel to work. Israeli security forces maintained the ban on Palestinians from the o.t. entering Jerusalem which had been imposed 10/7 in order to forestall any violence. (AFP 10/8 in FBIS 10/9)

Israeli daily newspaper Yedi'ot Aharonot publishes report taken from the Russian weekly Rossiya, associated with reformist president of the Russian republic Boris Yeltsin, which claims that the Israeli New Communist List (Raqah) has been receiving a $600,000 per annum subsidy from the Soviet KGB. Rossiya obtained the figure from a 1987 document recently seized from the headquarters of the Soviet communist party in Moscow which listed the amount of money given by the KGB to communist parties around the world. Islamic resistance in S. Lebanon claims it exploded aroadside bomb as an Israeli patrol passed on the Rummana-Safi road. Israeli artillery shells several villages, including Haris, Haddatha, suburbs of Nabatiyya. South Lebanon Army announces it will attack any person moving in or near villages of Ayta Zut and Haddatha, Shi'ite villages lying north of "security zone." (MEM 10/9)

Returning from Middle East, and acknowledging deep mutual distrust between Israelis and Arabs, Sec. Baker says both sides must move simultaneously to adopt "confidence-building measures" because neither side can be expected to make the initial concession [LAT, WT 3/18; CSM 3/19].

Tel Aviv district court sentences cashiered soldier Ami Popper to 7 consecutive life sentences plus 20 years in prison for the shooting deaths of 7 Palestinians in Rishon le Zion last May [NYT, LAT, WP 3/18; JDS 3/17 in FBIS 3/19; MET 3/26; JPD 3/30].

In nearby Bayt Fajjar, residents burn bus used to transport workers to Israel; at least 10 are wounded in clash between villagers and army. At least 1 is shot during demonstration in Halhul. In village of Jabal al-Mukabir, soldiers close off 2 roads after stone throwers attack Jewish houses. Police use military-delegated emergency powers to impose curfew on Jerusalem refugee camp after violent demonstrations in 4 E. Jerusalem neighborhoods [NYT, WP 2/8].
