SOCIAL/POLITICAL:

Occupied Palestine/Israel: Ansar prisoner, Othman Raafat Said Hamdan, scheduled for release in November prisoner exchange, discovered still held in Israel's Atlit military prison. Israeli Cabinet accuses Egypt of violating spirit of Camp David by Mubarak's meeting with Arafat. Railroad workers in North strike for 3 days to protest erosion of salaries. Estimated 12,000 tourists visit Bethlehem at Christmas.

Arab World: Egypt's FM Butros Ghali urges resumption of talks between Jordan and PLO.

MILITARY ACTION: Arab World: 30 killed (mostly civilians) and 50 wounded in Beirut fighting; LAF gain control of 3 key positions near Sabra & Shatila after French withdrawal.

Military Action:

Heavy artillery, rocket and mortar exchanges continue overnight and throughout the day between LAF, PSP and Amal militias; bazookas, light arms fired at IDF HQ in Sidon, IDF position near Zahrani river; IDF closes Awali bridges for third consecutive day; Marines close off section of Corniche near British embassy in Beirut; at Tripoli, anti-Arafat forces move toward Baddawi camp, pro-Arafat forces attack positions on Mount Torbol.

Casualties:

3 LAF soldiers, 2 civilians killed, 1 LAF soldier injured; 1 IDF soldier wounded near Sidon; 20 killed, 100 wounded in Tripoli; 12 of 35 fuel storage tanks near Baddawi camp burning.

Political Responses:

Israel/ Occupied Territories: Government says Syria must have known about and given tacit support to Friday's bombing of Tyre IDF HQ.

Palestinians/ Lebanese: Head of Islamic Unification Movement in Tripoli says his militia will fight with Arafat; Fateh Central Committee meets in Tunis, expels 10 rebel leaders.

Arab Governments: King Fahd, President Mubarak call on Assad to halt fighting in Tripoli; Egypt denies it is supplying arms to Arafat.

US and Other Countries: Eagleburger leaves Israel after week of meetings, Shamir and Arens to visit US later this month.

Military Action:

Lebanese Army increases security in Beirut, controlling access to American University campus and hospital; French, British, Italian and other embassies under heavy military guard; Lebanese Army raids PLO Research Center in Beirut, reportedly confiscates weapons and explosives.

Casualties:

Bodies of 16 Americans killed in embassy explosion, accompanied by official delegation, flown out of Beirut under heavy security; Lebanese member of Saiqa charged by military prosecutor with March 16 grenade attack on US Marines.

Political Responses:

Israel/ Occupied Territories: Palestinian flags raised in place of Israeli flags in Galilee villages of Tamra, Sakhnin and Arraba; IDF detains 39 students from al-Najah University on charges of incitement as they prepare to carry out volunteer work in Hebron area village, 11 women students released.

Arab Governments: President Mubarak says Egypt supports 1974 Rabat agreement that PLO is sole representative of the Palestinian people, urges Palestinians to create linkage with King Hussein so that Americans can start working for peaceful settlement.

Military Action:

Syrian and Israeli jets carry out reconnaissance flights over Bekaa Valley; PLO forces fire anti-aircraft guns at IDF planes in northern Lebanon.

Casualties:

About 100 Palestinian families in Sidon tell UNRWA officials that local residents have broken into their homes and threatened harm if they do not leave.

Arab Governments: Egyptian Foreign Minister travels to Washington with message for Reagan; Mubarak meets Kissinger in Cairo; Egypt and Jordan agree to resume trade after 4-year interruption; Syrian President Assad meets DFLP's Naif Hawatmeh and PFLP-GC's Ahmed Jibril in Damascus.

US and Other Countries: US air and ground forces experts visit Israel to begin studying military data from Lebanon war; Albert Spiegel, Los Angeles businessman, quits as Reagan's Jewish affairs adviser.

Casualties:

Druze leaders ask government to restore electric power to Chouf region, blacked out for past 3 weeks; 6 IDF prisoners held by Fateh in Lebanon appear in Dutch TV program broadcast in Israel, PLO says their mothers are welcome to visit them.

Israel/ Occupied Territories: Stones thrown at car of Israel-appointed mayor of Jenin, who opens fire with his pistol; stone-throwing in Nablus, el-Bireh, Jalazon and al-Amari camps; shots fired from car passing Jalazon; curfews imposed on central Nablus and Ramallah; Hebron prison inmates start hunger strike; students hold protest strikes at Najah University, Hebron's Islamic University; bomb defused in Hebron school; 300 members of Israeli Committee for Solidarity with Birzeit distribute pamphlets and hold protest march in Hebron, call for disarming of West Bank settlers and dismantling of settlements.

Palestinians/ Lebanese: Lebanese Christian and Muslim leaders publicly demand disbanding of Amal militia and expulsion of Iranian Revolutionary Guards after yesterday's attack on Lebanese Army unit near Baalbek.

Arab Governments: President Mubarak, at rally of National Democratic Party, accuses PLO of inciting Egyptian people and army against government, warns the 40,000 Palestinians living in Egypt they can be deported, says he refused PLO request to operate radio station; Jordan bans all imports from Lebanon unless accompanied by proof they were made in Lebanon.

US and Other Countries: After 5 1/2 week trial, British court sentences three men, alleged members of Abu Nidal group, to 30-35 years for attempted assassination of Israeli Ambassador Shlomo Argov in June 1982.

Military Action:

Lebanese National Resistance Front explodes booby trapped car near IDF checkpoint outside Nabatiyeh, some injuries; unidentified gunmen in car fire at and wound PLO official in Beirut.

Political Responses:

Israel/ Occupied Territories: Youths stone Israeli vehicles in Nablus, injure 1 soldier, 3 boys arrested; 3 men arrested in Nablus for telling school girls to leave classes for demonstration; boys and girls secondary schools in Ramallah closed for 30 days; stones thrown near Jalazon and al-Amari camps; hand grenade thrown at Israeli car on Jenin-Nablus road, no damage or injuries; border policeman disciplined for having used unreasonable force against Peace Now demonstrator on February 10; Deputy Agriculture Minister says between 20 and 30 private companies building settlements on West Bank, demand for houses is high, there should be 100,000 Israelis living there by 1985; Foreign Minister Shamir says Israel liberated 1967 territories from the countries that conquered them in 1948, these areas are parts of Eretz Yisrael and what is part of your country you do not annex; Finance Minister Aridor arrives in Johannesburg to discuss with senior South African officals investment, trade and arms deals.

Palestinians/ Lebanese: PLO Chairman Arafat, visiting Sudan, says he will visit Egypt in near future but will only normalize relations if Egypt disentangles itself from the Camp David accord; Lebanese government announces sweeping measures against illegal trade, asks for MNF assistance to take over "illegitimate" ports of Pier 5 in Beirut and Dbayeh harbor in north Beirut, both controlled by Phalange militia since 1975-76 civil war; PM Wazzan reported to have told four Italian senators recently that Lebanon intends to expel all Palestinians in Lebanon, mentioning a figure of 500,000; Lebanese government cancels invitation to NY Mayor Koch after he enters the country from Israel via IDF helicopter.

Arab Governments: Egyptian-Israeli talks begin on Taba border dispute.

US and Other Countries: Former President Carter meets Mubarak and Habib in Cairo.

Military Action:

MNF units assist Lebanese Army and civil defense forces in rescue operations for civilians trapped by severe blizzard, responsible for at least 38 deaths.

Political Responses:

Israel/ Occupied Territories: Secret Appendix B to Commission of Inquiry Report said to detail Sharon visit to Gemayel family after assassination of Bashir, including discussion on need for the Phalangists to take revenge; Jerusalem police arrest three men on charges of harassing Peace Now demonstrators during February 10 march.

Palestinians/ Lebanese: Arafat, in speech to PNC, supports endorsement of Fez plan, says Reagan plan is not enough but to turn it down flatly would deprive the PLO of its links with the US and of sources of badly needed financial aid; PNC Political Committee decides that Reagan plan is not acceptable as basis for just solution of Palestine problem, endorses Fez plan, gives no mandate to Jordan to negotiate on behalf of PLO, approves concept of eventual confederation between independent Palestinian state and Jordan, approves contacts with democratic and progressive forces in Egypt and with Mubarak government, and with democratic and progressive Israelis advocating establishment of an independent Palestinian state, decides to merge all PLO armed forces into single PNLA with unified command structure.

Arab Governments: Arab League mission to visit Britain around mid-March; King Hussein, in UK on private visit, has working lunch with Prime Minister Thatcher.
