Member of advisory committee to Palestinian delegation Ziyad Abu Zayyad confirms the existence of an eight-page document discussing the eventual transfer of power from Israeli occupation forces to Palestinians in the o.t. during the "transitional period" of self-rule envisioned as part of the peace process. The document, which he states is only a draft proposal, was written by residents of the o.t. and suggests establishing management committees to oversee administration of the territories. Five members of the new political committees in o.t. resign, but 25 new members are added. Move seen as part of behind-thescenes conflict between the original founders of the committees and the PLO, members of the Palestinian delegation over the nature of the committees. Meeting of Israeli Labor party, called by Labor party leader Shimon Peres in an attempt to bridge gap among hard-liners and moderates within the party on foreign affairs and security matters, fails to reach agreement. Meeting comes in wake of rightward turn within Labor party toward security issues, evidenced by the tough 11/10 draft of the party's political platform adopted by the party's political committee and by the support given by several hard-line Labor parliamentarians to an 11/11 Knesset resolution that called for permanent Israeli control over Golan. At Tehran conference on Palestinian issue, PFLP-GC Gen. Secy. Ahmad Jibril states Palestinian delegates to peace conference have "sentenced themselves to death." Arguments break out between delegates supporting, opposing participation in peace conference, including verbal exchanges between anti-Arafat delegates such as Sa'id Musa Muragha (Abu Musa), head of Fateh-Uprising, and PLO representatives. National Committee of Heads of Local Arab Councils, made up of mayors of Palestinian communities in Israel, votes unanimously to strike 10/24 and stage protest in Jerusalem to draw attention to under-financing of Arab municipalities by Israeli authorities. Vote comes in wake of increased calls for action on the question and strikes by Arab municipal workers demanding payment of back wages [see 8/20]. (MEM 10/22)

Israel releases 14 Lebanese prisoners held in Khiyam prison, S. Lebanon. A 15th detainee was released in Israel and returned to Lebanon. Islamic Jihad for Palestine in turn releases American hostage Jesse Turner. Turner had been held captivie since January 1987, and is the fourth Western hostage to be released since the current comprehensive, multilateral prisoner-hostage negotiations began earlier this year. Israeli jets bomb Hizbullah headquarters in Jibshit, S. Lebanon, in retaliation for 10/20 deaths of three Israeli troops. (MEM 10/21)

U.S. administration denies Secy. of State Baker linked future U.S. decision to grant Israel loan guarantees with freeze of Israel settlement building, stating reporters erred when reporting on Baker's 9/17 meeting with PM Shamir, but denial does little to assuage Israeli leaders, who were angered by the comment. (WP 9/19)

After arriving in Damascus, Baker is warned by Syrian FM al-Sharaa that U.S. loan guarantees to Israel would affect Arabs' attitude toward peace process. Baker also delivers draft U.S. assurances on the peace conference, including pledge to Syria that U.S. considers UN resolutions calling for Israeli withdrawal from the o.t. applied to "all fronts," including the Golan Heights. Informed sources indicate secret U.S.- PLO talks carried out in Amman by PLO Exec. Comm. Mbr. Mahmud Abbas (Abu Mazin) and three officials from U.S. state department. Talks reportedly centered on Palestinian participation in peace talks. Americans reportedly tell Abbas that U.S. hopes PNC meeting in Algiers will allow Chmn. Arafat to authorize such participation and that Palestinians' only chance for representations as part of a joint Palestinian-Jordanian delegation. (MEM 9/23)

In Amman, PNC Speaker Shaykh 'Abd al-Hamid al-Sa'ih states Israel has rejected a UN request  to allow PNC delegates living in o.t. permission to travel to Algiers to attend PNC meeting. PLO had earlier requested UN assistance in arranging Israeli permission. (Radio Jordan 9/18 in FBIS 9/18)

Al-Sa'ih also announces that PNC members Edward W. Said and Ibrahim Abu-Lughod, both professors at American universities, have resigned from PNC for personal reasons. (Radio Monte Carlo 9/18 in FBIS 9/19)

Special meeting of Palestinians from o.t., the U.S., and PLO Exec. Comm. begins deliberations in London to decide what assurances U.S. should give Palestinians as condition for Palestinian participation in peace conference. Meeting was directed by Chmn. Arafat. Among those attending were Faisal Husseini, Hanan Ashrawi, Zakariya al-Agha (who have been meeting with Secy. of State Baker), Basil 'Aql, Edward W. Turkish prime min. Turgut Ozal sends letter to U.S. Pres. Bush indicating that Syria strongly objects to a private U.S. foundation's plans to invite Israel to participate in conference on regional water issues to be held in November in Turkey, will boycott meeting along with other Arab states. U.S. indicates exclusion of Israel may result in U.S. boycott. (WP 8/29)

Comm. members Mustafa al-Zibri (Abu 'Ali Mustafa), Sulayman al-Najab, meets with Pres. al-Asad in Damascus, Meeting seen as part of recent efforts to improve PLO-Syrian relations in wake of diplomatic setback faced by PLO after Gulf war. Delegation also meets with officials of dissident Palestinian National Salvation Front in Damascus. Meeting centers on reconciliation between PLO and PNSF. At PLO insistence, Col. Hizballah leader 'Abbas al-Musawi claims his group holds two Israeli prisoners, but Israel has failed to meet conditions for their release. States Israel willing to release Lebanese prisoners it held only; Hizballah demanded release of Palestinian prisoners as well. Israeli Def. Min. Arens expressed optimism over prospects for possible prisoner exchange. (WP 5/28)

Israel convicts Palestinian Fu'ad Hasan al-Shar' of participating in 1983 attempt to blow up airliner belonging to Israeli state airline El Al. Al-Shari' sentenced to 25 years imprisonment. (WP 5/28)

Greek appeals committee upheld Italy's request to extradite 'Abd al-Rahim Khalid, Palestinian sentenced in abstentia to life imprisonment in 1987 by court in Genoa for alleged role in October 1985 hijacking of Italian ship Achille Lauro. Khalid, arrested 5/5 in Athens, faces two more avenues of appeal before extradition can proceed. (NYT 5/29)

New York Newsday reports Kach party members mailed to a television reporter a "hit list," threatening lives of at least 8 supporters of Palestinian rights, including M.T. Mehdi, Arthur Hertzberg, Rashid Khalidi, Edward Said, and Anthony Lewis. Threats are aimed at avenging assassination of Kach founder Meir Kahane [WT, WP, MEM 12/5].

In Brussels, 12-country EC agrees that It- aly, current holder of EC presidency, could hold talks with Iraqi F.M. Aziz if Aziz first meets with Pres. Bush [MEM 12/5].

Responding to growing fear over rash of Palestinian knife attacks on Israelis, police broaden surveillance of Arab workers in Israel with spot check searches and new roadblocks along W. Bank [NYT, MEM 12/5].

In Hebron troopshoot at Palestinians throwing rocks from roof of mosque; 4 Palestinians are wounded. Soldiers storm mosque and arrest 50. Troops fire tear gas and rubber bullets in raid on Alia Hospital in Hebron and arrest 6 throwing stones on soldiers and passing cars [LAT 3/26]. In Nablus area village of Zawata, soldiers open fire to disperse demonstrators blocking road with burning tires, wounding 1 [WP 3/27].

Arab World: Capt. Farid Hawrani, top PLO military commander, is assassinated in 'Ayn al-Hilwah refugee camp in S. Lebanon. Factional fighting breaks out in camp following Hawrani's death [NYT 3/27].

Occupied Palestine/Israel: Two pardoned Shin Bet legal advisers are to be transferred to other jobs within the agency, Attorney General Harish decides (JP 9/30). Jordanian government recognizes Israeli-appointed mayors of Hebron, Ramallah, and al-Birah, but Amman-based Zuhdi Sa'id, deputy director of PLO Department of Occupied Territories, denounces the appointments, and calls for elections in West Bank. In Damascus, PFLP leader Dr. George Habash issues "death sentence" for the three mayors (JP 9/30).

Other Countries: In interview at UN, Syrian F.M. Faruq Shar' says world should expect continuing terrorist attacks against American targets until U.S. stops backing Israel occupation of West Bank, Golan Heights, and S. Lebanon (WP 9/30). Also at UN, PLO political director Faruq al-Qaddumi meets Soviet F. M. Shevardnadze (Fl 10/3).

Occupied Palestine/Israel: Israeli army announces it has arrested Yusuf Muhammad Abu Armanah, 22, and Sa'id Fakhri Ibrahim Afanah, 23, both from Rafah, who have allegedly confessed to the 9/5 stabbing of an Israeli truck driver in Gaza. Their families' tar-paper residences have been destroyed [LAT 9/7; FJ 9/13]. MK Meir Kahane's Kach movement forms new group "Hatzala" (Parents for their Children) to oppose Min. of Education's plans to sponsor meetings between Israeli and Palestinian children. Chief Rabbi Ovadia Yosef strongly opposed the Ed. Min.'s plan last week, saying he would urge religious parents to remove their children from the national religious school network if it is implemented [JWP 9/6].

Arab World: Jerusalem Post reports 6 kidnapped members of the Lebanese Jewish community are being held by the Hizballah group [JP 9/61.

Other Countries: Congressional sources say administration has tentatively decided not to propose selling advanced F-15 fighter planes to Saudi Arabia. U.S. Sec. of State George Shultz announces U.S. is releasing the first $750 million of $1.5 billion in special economic aid approved last month by Congress for Israel. $250 million is going to Egypt, $53 million to Jordan, and $3 million is planned for aid to Palestinians in the occupied territories [WP 9/7]. Jewish Press reports the National Jewish Community Relations Advisory Council (NJCRAC) in the U.S. called on major Jewish groups and federations to condemn MK Meir Kahane during his upcoming visit to the U.S. and is putting pressure on the National Press Club in Washington, D.C. and television shows to cancel their invitations to Kahane to speak while here [JWP 9/6].

Occupied Palestine/Israel: Bomb explodes seriously wounding the man trying to place it in an Israeli market; 20 Palestinians are detained [LAT 9/7].

Arab World: Palestinian and Shi'ite gunmen battle for the 4th straight day around Burj al-Barajinah camp in south Beirut; 23 killed and 70 wounded ovemight. Shi'ite militia is backed by Soviet T-54 tanks. The DFLP issues a statement from Damascus accusing Amal militia of executing 17 Palestinian civilians in the street. The Druze and Murabitun militias have joined forces with the Palestinians against Amal militia [NYT, DT, WP, LT 9/7].

Occupied Palestine/Israel: Israeli daily Hadashot reports U.S. gave Israel unofficial list of 9 Palestinian candidates for Jordanian-Palestinian delegation to tentative ME peace talks three weeks ago. 9 are: Walid Khalidi, Harvard U. political science professor; Edward Said, Columbia U. English professor; Hisham Sharabi, of Georgetown U.; Rashid Khalidi, visiting fellow at Washington's Wilson Center; Bethlehem Mayor Iliyas Furayj; Hikmat al-Masri, former speaker of Jordanian Parliament; Rashad Shawwa, deposed Gaza mayor; Anwar Nusseibeh, former Jordanian minister and head of East Jerusalem Electric Co.; and Ahmad Sidqi al-Dajani, former senior official in PLO executive committee, now living in Cairo. PLO spokesman says [AP 6/5] PNC speaker 'Abd al-Hamid al-Sayih is also under consideration.

Arab World: IDF and SLA (Israeli-backed South Lebanese Army) raid 2 Shi'ite villages, arrest about 40 men and destroy 5 homes in Majd al-Salim as punishment for hiding weapons or shielding fighters [LAT 6/4].

Other Countries: Foreign Min. Shamir, in England, tells P. M. Thatcher and Foreign Min. Geoffrey Howe that Israel opposes Jordanian scheme for peace talks. Thatcher supports Jordanian plan [LT 6/5].

Occupied Palestine/Israel: IDF bulldozes ten houses in villages near Hebron; expels residents [AF 6/7]. Security forces announce arrest of 9 in connection with killing of Rafah Mayor 'Abd al-Hamid Kishta, 65, in September; of Isma'il al-Khatib, 38, head of the al-Azhar Islamic College in Gaza in November; and with grenade attack on bus near market in Tel Aviv [JP 6/4]. Arrests of 9 Palestinians and Israelis were made "several months ago" in Gaza. Others were arrested for supplying 9 with weapons stolen from IDF.
