Later, the Egyptian army announces that its troops killed 3 alleged terrorists and destroyed a number of tunnels along the border in recent days. Also along Gaza’s border fence, Israeli forces violently disperse hundreds of Palestinians gathering along the fence near Gaza City to continue the Great March of Return; 18 Palestinians are injured, including 3 journalists. They also conduct a limited incursion to level land along the border fence near Gaza City. On Israel’s side of the border fence, firefighters quell 6 fires allegedly sparked by incendiary kites and balloons flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. Separately, PA officials say they have no plans to end the stipends to Palestinians imprisoned in Israel in connection with serious crimes against Israelis. (JP, WAFA 7/3)

The IDF declares Khan al-Ahmar, a Bedouin village near Jerusalem, a closed military zone ahead of planned evacuations and demolitions. Israel’s High Court of Justice approved the government’s plan to demolish the village on 5/24. (EI, WAFA 7/3)

Israeli PM Netanyahu lifts his ban on Israeli MKs and ministers visiting Haram al-Sharif. He temporarily lifted the ban in early 2017 after imposing it amid the habba, which was a surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (AJ, JP, TOI 7/3)

In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Khirbat Qalqas near Hebron, Kafr Qaddum near Qalqilya, and along Gaza’s border near Jabaliya refugee camp; 1 Palestinian and 1 German activist are injured. The IDF also arrests 1 Palestinian during a patrol near Jenin, and conducts further patrols near Hebron and Qalqilya. (MNA, WAFA 11/24; PCHR 11/30)

A U.S. State Dept. spokesperson announces that the PLO office in Washington will be allowed to remain open for at least another 90 days, after which Pres. Trump will decide whether or not to allow it to stay open indefinitely (see Update). The Trump administration has “advised the PLO Office to limit its activities to those related to achieving a lasting, comprehensive peace between the Israelis and Palestinians,” the spokesperson explains. Approximately 25–30 gunmen launch an attack on a crowded mosque in the northern Sinai Peninsula, killing at least 300 Egyptian civilians. In response, the Egyptian army kills at least 30 of the militants in a series of strikes on known hideouts in the area. A Palestinian official says that the attack prompted the Egyptian authorities to cancel a planned 3-day opening of the Rafah border crossing on 11/25–27. (AFP, HA 11/24; AP, HA, REU, TOI 11/25)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. In the West Bank, IDF troops on patrol in Bizarya village nr. Nablus open fire on Palestinian youths walking home from school, injuring 1. It is unclear why they opened fire. IDF troops deliver demolition orders to more than 40 homes and a makeshift school in the Bedouin community Khan al-Ahmar n. of Jerusalem, arrest 11 Palestinians during latenight raids nr. Ramallah, Jenin, Hebron, Nablus, and Qalqilya; shoot and injure 2 Palestinians during an arrest raid nr. Ramallah; and patrol during the day nr. Nablus and Hebron. Israeli forces seal the entrances to 4 villages nr. Ramallah without explanation. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. At Israel’s weekly cabinet meeting, PM Netanyahu says that the new Trump admin. shares Israel’s view of regional threats to Israel, and strategies for Israel to improve its relations with select Arab states. Netanyahu also says that the govt. will need to find a new housing solution for the 40-odd families that were evacuated from the illegal Amona settlement outpost, since Trump might oppose the plan to build a new settlement. IDF troops shoot and kill a Palestinian close to the Bayt ‘Aynun junction nr. Hebron after he allegedly attempts to stab one of them, and the Palestinian Red Crescent reports that Israeli forces prevented medics from treating the man. The incident sparks brief clashes between the IDF and stone-throwers; there are no injuries. Separately, IDF troops shoot and kill a 2d Palestinian at a checkpoint nr. Nablus after he stabs and lightly injures an Israeli officer. Meanwhile, Israeli forces demolish 4 greenhouses and a water well in the Jordan Valley, a home under construction in a village nr. Hebron, and 2 livestock structures outside al-‘Arub r.c. nr. Hebron. The IDF conducts house searches and raids in 1 village each nr. IDF troops shoot and injure 2 other Palestinians in alleged car-ramming attempts in Silwan and Ramallah, arresting the suspect in the latter event. The IDF violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against the Israeli occupation in 4 villages nr. Ramallah, 1 each nr. On 3 occasions, Israeli and Egyptian naval forces open fire on Palestinian fishing boats off the coast of Gaza: Israeli forces open fire twice nr. Jabaliya, injuring 2 fishermen; and, Egyptian forces open fire nr. Rafah, injuring 1 fisherman. In the West Bank, 2 PA security troops stab and kill a Palestinian teenager during a confrontation in Nablus. Outside Ramallah, Israeli authorities say they are opening a major road e. of the city, having kept it closed since 2001 (residents were informed of the plans to reopen the road on 3/16, and the authorities will actually open it on 9/9 after more than 3 mos. of unspecified maintenance). The IDF patrols in Tulkarm, 1 village each nr. Hebron and Qalqilya; arrest 1 Palestinian and issue an arrest summons to another in late-night raids and house searches in Nablus and a village nr. During the raid in al-Fara‘a r.c., soldiers clash with residents, leaving 2 Palestinians wounded by live ammunition. Obama’s push for military action against Syria suffers a significant blow as the British Parliament votes against participation with a 285-272 vote that saw many Conservative MPs voting with the Labor opposition. Egyptian soldiers kill some 50 pro-Morsi supporters camped outside the Republic Guard barracks in Cairo where the ousted president is believed to be held. The army claims that they opened fire having 1st been attacked. In the Sinai, an armed group attacks an army checkpoint nr. al-Arish and kills 1 Egyptian soldier. U.S. State Dept. spokesperson Victoria Nuland says that Secy. of State John Kerry, appointed on 2/1, is working to try to free up almost $700 m. in aid for the PA held up in Congress. Hamas says that the Egyptian army is flooding tunnels between the Gaza Strip and Sinai used for smuggling, and that there is a reinforced troop presence on the border. Meanwhile, Turkish media reports that Israel has agreed to allow Turkish trucks to bring building materials into Gaza for the construction of a hospital that will be opened by PM Recep Tayyip Erdogan. Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act. Later, Mubarak appears on state TV and, in effort to appease critics and quell protests, pledges to speed up his program of political and economic reforms, announcing that he has dissolved his cabinet, appointed a new PM to form a new government, and named military intelligence chief Gen. Omar Suleiman as his 1st ever VP, but protesters vow to remain in the streets until he steps down. The U.S. issues its first warnings that it will review its $1.56 b. in annual aid to Egypt depending on how events unfold in the coming days, pressing its contacts within the Egyptian army to avoid violence. In Jordan, where criticism of the king is banned, 1,000s of demonstrators inspired by events in Egypt and Tunisia turn out after Friday prayers in Amman and cities across the kingdom to demand the resignation of PM Samir al-Rifa‘i and his cabinet, dissolution of the parliament, and a new round of free and fair elections.
