Likud and plans to form a more moderate centrist Forward party (Kadima) to run in 2006 elections; 15 of Likud’s 40 MKs pledge to follow Sharon. The IDF demolishes 8 Palestinian homes in Rafah; conducts arrest raids in East Jerusalem; fires on residential areas of Abasan, Khan Yunis, Rafah, Tulkarm. Israeli pres. Moshe Katsav formally invites Sharon to form a coalition government. Sharon accepts saying that “The new government will have to complete the campaign against terror, remove the terrorist leadership, and create the conditions for the emergence of a new Palestinian leadership with which it will be possible to make real peace.” (WT 2/10)

The IDF fatally shoots 4 Palestinians nr. Hebron; the IDF initially claims it ambushed armed "terrorists" attempting to infiltrate Kiryat Arba settlement, later admits the men were unarmed and shot 2 mi. fr. any settlement. Israeli pres. Moshe Katsav orders an investigation into the spate of IDF attacks on unarmed Palestinian civilians since 8/28. The IDF also shells a fuel station, electricity generator in Rafah, cutting electricity to parts of the city; fires on residential areas of Jenin; conducts arrest raids in Anza (nr. The IDF reoccupies Beitunia, Bethlehem, Dahaysha r.c.; expands bases there and in Jenin, Qalqilya; conducts raids into Halhul, Tulkarm town and r.c.; raids Shaykh Ajlin, bulldozing Palestinian land, firing on Palestinians working the fields, killing a Palestinian boy; fires on residential areas of Birzeit. The IDF issues a limited call-up of reservists, bars Palestinian workers fr. entering Jewish settlements. In Jenin town, IDF troops evacuate and vandalize a hospital admin. building, throwing a grenade in the foyer, blowing up a safe, spraying the building with heavy machine gun fire, breaking doors, destroying $13,600 of equipment; fire on, seriously damage 2 fire trucks. The IDF reportedly has transferred more than 600 Jenin r.c. residents to Salim detention center for questioning; some 150 are released today, sent to Romani village, are told to stay there for 2-4 wks. Late this evening, a PFLP gunman, retaliating for the arrest of PFLP 2d-in-command Malluh on 6/11, attacks a home in Itamar settlement, killing 4 Jewish settlers and 1 settlement guard, wounding 2 settlers and 2 border policemen before being shot dead. A pregnant Palestinian woman is fatally hit by stray IDF gunfire in her home in Qalqilya. In Gaza, 1,500 unemployed Palestinians who have been cut off fr. their jobs in Israel since 9/00 hold a "March of Hunger," protesting Israeli closures, lack of support fr. the PA. The IDF raids Qalandia, arresting 5 Hamas mbrs.; evacuates, seals a Palestinian school nr. Tulkarm. Ignoring Arafat's cease-fire pleas, the PRCs vow retaliation for the IDF's killing of 6 Palestinians on 12/30. Some 2,000 Palestinians, 300 foreign nationals, and 100s of Israelis take part in a day of nonviolent protests against the ongoing Israeli siege. (AFP 12/31; WT 1/1; LAW, WP 1/2)

Israeli-Palestinian clashes leave a total of 2 Palestinian, 1 Jewish settler dead. Israeli DM Ben-Eliezer approves deployment of special forces units to bolster the IDF in the West Bank; some units will operate undercover, lying in ambush for Palestinian attackers, while others will operate overtly in a show of force. Jewish settlers increase vigilante attacks in the West Bank, shooting at and stoning Palestinian cars, beating a group of Palestinians nr. Nablus. In Bethlehem, a Palestinian, previously questioned by the PSF for selling land to Israelis, is killed in a drive-by shooting outside his home, raising speculation that Palestinians targeted him as a collaborator. In Washington, Israeli pres. Moshe Katsav meets separately with Bush, Powell; asks the U.S. to set a deadline for the Palestinians to halt attacks on Israel. Bush makes no commitment. Afterwards, Katsav says Bush did not ask Israel not to retaliate against Palestinian attacks; warns Arafat that he has a "few days, no more" to end the violence or face a sharply escalated IDF military response. The Knesset elects (63-57) the relatively obscure Iranian-born Likud MK Moshe Katsav over One Israel MK Shimon Peres, a 3-time PM and Nobel laureate, to replace Weizman as pres. Israeli public opinion polls prior to the vote showed Peres as the popular choice over Katsav by 63% to 20%, with 17% undecided. Katsav captured the votes of Sephardic and Russian MKs (with Shas voting as a bloc for him) because of his Sephardic background and of ultra-Orthodox MKs, who voted for him as a protest to Barak, who openly favored Peres. Acting on a tip, Israeli police arrest a Jewish resident of Jerusalem found with 3 rifles and a great deal of ammunition in his car. Police suspect he was en route to the West Bank to sell the arms, ammunition to settlers planning an attack on Palestinian targets. (MA 8/1 in WNC 8/2)

Soldiers teargas demonstrators outside Ramallah church. Youths stone soldiers breaking locks on Ramallah stores to force owners to open; at least 1 soldier is injured. Residents of al-Mazra'ah al-Sharqiyyah are prevented from leaving village for 10th straight day. Several are injured in Balatah when Israeli troops open fire on protesters. Occupied Palestine/Israel: Al-Fajr reports 30 youths from the Golan Heights aged 15-18 were detained early in the month following a landmine explosion near cease-fire line with Syria [FJ 9/27]. Israeli Min. of Labor and Soc. Welfare Moshe Katzav tells cabinet over 18,000 illegal foreign laborers now work in Israel, mainly from Europe, Asia, Africa [JWP 9/27]. For. Min. Other Countries: Reagan administration announces intention to sell between $1.5 and $1.9 billion of advanced arms, including 40 fighter jets, to Jordan.
