The IDF continues operations in Bayt Hanun, fatally shooting an Islamic Jihad mbr., wounding 24, bulldozing land, firing on residential areas; demolishes 7 Palestinian homes in Rafah refugee camp (r.c.), 2 in al-Mughraqa; bulldozes 120 dunams (4 dunams = 1 acre) of Palestinian agricultural land in Khan Yunis. The IDF also fires flares e. of Khan Yunis, staring a fire in a wheat field; bars Palestinian firefighters fr. reaching the area, allowing 32 dunams to burn. Despite the Hebron bombing, new Palestinian Authority (PA) PM Mahmud Abbas, Israeli PM Ariel Sharon meet in Jerusalem regarding the road map, marking their 1st meeting and the 1st senior-level PA-Israeli talks since 9/26/00. Sharon says he cannot accept the road map but offers to redeploy the IDF from 1 (unnamed) West Bank Palestinian city and fr. n. Gaza in exchange for a commitment to crack down on militant groups. The IDF also fires tear gas into a girls primary school in Hebron, injuring 10s of children; demolishes a Palestinian home in Nablus, 2 buildings in Rafah refugee camp (r.c.); conducts arrest raids in Bethlehem, Jenin, Rafah (targeting Islamic Jihad). Late in the evening, the IDF sends 40 tanks, helicopters, troops into Gaza City on a mission to demolish 4 Palestinian buildings, 1 of them a home, allegedly containing Hamas metal workshops, leaving at least 11 Palestinians dead, 25 wounded: 3 are bystanders killed when the IDF blows up one building causing the wall of an adjacent structure to collapse on top of them; 3 are PA general intelligence officers killed when the IDF fires rockets at their post; 1 is a Hamas mbr. who detonates a suicide bomb nr. a tank, causing no injuries; 4 are gunmen attempting to hold back the incursion. The IDF also announces plans to build a walled corridor surrounding Rachel’s Tomb in Bethlehem, linking it to Jerusalem and encircling 10s of Palestinian homes, businesses. Israel sends bulldozers, tanks, troops into Rafah refugee camp, demolishing 3 Palestinian homes; troops fire a tank shell at stone-throwing Palestinians, killing 3 Palestinians, including 1 bystander. The IDF fatally shoots 2 Palestinians nr. Dugit settlement (allegedly Hamas mbrs. preparing to throw a hand grenade). A Palestinian child shot by the IDF on 3/21 dies. In an apparent assassination attempt aimed at Hamas political leader Hussein Abu Kuwayk, the IDF fires rockets at a truck driving in Ramallah, killing Abu Kuwayk's wife and 3 children, plus 2 Palestinian bystanders. The IDF reenters Jenin r.c., sparking heavy street fighting that leaves at least 9 Palestinians dead, including a doctor killed when his ambulance is hit by an IDF tank shell, also wounding 5 paramedics. The IDF also remains in Balata; temporarily invades Rafah refugee camp, killing 3 Palestinians, bulldozing several Palestinian homes; fatally shoots 1 Palestinian at a checkpoint nr. Qalqilya; shells, destroys the PSF headquarters in Bethlehem; fires shells fr. gunboats at the PA headquarters in Gaza City but misses; directs heavy machine gun fire at Tamun. Late this evening in Tel Aviv, an AMB gunman (a Balata resident) kills 3 Israelis, wounds 31 before being shot dead by a restaurant patron. Sharon tells journalists, "If the Palestinians are not being beaten, there will be no negotiations. The aim [of Israel's recent attacks on the Palestinians] is to increase the number of losses on the other side. Only after they have been battered will we be able to conduct talks." The IDF also sends troops, bulldozers into PA-controlled areas nr. Netzarim, firing shells and heavy machine guns at residential areas and leveling over 25 acres of land. In Louisville, U.S. Secy. of State Colin Powell gives the 1st major policy speech on the Middle East by the George W. Bush admin., announcing plans to send 2 envoys (retired Gen. Anthony Zinni, Asst. Israeli-Palestinian clashes continue, leaving 4 Palestinians dead. The IDF declare a curfew, reinforces its positions in Bayt Jala, saying forces will remain in the town indefinitely--marking Israel's 1st reoccupation of West Bank area A. State Dept. spokesman Richard Boucher warns Israel that it is inflaming the conflict, urges Syria to keep a rein on Hizballah. Among the buildings taken over by the IDF are 5 Palestinian homes and the Evangelical Lutheran Church of America's orphanage, where troops turn the upper floors into a firing base for heavy machine guns. Residents of the occupied homes, orphanage are confined to a single room of their homes; the Lutheran bishop accuses the IDF of using the 45 children in the home as human shields. Troops also level a number of Palestinian houses; skirmish with Palestinians at Aida refugee camp, nr. Bayt Jala. Fighting around Bayt Jala and Gilo intensifies throughout the day, leaving 1 Palestinian dead, at least 6 injured. In a predawn operation, the IDF bulldozes at least 17 Palestinian homes, 12 stores in Rafah refugee camp, leaving 150 Palestinians homeless and sparking a gunfight that leaves 5 Palestinians, 3 IDF soldiers wounded. Terming the demolitions "highly provocative," the U.S. announces plans to send Dep. Asst. Secy. of State for Near Eastern Affairs David Satterfield to the region to push U.S. cease-fire initiatives. Meanwhile, Palestinians fire a mortar at Nahal Oz kibbutz, causing no injuries but marking the 1st confirmed mortar attack inside the Green Line since 5/4. A Palestinian woman gives birth at an IDF checkpoint when soldiers deny her passage, the baby dies before reaching a hospital. For the 2d time in 2 days, a Palestinian man dies of a heart attack at an IDF checkpoint when soldiers refuse to allow him passage to a hospital. Hizballah-led Islamic Resistance fighters capture SLA position inside Israeli "security zone" in 'Alman-Shumariya region of S. Lebanon - first time SLA position has been overrun in 4 years. 2 SLA troops killed, 4 others captured; 2 attackers died. Islamic Resistance forces later withdraw. On ABC television, Israeli Housing Min. Ariel Sharon defends construction of o.t. settlements, saying West Bank has to be settled to provide military "strategic depth." On same program, Nat. Sec. Minister of Trade and Industry Ariel Sharon tells 'Al Hamishmar the situation in the occupied territories cannot continue; if Rabin is unable to control the occupied territories he should be replaced; and if Sharon had been D.
