PA intelligence officers detain for questioning another signatory of the Petition of the 20, bringing to 11 the number who have been detained. The other 9 are PC mbrs. (all Fatah mbrs.), who are immune from prosecution. Arafat has reportedly asked the PC to lift their immunity so they may be arrested. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." In Ramallah, Secy. of State Albright meets with Arafat; says PA must crack down on Islamists in a comprenehsive, relentless, and sustained manner; says that she is encouraged by Arafat promises to do so. In Manhattan, federal prosecutors for the Immigration and Naturalization Service (INS) open exclusion proceedings against Hamas political leader Abu Marzuq. Abu Marzuq is willing to withdraw his application to reenter the U.S. and agree to exclusion (i.e., immediate deportation), but INS says he cannot do so without either conceding or contesting the terrorism charge, otherwise he could be detained indefinitely. Abu Marzuq refuses to concede; contesting the charge could take yrs. The exclusion proceeding is closed; the INS does not have to reveal the sources of its evidence. Five Palestinians are injured when violent confrontations break out between Palestinians, Israeli security forces in Jenin following assassination of Fateh activist Mahdi Abu al-Hasan by Israeli undercover agents. Abu al-Hasan, whom security forces had been seeking for some time, was reportedly ambushed in his car without warning. (MEM 11/6)

First direct Moscow-Tel Aviv flight transporting Jewish immigrants carried out by Aeroflot arrives with 125 Soviet Jews. Flight was operated by Transair, an Aeroflot subsidiary. (Qol Yisra'el 11/5 in FBIS 11/6)

Israel, South Lebanon Army shell targets outside of Israel's "security zone" in S. Lebanon for tenth consecutive day. Gen. Antoine Lahad, commander of the South Lebanon Army, states Israeli-Lebanese peace talks will not lead to dismantling of SLA or of the "security zone." (MEM 11/6)

GCC ends 4-day summit in Doha with statement and communique warning Iraq that war is only alternative unless Saddam withdraws from Kuwait; drops usual reference to PLO as "sole legitimate representative of Palestinians" [NYT, LAT, WP 12/26; CSM 12/27].

In annual Christmas message, Pope John Paul II calls for negotiations to end Gulf crisis, but seems to hint Iraq should leave Kuwait, saying "the inalienable rights of people and nations" must be respected. April 1988 survey by Israeli sociologist Sammy Smooha, released today, finds that majority of Jews in Israel "regard the Israeli Arabs as a hostile minority...and their attitudes and behaviors not as a legitimate dissent but rather as subversion"; 57% of respondents favored denying Israeli Arabs right to vote in national elections [FJ 6/11].

Israeli peace activist Abbie Nathan, returning to Israel after meeting with Yasir Arafat in Tunis, is arrested for violating law prohibiting meeting PLO members. Nathan was released from jail last February after serving 6 months for previous meeting with Arafat (cf. 5/17) [MEM 5/16, 5/18].

Asharq al-Awsat, citing Palestinian sources, reports PLO has begun regrouping its military forces. Last week, 1,600- 1,800 fighters began move from Jordan to Iraq, while some units in Algeria and Sudan will move to Libya and North Yemen [MEM 5/16].

Israel Central Bureau of Statistics reports economic slowdown for 1st quarter of 1990; cites more unemployment, fewer exports, increased imports, and growing consumption as reasons UPD 5/17 in FBIS 5/17].

Israel has told Jordan it objects to any Jordanian-Iraqi military cooperation. Israeli military source expresses concern that "a military alliance . .. is being set up against us" (cf. 2/20) [HAD 2/19 in FBIS 2/20].

Occupied Palestine/Israel: In Nablus soldier is killed by cinder block dropped by Palestinian [FBIS 2/24, WP 2/25]. In Gaza at least 9 Palestinians are wounded by soldiers [WP 3/25].

Arab World: SLA troops shoot, kill UNIFIL soldier in Israeli-imposed "security zone" [FBIS 2/24]

Social/Economic/Political Occupied Palestine/Israel: Likud ministers David Levy and Ariel Sharon criticize IDF Chief of Staff Dan Shomron; Sharon demands demolition of all houses in Bayta, except those belonging to those who aided Israeli youths, and establishment of new settlement near village [WP 4/11]. Occupied Palestine/Israel: Israeli troops and Palestinians clash in several Jenin-district villages and camps. At least 86 are injured or affected by tear gas in Gaza Strip. At Jabalya refugee camp, protesters attack military post for 4th consecutive day. Demonstrations also erupt in Beach camp, Gaza City, and Rafah. Am'ari, Balatah, Jalazun, and 'Ayn Bayt al-Ma' camps as well as Bayta and Sa'ir villages are under curfew. Food shortages reported in Jalazun and Am'ari camps. Maythalun, Silat al-Harthiyyah, and Yamun are sealed off and report food shortages [FJ 4/17].

Israel sends accounts of financial transactions connected with the Iranian arms sales to U.S. congressional com. investigating the affair [NYT 8/1].

Other Countries: U.S. Sen. Daniel Inouye, chairman of Senate com. investigating Iran-contra affair, reveals Israel has agreed to provide chronologies of its role in the arms sales to Congress [CSM 6/26]. U.S.S.R. invites PLO Chairman Yasir Arafat to Moscow [BG 6/26].

Occupied Palestine/Israel: P. M. Shimon Peres denounces Arafat's offer of "land for peace," characterizes the PLO as "talking peace in Jordan [while] killing people in Israel" [JP 9/9]. Soldiers fire rubber bullets and tear gas on a group called An End to Occupation as they demonstrate in Ramallah to protest Israeli deportation and administrative detention practices; 21 protesters are detained. Army declares the area a closed military zone [GU 9/18]. Ariel Sharon begins suit against Time magazine in a Tel Aviv court. Under Israeli law, Sharon need not prove malice to substantiate his claim [JP 9/9]. Charges have been filed against Israeli joumalist Amnon Kapeliouk for visiting Jordan in March and April. Under the 1948 Emergency Defense Regulations, Kapeliouk could receive up to a year in prison for entering acountry in a state of war with Israel [JP 9/8].

Other Countries: New York Times reports the Soviet Union has begun a new campaign to encourage Palestinians to reject American-sponsored efforts at Arab-Israeli peace talks. In recent weeks George Habash, Nayef Hawatmeh, Khaled al-Fahoum, and close Arafat aide Salah Khalaf (Abu lyad) have visited Moscow. Soviet leaders have expressed "total opposition" to the 11 February accord between Arafat and King Hussein [NYT 9/8].

Arab World: Fighting continues for the 6th straight day between 2,500 Palestinian fighters inside Burj al-Barajinah refugee camp and Amal militiamen outside [NYT 9/9]. Lebanese officials meet with Syrian Vice Pres. 'Abd al-Halim Khaddam in Damascus to ask for Syrian military intervention to stop the fighting [LT 9/9].

Military Action:

Tripoli relatively quiet, light shelling and small arms fire in and around the city as all forces resupply; LAF and militiamen exchange mortar, artillery fire in southern Beirut suburbs.

Palestinians/ Lebanese: PFLP-GC leader Jibril, in Baddawi, says Arafat has 3 days to leave Tripoli: Lebanon marks 40th anniversary of its founding as a nation, shops and offices close but customary fireworks displays absent.
